SUBJECT: Water and Wastewater Rate Change-2004
Proposed Tasks, Meetings and Schedule
Following the initial presentation of the Water and Wastewater Costs of Service and Rate Study
to all concerned parties; alternative rate structures were developed which deviated from the cost
of service methodology. To evaluate the differences between the original methods and the
alternative calculations, a meeting of the Fayetteville Water and Sewer Committee is proposed.
The committee meeting purpose is the confirmation of recommendations regarding a new water
and wastewater rate schedule. The schedule on rate changes is driven by both the need to balance
revenues with expenses in the upcoming utility budgets, as well as the compliance date for
enactment of the new water and wastewater rates (Arkansas Soil and Water Conservation
Commission's Memorandum of Agreement contains an enactment date of January 5, 2004). To
achieve this objective, the anticipated activities and target dates are as follows:
November 3, 2003-Water and Wastewater Committee Meetin
Meeting planned for approximately 5:30 PM following the Fayetteville City
Council Tour. All City Council Members are invited to attend the meeting and
participate in the new water and wastewater rate discussions. Special interest
groups and other customer groups will be informed of the meeting purpose and
may send representatives. The additional information requested at earlier
meetings will be provided and discussed during this meeting.
November 12, 2003-City Council Agenda Session
Agenda meeting to discuss the findings of the Water and Sewer Committee, and
the rate changes proposed for adoption at the November 18, 2003 City Council
Meeting.
November 18, 2003-City Council Meeting
New water and sewer rate ordinance on City Council agenda for adoption, with
new rates to become effective with the first utility billings in 2004. Final reading
of the ordinance at this meeting will provide a 30-day period between adoption
and the effective date for the new rates. .
