AGENDA: 1. Election of a Chairman. 2. Review of Street Committee Powers and Duties. 3. General Update of the Transportation Bond Program. 4. TRANSPORTATION DIVISION 2013 SIDEWALK AND STREET CONSTRUCTION WORKPLAN: 1. Presentation and discussion of sidewalk and street projects for 2013 by the Transportation Division. (Staff requests a recommendation from the Committee to the City Council for this item.) 2. Review of GIS applications as a tool for decision making on sidewalk priorities. 5. TRANSPORTATION BOND PROGRAM-Review of potential additional projects to be completed with Transportation Bond Program Funding 6. SURFACE TRANSPORTATION PROGRAM-ATTRIBUTABLE FUNDS (STP-A): Review of a project proposed for funding under the STP-A program. Six (6) projects have been completed; most of the other projects are underway and are in various stages of design or construction. A summary of the status of these projects follows. 1) Wilson Park/Washington Willow Area Traffic Calming a. Project Summary/Status • Complete. Original Budget: $384,000 Final Cost: $205,000 2) Intersection improvements at Gregg Ave. and North Street a. Project Summary/Status • Complete. Original Budget: $1,082,000; Final Cost: $690,000 3) Zion Road (N. College to Vantage) a. Project Summary/Status • Complete. Original Budget: $2,540,000; Final Cost: $2,272,000 4) College Avenue (Rock to Maple) a. Project Summary/Status • Complete. Original Budget: $1,740,000; Final Cost: $1,841,000 5) Mount Comfort Road (1540 to Rupple Road) a. Project Summary/Status • Complete. Original Budget: $10,413,000; Final Cost: $10,220,000 6) Cato Springs Road (U of A Technology Corridor) a. Project Summary/Status • Project consists of reconstruction and widening to 2 and 3 lanes, with curb and gutter and sidewalks, from Hwy 7 1 B to Razorback Road. • Total Project budget: $6.02 million • Federal funding expected: $2.88 million • Construction Contract: $3,815,172 with Dean Crowder Construction b. Recent Actions: • The railroad crossing upgrade including new signal is complete. • Storm drain piping and roadway earthwork operations continued on the west end of the project. c. Upcoming Activities: Telecommunications Device for the Deaf TDD(479)521-1316 113 West Mountain-Fayetteville,AR 72701 THE CITY OF FAYETTEVILLE,ARKANSAS • Installation of storm drainage piping, including installation of the box culvert drain crossings. 7) Fayetteville Expressway Economic Development Corridor a. Project Summary • Federally funded project that is intended to provide better access to the retail centers and restaurants in the Northwest Arkansas Mall area and to Washington Regional Hospital and adjacent medical park. • Federal Funds expected: $8 million • Total Project Budget: $10 million • 3 projects have been selected for funding in the project area by the Street Committee and City Council: Extension of Van Asche Drive from Gregg Avenue to Hwy 112, westbound "flyover" from Hwy 71B to Fulbright Expressway, and intersection improvements at Fulbright Expressway/Shiloh/North Hills Blvd. b. Roundabout Project: • The roundabout project is under construction by Sweetser Construction of Fayetteville. The Notice to Proceed was issued effective May 29`n. The contract length is 8.5 months for final completion. Current and upcoming activities include: o The contractor is currently working on the Fulbright Expressway off-ramp, and on the "slip ramp" onto Futrall to Gregg Avenue. When completed, the slip ramp will provide access to Gregg Avenue via Futrall, bypassing the roundabout altogether. o Completion of the roundabout is expected in February, contingent on suitable weather conditions to allow asphalt paving and striping. c. Flyover Project: • The Highway 71B Flyover Project is under construction by Emery Sapp and Sons of Springfield, Mo. The contract time began running on January 28, 2013, with 18 months allotted for construction. Current and upcoming activities include: o Construction signage has been installed in the project area. Concrete barricades and other devices to protect workers will be installed soon as well. o Sourcegas is relocating a gas line that is in conflict with one of the bridge piers. o The contractor will begin excavating and drilling footings for the bridge piers beginning the week of February 4`n o Work on College Avenue, that will affect traffic on College, is scheduled to begin in March. d. Van Asche Drive: • Van Asche Drive is under design by City staff. Current and upcoming activities include: o Completion of engineering plans. o Acquisition of property and State Highway permits. 