Call to Order 2. Roll Call MINUTES Members Present: Lamb, Priest, Colwell, Lawson, Maxwell, McHan, McKnight, Proffitt, and Watson. 3. Approval of November 2nd, 2015 PRAB Meeting Minutes PRAB Motion: Maxwell motioned to approve the minutes from November, McKnight seconded the motion. Motion passed by voice vote, 9-0-0. 4. Presentation - Rowing Club of Northwest Arkansas: Alan Spann, Recreation Superintendent Meredith Hendricks presented an annual report of participation, fundraising, financial report, and currents needs of the club. Hendricks introduced herself and various members of the board that were present. She also gave a brief background regarding the club and read the club's mission statement. She discussed the following: • Participation • Partnerships • Education • Events Mailing Address: 113 W. Mountain Street Fayetteville, AR 72701 www.fayetteville-ar.gov • Community Involvement • Youth Rowing Program • Competitions • Equipment • Risk Management • Annual Membership • Fundraising Hendricks also added that currently there are twenty-six paid members which includes a few students with scholarships. Hendricks mentioned that the club is currently working towards obtaining water access for boat washing, an electrical outlet, fundraising for a new dock, and a wider range of access times for (earlier times to access marina). Priest asked if there was potential for an event at Lake Fayetteville. Hendricks replied yes, but there would need to be a wider dock available. Edmonston noted that there has been a lot of positive feedback from the community regarding the rowers on Lake Fayetteville. McKnight asked what is needed for the board to review a proposal from the club. Spann said that staff has met with the club, outlined locations, and trying to identify potential funding for the requested items. They are still acquiring information before submitting a proposal to PRAB. Maxwell asked if it would be possible to allow earlier access to the lake for the rowers. Edmonston said not at this time. 5. Park Land Dedication Proposal: Alison Jumper, Park Planning Superintendent Development Name: Engineer: Owner: Location: Park Quadrant Units: Total Acres: Land Dedication Requirement: Money in Lieu Requirement Developer's Request: Staff Recommendation: Estimated Annual Maintenance: Albatross Loop Townhomes Blew and Associates The Greens at Fayetteville, ALP East of Rupple, North of Wedington NW 27 Single Family 20 acres 0.621 acres $28,840 Money in Lieu Money in Lieu N/A 2 Justification: Bryce Davis Park will serve the needs of this development. The Links Phase One dedicated approximately 17 acres of parkland to expand Bryce Davis Park which is located directly to the east of this project and includes approximately 27 acres with many amenities including a dog park, playground, basketball courts, pavilions and restrooms. Jumper added that the contractor, Mr. Heller, was available for questions. PRAB Motion: McKnight motioned to accept money in lieu, Proffitt seconded the motion. Motion passed 9-0-0. 6. Regional Park Update Alison Jumper, Park Planning Superintendent: Jumper noted that the footings and slab for the concessions have been poured. The mass grading is mostly complete. The storm water pipes and ponds have been installed, along with the curbs, gutters, and road base. McKnight asked if the storm water system worked with the most recent rainfall. Jumper Replied yes. 7. Kessler Trail Master Plan Update, Alison Jumper Park Planning Superintendent: Ken Eastin said that there have been a number of stakeholder meetings held. Staff is working with all groups in establishing a draft plan that will recommend roughly seven additional miles of trail. The draft for the master plan has primarily been working on natural surface trails within the Kessler Mountain boundary. Most of the feedback from the public and stakeholder groups is to leave the trails unpaved. There is a public meeting, scheduled for Monday, December 14th, from 5:30 p.m. - 6:30 p.m. at the Pauline Whitaker Animal Science Center by the Agriculture Park. Edmonston noted that once the draft goes to the public, it will then go before the stakeholder group, and then to PRAB for a recommendation to City Council. 8. Environmental Study Center Parking Lot Discussion: Byron Humphry, Parks Maintenance Superintendent Byron Humphry discussed opening the parking lot at the Environmental Study Center to trail and park users after school hours, on weekends and during the summer months. The parking lot would be closed while classes are in session. McKnight asked if classes used the center every day. 3 Humphry replied yes. Priest asked what staff are going to put for trail users that cross the entrance to the parking lot. Humphry noted that there is currently a crosswalk and signage. Priest asked if there could be more to ensure the safety of trail users. Humphry added that staff has also cleared out vegetation to increase visibility. Humphry added that staff had applied for a grant for the boardwalk by the Botanical Gardens and $56,000 was awarded from the state for the project. Staff plans to reduce the western most segment and maybe make that an Eagle Scout project. The other segments with completed with the grant funding. Staff Recommendation: Open the parking lot at the Environmental Study Center to public parking except during the day when classes are in session. PRAB Motion: McKnight motioned to accept the parking lot changes, Watson seconded. Motion passed 9-0-0. 9. Mayor's Monarch Pledge Program: Byron Humphry, Parks Maintenance Superintendent Update on the Mayor's Monarch Pledge program and the associated initiatives and events. Humphry noted the city will take part in the National Wildlife Federations' - Monarch Butterfly Pledge. This involves taking part in certain initiatives to protect and encourage the migration of the Monarch butterfly. Tasks would involve planting milkweed to help the monarchs. Staff is working on developing a program to give away plants/seeds. They will also add milkweed along the trails and various locations where invasives have been removed. There will be a public education component as well. The Mayor will issue a proclamation to help raise awareness and encourage the community to get involved and plant milkweed along the greenway. McKnight asked if there was a reliable source of seed available. Humphry said that the information will be included in the press release. 10.Other Business: 4 Maxwell asked if there had been any consideration to expanding the North Shore parking lot at Lake Fayetteville. Edmonston said that it could be added to the departments list for 2017-2022 as a potential project. Colwell asked when Appleseeds would be available to give a presentation to the board. Edmonston noted they will be present for the January 2016 meeting. Maxwell added that the OORC has been working hard at the Lake Fayetteville, North Shore Skills Course and anticipate work to complete by the end of January. Humphry added that Ray Moore acquired a donation from the Star Foundation for the purchase of the disc golf baskets at the Waxhaws disc golf course. 11.
