Proposed topics include: 1. Approval of the Minutes of January 10, 2006 Water/Sewer Committee Meeting. 2. WSIP Update. a. West Side Wastewater Treatment Plant. The groundbreaking for this project is scheduled for 2:00 p.m., Friday, 3 February, 2006, on site. Brasfield & Gorrie has been in Fayetteville for several weeks, and has been procuring equipment ever since the contract was awarded. Broyles Road will be closed beginning 6 February. The road closure public notice is attached. b. Subproject WL-5, Force Mains from Hamestring Lift Station to West Side WWTP. The preconstruction conference was 1 February; Garney will start work between 7 - 13 February 2006. c. Subproject WL-1 and 3, Gravity Lines from Old Wire Road to Gregg Avenue, and from Porter Road to Hamestring Lift Station, combined as one contract. The job includes construction of approximately 30,831 ' of mostly 21-36" gravity sewer main, 116 new manholes, remove and/or abandon 114 manholes, install 2,015' of 36-48" bore and jack, and related work, along Hamestring Creek and Mud Creek. We received four bids on January 24, as follows: Oscar Renda $ 7,014,948.00 (low bid) Kraus Const 9,737,357.00 S. J. Lewis 8,169,975.82 Perma Corporation 15,349,406.60 Engineer's Estimate $ 8,765,122.00 Pending review by the Engineer, staff requests approval to forward this item simultaneously to the Arkansas Natural Resources Commission (ANRC) and the full City Council for approval. d. Subproject WL-4, Gravity Lines and Force Main from Gregg Avenue Lift Station to Hamestring Lift Station, will open bids on January 31 , 2006. The Contract includes construction of approximately 24,751 ' of 8-48" gravity sewer main (mostly 48"), 3,876' of 30" force main, 69 new 6' and 5 new 4' diameter manholes, 2,188 of 48 - 72" encasement, and varied related work along Clabber Creek. Pending review by City staff and the Engineer, staff requests approval to forward this item simultaneously to the ANRC and the full City Council for approval. The initial bid tab will be distributed at the meeting. e. Project Staffing. Contracts are being developed by Cross Gunter. Jobs are advertised. f. Backup Power Generator Alternatives. Staff is evaluating the proposal from Power Secure for purchase of the generators required for the West Side WWTP and the Hamestring Lift Station. Using the power generator installed at the Noland WWTP has reduced our electrical costs by $16,000 per month for 2006. g. Easement Status Update. Verbal update on the status of easement negotiations. Ozarks Electric Cooperative is interested in purchasing approximately five acres adjacent to the West Side WWTP for a future electrical substation location. Ozarks has a major (69 Kv) transmission line crossing the site. ANRC is still evaluating the possible purchase of some portions of the 300 acre site for wetlands banking. 3. Sanitary Sewer Rehabilitation Project Update. a. Basin 1-5, 18 & 19 Sewer Rehabilitation Construction. We received three bids on January 19, as follows: T-G Excavating $ 2,223,022.00 (low bid) Heller Company 3,674,173.00 Kraus Const 4,450,786.00 Engineer's Estimate 2,987,030.00 The Engineer has evaluated the bids and references, and recommends the contract be awarded to T-G Excavating. T-G has completed a number of sewer rehabilitation projects for us in recent years, including our manhole rehabilitation in Farmington. Staff requests approval to forward this item simultaneously to the ANRC and the full City Council for approval. b. Farmington Area. Manhole rehabilitation is complete. Final design is underway for line work, in accordance with the arbitration agreement. c. Insituform Term Contract Renewal. In 2002 Fayetteville solicited sealed bids for cured-in-place sewer lining services, with Insituform submitting the successful bid proposal. Under the terms of the agreement, these sewer rehabilitation services can be renewed annually for up to five years. To date, there have been no price increases in the cost from the 2002 bid, although there is a provision in the contract for annual adjustments. For the 2006 term, Insituform is requesting a price increase of approximately 10% per unit. At the adjusted prices, we can line sewer 8" sewer lines, creating effectively a new pipe, for $39.50 per foot, less than half the cost of dig and replace in most cases. Insituform is a product that allows sewer main replacement via lining with minimal excavation and using in-house engineering. The resulting cost is less than half of contracted work, but can only be used in specific applications. These services are used on an as-needed basis as part of the ongoing sanitary sewer rehabilitation program. 