Proposed topics include: 1. Approval of the Minutes of the July 11 and 27, 2006 Water/Sewer Committee Meetings. 2. WSIP U date. Resolution Updating Arkansas Natural Resources Revolving Loan Fund Signature Authority. ANRC RLF regulations require the persons authorized to sign RLF related documents be designated by the City Council. Staff requests authorization to bring this to the full City Council at the 5 September 2006 meeting. b. WSIP Historical Time Line. A summary and explanation of key events of the evolution of the WSIP project will be presented at the meeting. 3. 36" Water Transmission Line. The 36" water transmission line has experienced a number of major line breaks that, due to their magnitude, present significant hazards to Fayetteville citizens both in terms of water loss, potential for contamination, loss of water service during the repair, and damage as a direct result of the leak. The City hired Black and Veatch to conduct an evaluation of the transmission line, and to identify solutions to mitigate and/or eliminate future leaks. The evaluation is complete. There are three recommendations: - Paint the transmission line surge tank; - install SCADA control on selected valves and a flow sensing unit on the 36" line; and - install flow control/flow isolation valves on both the 36" and 42" transmission lines. 4. Water Transmission Surge Tank Painting Contract. This project involves painting the surge tank on the 36" and 42" water transmission lines. The surge tank has not been painted in over twenty years, and must be painted before additional upgrades can be made to the 36" and 42" water transmission lines. The City received five bids 25 July 2006, shown below. The bid tab is attached. The detailed memo and contract are to be distributed under a separate cover memo. 5. Sanitary Sewer Rehabilitation Project Update. a. Basins 1-5, 18 & 19 Sewer Rehab. T-G Excavating, $2, 223,022, 54.0% complete. b. Farmington Area. Final design is underway by RJN for line work. c. Insituform Term Contract Renewal. Staff expects to bring a contract amendment forward for Council approval soon. 6. Farmington Contract and WSIP Status Update. An update will be presented at the meeting. 7. Scheduling the Next Water/Sewer Committee Meeting. Staff recommends the next W/S Committee meeting be scheduled on 5:30 Tuesday, September 12, 2006 in room 326. BACKGROUND The Revolving Loan Program requires that signature authority be designated by City Council resolution. Resolution 39-04 designated Dan Coody, Mayor and Stephen Davis, Finance and Internal Services Director, as the official City of Fayetteville signatories to the Arkansas Natural Resource Commission Revolving Loan Agreements.
