LOCATION: City Hall, Room 313
A meeting of the Fayetteville Water and Sewer Committee is planned for
August 12, 2003 at approximately 5:30 pm, Room 313, Fayetteville City Hall
(immediately following the Agenda session). The topics proposed for
discussion at the committee meeting include:
1) FAYETTEVILLE BENCHMARKING EVENT
Mr. Myron A. Olstein of Black and Veatch will provide an overview
of the benchmarking analysis performed for Fayetteville's Water
and Wastewater operations. This analysis provides comparisons
between our local performance measures and those of peer
utilities. Due to the large number of variables, accounting
practices, cost allocation methods and performance requirements,
this analysis is a guidance tool. The results will be used to reveal
potential opportunities for improvement as well as to recognize
particular strengths of Fayetteville's water and wastewater
enterprise operations.
2) FAYETTEVILLE WATER AND WASTEWATER RATE STUDY
Mr. Blaine W. Bickel of Black and Veatch will provide an overview of
the water and wastewater rate study findings, complete with
recommendations. Included in the recommendations are:
a) Changed water and wastewater rate methodology
b) Water rate changes
c) Wastewater rate changes

These actions are proposed to bring Fayetteville rate methodology
in accordance with common industry practices, to recover
uninsured costs of bulk water and to phase in the wastewater rate
increase for upgraded wastewater services. The rate study has
been approved by the Arkansas Soil & Water Conservation
Commission.
Due to the importance of these issues to Fayetteville water and
wastewater customers, the committee meeting will be recorded and for
delayed airing on the government channel.
