AGENDA for 5:30 pm:
1. Call to Order
Lamb called the meeting to order at 5:30 P.M.
2. Roll Call
Members Present: Lamb, Priest, Colwell, Lawson, Maxwell, McHan,
Proffitt, Jennings Members Absent: McKnight
3. Approval of February 1, 2016 PRAB Meeting Minutes
PRAB Motion: Maxwell motioned to approve the minutes, Priest seconded the motion.
Motion passed 8-0-0.
4. Rowing Club of Northwest Arkansas Presentation: Bill Correll
Correll presented and discussed the organization's proposed long range plan:
• How the plan will help all users connect at Lake Fayetteville.
• Activity Center at Lake Fayetteville
o Add paddle / sail / row docks and move the power boat docks to the east
of the waterfront with a separate parking area
o Event Area
o New water, pedal, and trail activities
Correll added his concern regarding the condition of the current docks and their need for
renovation or replacement. He also added that there would need to be additional
parking for all recreation users.
Edmonston noted this long range plan could possibly be added to the 2017 — five year
Capital Improvement Plan.
Maxwell asked if the club had determined a cost for the plan.
Correll replied that no cost had been determined at this point in time.

Edmonston noted that the city is currently conducting a study on Lake Fayetteville's
water quality and to try and find the source of the problem.
Lamb asked about the current status of the water.
Humphry noted that currently the water is not safe for swimming due to the critical levels
that the algae blooms could potentially reach during certain times of the year.
Lamb asked when the study would be completed.
Humphry replied 2018, at that point they will have a summary report to help identify
possible solutions.
Correll thanked the board for their time and consideration.

This proposed land abuts existing park land, will
provide future access to the developed portion of
Bundrick Park and has further potential for
expansion to Hamstring Creek to the north as
adjacent lands develop.
Priest asked about the $10,000 amount for maintenance.
Jumper replied that ESI would need to answer that question as they determined the
cost.
Colwell proposed another site visit to look at the 3.98 acres further and assess.
Lamb asked about the invasive species on the property.

Maxwell noted the invasive species located on the property is a concern and it could
possibly cut off access to the proposed parkland in its entirety.
Lamb asked how the maintenance funds would be used.
Jumper replied that part of it could initially be used to provide access to the park. Staff
would like to wait until the homes are built around so the homeowners can provide
feedback and volunteer hours to help remove the invasives if desired.
Lamb asked how the number was established.
Edmonston noted the average cost is $40,000 per acre according to the Washington
County Assessor's office. She also reminded the board that according the ordinance, it
their responsibility to determine if the proposed 3.98 acres would be suitable for park
land.
Lamb expressed that land joining the existing park would be ideal. He asked if the
$10,000 would be set aside for maintenance on this particular piece of parkland.
Edmonston replied that the money would be set aside and used only for this project as
promised to the developer.
Colwell asked if $10,000 would provide access to Bundrick Park. He expressed his
concern that his piece of property would be usable and he did not see the money being
able to provide access to Bundrick Park.
Maxwell added that he did not like the idea of bringing a piece of property into the park
system that is so heavily covered in invasive species.
Brian Moore with ESI was present and noted that his clients are developing the
subdivision will be in four phases. He added that he thought up the number of $10,000.
He offered to ensure that an access would be built in the last phase of the development.
Priest asked if there would be connection from the subdivision to the park.
Moore replied that there would be a street connection to the Heritage subdivision and
provide access via the street network. This connection would be about 600 ft. from the
park land.
Edmonston that a developer can offer more than what is required for the park land
dedication.
Colwell noted he would like to see hard surface trail with no more than a 10% grade that
would go down and then back up and provide access to the proposed park land.
Lamb noted that the parkland users might prefer to see a soft surface trail due to all of
the paved areas surrounding the park.
Lamb mentioned that is the land did fall into the future POA that it might not be properly
maintained.

Priest asked if the citizens in the park land quadrant would be better off having the
$144,000 to utilize elsewhere.
Edmonston noted that if the board did not accept the park land their recommendation
would go before the Planning Commission.
PRAB Motion: Priest made a motion to accept the money in lieu, Colwell seconded
the motion. Lamb asked for a roll call. Motion passed 6-2-0.

PRAB Motion: Maxwell motioned to accept money in lieu, Priest seconded the motion.
Motion passed 8-0-0.
7. Regional Park Update: Alison Jumper, Park Planning Superintendent
Construction is progressing. The fencing for the dugouts has started along with the
street light installation process. Concrete work is almost complete. The existing Judge
Cummings Rd. has been removed by the soccer fields.
Staff member Ken Eastin gave an update on the Kessler Mountain Master Trails Plan.
He mentioned the upcoming dates for the master plan. The final draft has been released
to the stakeholders group and they have until the 16th to review the plan. Staff is looking
at the 16th or 17th of March to have another stakeholder meeting if requested. The PRAB
special meeting will need to be in April, either the 11th or 12th. Eastin noted the deadline
to City Council is April 15, 2016.
8. Other Business:
Priest asked if there was a way to discourage University of Arkasas students form
parking at Wilson Park.

Humphry added that staff is currently working on this problem and will post signs
indicating that parking is for Park Patrons only.
Maxwell asked about the parking at Veterans Park and if there were any plans to expand
parking. He has observed people parking in the grass and in unauthorized parking
areas.
Edmonston noted that the Environmental Study Parking lot and the new lot by the BGO
will be available for use.
Lamb asked how many spaces were in the new lot by the BGO.
Humphry replied 40 spots.
Jumper added the Gulley Park Master Plan Public Input Meeting will be held at the Ray
Adams Leadership Building on March 10, 2016 at 5:30 pm.

On the motion of Lamb the board adjourned at 7:04 P.M.