8) Rupple Road (6th St. to Persimmon) a. Project Summary • Extension of Rupple Road as a 4-lane boulevard from south of Owl Creek School to 6`n Street. • Total project budget: $8.155 million b. Recent Actions: • A meeting to review the conceptual alignment with affected property owners was held. There were no significant issues raised at the meeting. • Property research and field surveys are underway. c. Project Summary/Status • Project includes widening to 5 lanes, with curb and gutter and sidewalks. Design firm: Jacobs Engineering • Estimated Project Cost: $3.66 million. • This project is on hold at this time. 10)Maple and Lafayette Street Historic Bridges a. Project Summary/Status • Funding in the amount of$1 million through the Federal-aid bridge program administered by AHTD has been secured. The project is in the design consultant procurement phase. b. Recent Actions: • Selection of McClelland Consulting Engineers of Fayetteville as the design consultant • A proposed scope and fee has been developed by the consultant and is being reviewed by AHTD staff. c. Upcoming Activities: • Approval of the proposed contract by the City Council after approval by AHTD. The following projects in the Bond Program will be designed, contracted, and administered by AHTD or its consultants/contractors. The schedules for these projects are established by AHTD based on their workloads and available funding. 11)Crossover Road (Hwy 265)-Mission to Joyce • Estimated construction cost was $15.4 million, City's share is 50% of cost, up to $7.7 million • AHTD letting date: September 2011; low bid received was $12,612,320.32. Change Orders to date reduce the contract amount by $257,000. Work on the roadway is continuing by the contractor for AHTD. They are completing various tasks on the west side of the road, including storm drainage, roadway base, and retaining walls. Installation of curb and gutter will resume in March, along with placement of additional asphalt on the new southbound lanes. Final completion of the project is expected in August or September. 12)Hwy 16 Improvements-Armstrong to Stonebridge Rd. • Construction Start: November 2012. Completion: Fall 2014. • Current agreement with AHTD for 50% of project costs to be paid by the City, up to $5 million. • Edwards Design and Construction is the contractor on the Water and Sewer Relocation Project. • Relocation of water and sewer lines and other utilities is continuing. • Sweetser Construction is the roadway construction contractor for the AHTD, and has begun working in the Armstrong to Happy Hollow area. 13)Garland Avenue (North to Melmar) • Total project cost originally estimated at $6.7 million • City Share originally estimated at $5.2 million, current estimate is $ 4.04 million • Utility relocations are complete on the project. • Sweetser Construction will be the contractor on the roadway; work is set to begin in February/March 2013 and be completed in mid 2014. Two bond issuances have occurred, one in 2006, and one in 2009, totaling approximately $34.2 million of the $65.9 million approved by voters in 2006. The remaining bond issue of approximately $31.75 million is planned for 2014. The funding provided by these bonds, when combined with State/Federal funding and other City sources, will allow over $105 million of improvements to be completed. After the recent receipt of bids on several large projects, the status of the Bond Program and availability of funds in the third bond issue for additional projects is better known. A summary of the financial status is as follows: Transportation Bonds-Phases 1 and 2 $ 34,214,960.00 Transportation Bonds-Phase 3 $ 31,750,000.00 Transportation Bonds-Interest Income $ 1,575,600.00 Less: Bond Issuance Costs (Phase 3) $ (693.300.00) Total Transportation Bond Fund Proceeds $ 66,847,260.00 Total Cost of Current Projects-Estimated $(51,275,615.00) Unallocated Funds (Proceeds-Total Project Costs)* $ 15,571,645.00 * Includes $8.8 million set aside in Phase 3 for cost sharing projects. As noted above, available funds for additional projects are estimated at $15.57 million. This value has been adjusted from the one provided in a December memo to the Committee. This adjustment is due to a proposed change to Garland Avenue(Hwy 112) between I-540 and Howard Nickell Drive. Staff recommends that the funding allocated to this project be removed and added to the unallocated fund balance. This recommendation is based on the following: Telecommunications Device for the Deaf TDD(479)521-1316 113 West Mountain-Fayetteville,AR 72701 THE CITY OF FAYETTEVILLE,ARKANSAS • During the compilation of projects for the 2006 Bond Program, a development along Highway 112 north of Sam's Club was proposed that would have significantly impacted the traffic on Highway 112. This project was never completed, and the current configuration of Highway 112 acceptably handles current levels of traffic. • The Arkansas State Highway and Transportation Department (AHTD) is designing improvements to the I-540 interchange that will impact Highway 112 up to at least Truckers Drive, and possibly further to the north. This