The Water/Wastewater Operations topics proposed for discussion at the committee meeting include: 1 . Sanitary Sewer Rehabilitation a) Hamestring .Creek Basin Engineering Contract Attached to the agenda is the proposed Engineering contract for sanitary sewer rehabilitation, including the Sanitary Sewer Evaluation Study and rehabilitation design, for $420,216, to RJN Group, Inc., with a 5% contingency of $21,000.00. RJN was selected by committee on 10 May. b) Farmington Sewer Rehabilitation. We opened bids 31 May for the Farmington area manhole rehabilitation. The apparent low bidder is T-G Excavating, with a bid of $144,444.00, 95% of the Engineer's Estimate of $151,512.50. 1 plan to bring the contract to the City Council for approval on 19 July. c) Sanitary Sewer Rehabilitation Presentation to Water/Sewer Committee A presentation defining what sewer rehabilitation does, why it is necessary, and how it relates to sewer overflow elimination and the overall wastewater business. Due to the very busy 31 May schedule, this presentation is deferred to the 9 June W/S Committee meeting. d) STAG Grant/Illinois Basin 1-5 Sewer Rehabilitation This rehabilitation project bid is now scheduled for fall. The application (submitted January, 2005) and the Categorical Exclusion (submitted November, 2004) are in the approval process at EPA Region 6. We expect 12-16 weeks before we are allowed to bid. 2. Water and Sewer Operations Study and Rate Audit HDR/EES conducted its staff interviews and field inspections 16-19 May. Initial feedback was very good. Work is continuing. 3. Mally Wag- non Road Proposed Development We have received a request to allow a proposed development outside of the City limits to tie to the sanitary sewer. believe it is the long term best interests of the City and the environment to allow this development to do so. I have communicated this technical recommendation to the rest of the City staff through the attached memorandum. This will require formal City Council approval in the future. 4. Swimminq Pool Discharge Requirements Water from swimming pools, hot tubs, etc., can be harmful to the environment, up to and including killing fish in a stream. Per discussions with the Arkansas Department of Environmental Quality (ADEQ), it W-S committee agenda 31May05.doc a y d V is unlawful to discharge swimming pool water to the environment, to include discharging to yards, wooded areas, ditches, creeks, storm drains, street curbs, etc. These are unpermitted discharges and are violations of the Clean Water Act. Thus, swimming pool and related water must discharge to the sanitary sewer system. , Water used to fill the same must be charged at the "with sewer" rate. Attached is the informational letter with more details. The development is approximately 25 acres, with a plan for approximately 100 lots, located on the east side of Mally Wagnon Road, 2/10th of a mile south of Highway 16, is being submitted by Crystal Goedereis. Given the alternatives available, I believe that allowing this development to tie to the City's sanitary sewer system is in the best interests of the City, the residents, and the environment. To comply with current City ordinances, this action requires City Council approval. Ms. Goedereis requests said City Council review and approval/disapproval of the request to connect to the sanitary sewer before spending more time and money on the development. Therefore, strictly from the standpoint of sanitary sewer service and not relating to any other engineering or planning issues whatsoever, I make the following recommendations: 1) This development, once it meets all other planning, engineering, and other City requirements, be allowed to tie to the sanitary sewer system as would a development within the Fayetteville corporate City limits. 2) This development, as a whole, be required to annex into the City immediately when such action is legally possible. 3) Planning, with staff input and coordination, identify any and all general requirements to be placed on this development in its preliminary stages to allow the City Council to make a well informed decision. I have included the information that I feel you will need when we go in front of council. After much discussions with the builders and realtors in this area the most significant need now and in the future is for homes in the 1400 to the 2000 square foot area with the price around the $150,000.00 to $200,000.00 dollar range. In order for the builders to be able to price the houses in this range we need to be able to offer affordable lots. This means that the lot sizes will have to be 7000 square foot sizes with city water and sewer. However, we all know that there is more money to be made selling the larger lots with less of them in a development but we feel strongly that everyone should have an opportunity to buy a new home that they can afford. Both sub-divisions heading west from Mally Wagon on Highway 16 stay sold out with very little turn over. It is for these reasons that we are asking for the cities help in a development that we are planning on Mally Wagon Road. The development will consist of approximately 100 lots on 25 acres, more or less. The property is 2/10 ` of a mile off of Highway 16. This particular piece of property would have already been annexed into the City of Fayetteville as it was in the last rounds of annexations before the annexations were tabled right before election time. We realize the City needs time to catch up to all the annexations and, that is why we felt the best solution would be to allow this development to extend the sewer main the 2/10 ' of a mile, at our cost so when the city does annex the development it will already be at city standards. There is an eight-inch water main already at the site. The impact fees generated just from this development will be $114,300.00 plus the city won't have to pay the $65,000.00 plus it will take to run the sewer to the development. In closing, we feel this is a win/win situation for the city, the builders, the developers, and most importantly the new homeowners. The property is already in the growth area that is slated to be annexed into the city. It is close enough to Fayetteville and already has a Fayetteville address that it will open up some much-needed moderately priced housing for the people working in the Fayetteville area. The city will also win because all aspects of this development will meet city standards so when the annexation takes place the city won't have to worry about problems that are occurring now with roads, septic systems, and a variety of other issues. Again we would like to personally Thank- you for all your time and help in this matter. Y ; ARKANSAS 7aye WATER AND WASTEWATER DEPARTMENT May 26, 2005 To: Whom It May Concern: Subject: Swimming Pool Water Discharge Rules and Requirements Water from swimming pools,,hot tubs, etc., can be harmful to the environment, up to and including killing fish and other organisms in the receiving stream. Per discussions with the Arkansas Department of Environmental Quality (ADEQ), it is unlawful to discharge swimming pool water to the environment, to include discharging to yards, wooded areas, ditches, creeks, storm drains, street curbs and gutters, etc. These are unpermitted discharges and are thus violations of the Clean Water Act. Thus, swimming pool and related water must and shall be discharged to the sanitary sewer system. Permits for swimming pool construction and /or modification must be obtained through the City of Fayetteville Building Safety Division. Permits may be issued for swimming pools under the following conditions. 1. Application is complete and the address is verified 2. Valuation of work is indicated. 3. An electrical permit has been approved. 4. A plumbing permit has been approved. All pools must discharge waste water to the sanitary sewer system. This connection must be through an indirect waste with an air gap between the discharge line and the waste receptor. The unrestricted rate of flow of swimming pool discharges can sometimes exceed the capacity of the sanitary sewer system. In order to prevent sanitary sewer overflows into the environment or homes, it is necessary to restrict the rate of flow from swimming pools. The maximum size of the discharge line shall be I inch in diameter and the flow shall be limited to a maximum of ten gallons per minute. All water from the City's system used in pools must be metered such that the sewer charge is paid for the water as the water from a correctly connected pool will ultimately be discharged back to the sanitary sewer. Any individual or organization who wishes to discharge swimming pool water to the environment is required to contact the ADEQ Permits section at (501) 682-0616 to obtain an NPDES discharge permit.