4. Wedington Drive Water and Sewer Relocations. Relocation of water and sewer lines in conjunction with and as required by the Arkansas Highway Department (AHTD) widening of Wedington Drive from Rupple Road west to Double Springs Road. Some water lines are being upsized to 12" or 18" diameter. Project funding is split between the AHTD and the City. Five bids were opened January 23, 2006, as follows: Goodwin & Goodwin $ 1 ,970,170.00 Kraus Construction 1 ,733,270.00 S & J Construction 1 ,670,018.45 C-2 Projects 1 ,599,573.25 Crossland Heavy 1 ,591 ,426.20 (low bid) Staff requests approval to forward this item for full City Council consideration. 5. Razorback Road Water and Sewer Relocations. Relocation of water and sewer lines in conjunction with and as required by the AHTD widening of Razorback Road from 6th Street to 15th Street. Project funding is split between the AHTD and the City. Five bids opened January 18, as follows: Garney Const $ 867,900.00 C-2 Projects 796,856.00 T-G Excavating 755,555.45 S & J Construction 743,785.07 Goodwin & Goodwin 722,890.50 (low bid) Engineer's Estimate $ 783,685.00 Staff requests approval to forward this item for full City Council consideration. W-S committee 2 Feb 06.doc 6. 24 Inch Water Line Replacement. Design for the water line sections on Custer and Morningside/Lewis Lane are complete. Six hundred feet north of the planned end of this replacement project, a section of the 24" water line has to be lowered in order to install the 42" gravity sewer line that is part of the WSIP. Staff and the Engineer are evaluating extending the replacement to include this line lowering as part of the 24" water line project. The cost of the additional pipe distance would be split between the WSIP and 24" water line projects. There are several possible benefits: (1 ) the 24" main will only be shut down for one project rather than for two; (2) the net cost will almost certainly be cheaper if all 24" diameter water work is performed under one contract rather than being broken up into two; (3) more pipe will be replaced in an area where we have experienced numerous corrosion leaks. There was no contingency approved with the Engineering contract for designing the 24" line replacement, so adding this portion to the scope of work would require City Council approval. 7. Beaver Water District Negotiations. Negotiations are continuing between staff and BWD relating to improving the watershed protection. In order to meet the requirements stated in our draft NPDES permit, this agreement will have to be signed by both parties prior to 31 March 2006. 8. Farmington Contract Update. Staff is evaluating impacts of Farmington flows in the Fayetteville system downstream from where Farmington ties in and from future potential connection points. The flow and basic cost data has been sent to HDR for rate evaluation. 9. Scheduling the Next Water/Sewer Committee Meeting. Staff recommends the next W/S Committee meeting be scheduled for Tuesday, February 28, 2006 at 6:30 in room 326. In order to clear the way for the widening project by A.H.T.D., the existing water and sewer facilities serving this area will have to be relocated to avoid construction conflicts with the highway facilities. Also, in addition to the necessary relocation, the Staff has requested some over-sizing of the water mains, and fire protection improvements for this area. Water & Sewer Relocations Background: The Arkansas State Highway & Transportation Department (A.H.T.D.) has a current construction project (Job 040399) for widening of Hwy 112 (Razorback RD.) from 15th Street to 6th Street. In order to clear the way for the widening project by A.H.T.D., portions of the existing water and sewer facilities serving this area will have to be relocated to avoid construction conflicts with the highway facilities. Per prior approval of the City Council, McClelland Consulting Engineers, Inc. completed the design for the construction of this project in December of 2005. Bids: This project was advertised in December of 2005, and official bids were received on January 18, 2006.