design will not be completed until at least 2015. • The AHTD is also working on a study of the Highway 112 corridor from I-540 to Bentonville. This could affect the alignment of Highway 112 north of Sam's Club; more importantly, it creates a greater potential for additional state or federal funding of the route. For these reasons, staff recommends not moving forward with plans to fully fund this project using Transportation Bond Funds; rather, it is prudent to wait on the results of the study, and be prepared to provide matching funds to State or Federal-aid funding that may become available. A summary of the current projects in the Transportation Bond Program is provided in Attachment 1 to this memo. In the attached map and spreadsheet, 9 projects are presented for consideration as additions to the Transportation Bond Program. A synopsis of each project follows. This project list has been compiled based on priorities previously established by the Street Committee and/or the Administration. It should be noted that the $15.57 million in available funding through the Transportation Bond Program is not adequate to fully fund all of the new projects listed. Similar to other projects in the Bond Program, State and Federal funding will be pursued for many of these projects, in order to leverage the Bond funding as much as possible. Project Summaries: 1. Rupple Road (Best Friend Lane to Mount Comfort Road). This project will extend improvements to Rupple Road from the north end of the Links at Rupple apartment complex to Mount Comfort Road. The road will be realigned, with a new bridge across Hamestring Creek, to connect with Mount Comfort Road at the existing signal, creating a new 4-way intersection with Rupple Road and Mount Comfort. Rupple Road is identified as a priority by the Northwest Arkansas Regional Planning Commission as a north-south connector; therefore, this is one of the projects approved by the NWARPC for federal-aid (STP-A) funding. The City will be responsible for a minimum of 20% matching funds. This project has been previously identified as a priority project by the Street Committee. 2. Hi2hway 112 (Razorback Road) (Martin Luther Kine Jr. Blvd. to Leroy Pond Drive). This project will provide 4 travel lanes, with turning lanes at MLK and at Leroy Pond, and a new signal at Leroy Pond. Sidewalks will be provided on both sides. This project has had a $1 million allocation of federal aid funding for several years, and recently has been approved for additional federal aid funding through the STP-A program, thereby closing a funding gap for the $2.6 million project and allowing it to move forward. Members of City staff are working with UA staff on a cost share arrangement for the required 20%matching funds. The City Council committed to partnering on this project in 2003, when the original $1 million in federal funding was made available. 3. Old Wire Road (Mission to Crossover). Old Wire Road has also been identified as a priority by the Street Committee. The intersection with Mission has previously been approved for signalization and improvements, and is being design now by the AHTD. The rest of Old Wire is in need of drainage and pedestrian access improvements, and possibly intersection work at Ash, Township, and Old Missouri Telecommunications Device for the Deaf TDD14791521-1316 113 West Mountain-Fayetteville,AR 72701 THE CITY OF FAYEMVILLE,ARKANSAS Road. The full scope of the improvements has not yet been established, and more details will be presented to the Street Committee as the scope is more fully defined. 4. Zion Road (Vantage to Crossover). Zion Road from College Avenue to Vantage Drive was improved as part of the Bond Program in 2008. This project would extend the improvements to Crossover Road, and provide for a safer route for users by improving the sharp curve just east of Vantage, eliminating the deep ditches next to the road, providing accommodations for bicycles, and providing sidewalks for pedestrian use. 5. Highway 16 Improvements (Stonebridge to Rest Fork Bridge). Two improvements on Highway 16 are planned for construction by the AHTD in 2013. First, widening of the highway to 4 lanes is planned from Happy Hollow Road to Stonebridge Road. The City is already partnering on that project, and has paid $5 million to the cost of the project through the Bond Program. Secondly, the AHTD is replacing the bridge over the West Fork of the White River, and will be constructing a wider bridge and roadway approaches to allow for 4 lanes of travel. The segment between these two projects will be approximately 3000 feet in length, and is proposed as a partnering project with AHTD, using federal STP-A funding. 6. Regional Park Access. This project would improve Judge Cummings Road, and provide a new route through the City's property off of Cato Springs Road to access the proposed parking areas for the Regional Park. The street would be constructed with curb and gutter, sidewalks, and streetlights. 7. College Avenue Improvements (Maple to Rebecca) The improvements to College Avenue would match the existing improvements between Rock and Maple, to include 8 foot wide sidewalks adjacent to the curb, trees, and streetlights. The segment between Maple and Rebecca is relatively short, and inexpensive compared to the other segments of College and Archibald Yell that are under consideration. 8. College Avenue Improvements (Rebecca to North Street). This segment is complicated by the existing retaining walls along College and the limited space available. If work on this segment moves forward, options other than 8 foot sidewalks adjacent to the curb on both sides may need to be considered. 9. Garland Avenue (Hwy 112) (1-540 to Van Asche). This is the project that is recommended to be removed from the current approved list of projects. However, it is recommended to remain as a potential project, given the opportunity to partner with the AHTD and receive additional federal aid funding. Archibald Yell/School Avenue Enhancement. This project, which was included on the priority list and map at the prior Street Committee meeting, is the most challenging of the College Avenue/School Enhancement segments. It would require extensive retaining walls and fill in order to construct sidewalks along this route. This project has been removed from the priority list, and added to the list of unfunded projects at this time. Recommendations and Next Steps In total, the estimated cost of these projects are in excess of the Transportation Bond funding available. Therefore, prioritization of the projects is necessary. The order listed above is the recommended priority, again based on past Street Committee discussions, Administration priorities and on the availability of federal aid funding for certain projects. Staff requests that the Street Committee consider this list, along with a list of other projects that has been provided as an attachment to this memo, and develop a final priority list of projects to be recommended for addition to the Bond Program, that can be forwarded to the City Council for approval. Staff will then begin programming the projects, to include finalizing the work scopes and cost estimates, hiring engineering consultants, developing agreements with the AHTD and other agencies for the federal aid funding, and other preliminary project tasks necessary to move forward with the projects. In becoming a TMA, the Northwest Arkansas Regional Planning Commission, of which Fayetteville is a member, will have STP-A discretionary funding available at approximately $7M per year. Under current legislation, these STP-A funds can be utilized for all permitted transportation projects at the discretion of the TMA Policy Committee. Northwest Arkansas has been officially designated a TMA and approximately $6.5M are available to the area for 2013.. An application for federal funding for this Rupple Road, between Best Friend Lane and Mount Comfort Road, was submitted to the Northwest Arkansas Regional Planning Commission. The total project estimate is $3,700,000. The design phase is estimated at$400,000 which was submitted for FY 2013 funding. On January 23, the NWARPC approved funding of the design phase for $320,000 (80%) from the Surface Transportation Program-Attributable(STP-A),but the City must provide a 20% match of$80,000. The remainder of the project funding will be submitted for future year's available STP-A funding. The next step is this process is appropriation of matching funds by the City. Therefore, a City Council resolution expressing the willingness of the City to utilize federal aid funds, and to provide matching funds for the federal aid dollars is needed. RECOMMENDATION: Staff requests a recommendation from the Street Committee to the City Council for approval of a resolution expressing the willingness of the City of Fayetteville to utilize Federal funds (STP-A), provide City funds for the 20% match, authorize the Mayor to execute all appropriate agreements and contracts with the Arkansas Highway and Transportation Department(AHTD). If the Street Committee concurs, this item will be placed on a future City Council agenda. THE CITY OF FAYr:MVILLE,ARKANSAS BUDGETIMPACT: This project will be based on an Agreement Of Understanding with AHTD in which Federal Aid money will pay 80% of the project amount and the City will pay 20%. Based on the total estimate of $3.7 million, the federal aid portion will be $2.96 million and the City's portion $740,000. (These numbers are subject to change as the project is developed and more detailed estimates are provided.) The Federal portion will be paid from the Surface Transportation Program- Attributable (STP-A) funds.
