Approval of October 1, 2012 PRAB Meeting Minutes: PRAB Motion: 2. Botanical Garden Society of the Ozarks Report: Phillip Watson, PRAB 3. Eagle Scouts' Project Proposal: Ben Heil and Andrew Henry In coordination with Parks staff and the Ozark Off -Road Cyclist, a bridge and boardwalk project on the nature trail at Lake Fayetteville. Park Staff Recommendation: To approve the Eagle Scout project at Lake Fayetteville. 4. Art Project at Square Gardens: Byron Humphry, Maintenance Superintendent In an effort to make the electrical boxes on the interior of the square more aesthetically pleasing, Parks staff proposes that we contract with a local artist to paint images of desirable garden insects. These images will be composed of neutral colors that blend in with the surrounding garden and will provide an artistic relief from the existing institutional gray color of the electrical panels. Project will be funded through existing parks maintenance budget See attachment. Park Staff Recommendation: To approve the art project at the Square Gardens as proposed. 5. Naming of Lake Fayetteville Nature Trails: Lawanna Banning, Lake Fayetteville Environmental Study Center Teacher Lake Fayetteville Environmental Study Center has proposed to name the nature trails used by their program to teach children at their center in order to expedite emergency notification of Fire/Police/Ambulance in the event of an emergency. They have proposed names of five nature trails as designated on the attached map. Park Staff Recommendation: Staff approves the proposed names of the nature trails. November 5, 2012 PRAB Agenda 1 However, this item needs to be tabled for one month according to the Park Naming Facilities Policy in order to provide time for public input concerning the names of the trails. PRAB's approved proposed names of the trails will be forwarded to City Council for final approval. 6. Other Business: 7. Nov 19 Thanksgiving -Bingo event and dinner at YRCC (240 E. Lake Fayetteville Nature Trail Reports: HMR Monthly Report November 5, 2012 PRAB Agenda 2 Wrcyille ' FAYETTEVILLE PARKS AND RECREATION ADVISORY BOARD Minutes for October 1, 2012 Opening: The regular meeting of the Parks and Recreation Advisory Board was called to order by Steve Meldrum at 5:33 p.m. in Room 111 at the City Administration Building at 113 West Mountain Street in Fayetteville, Arkansas. Present: Parks and Recreation Advisory Board members Meldrum, Lawson, Leonard, McKnight, Paul, Proffitt, and Waite were in attendance. Watson and Sass were absent. City Staff members present were Edmonston, Gipson, Jumper, Humphry, and Thomas. AGENDA: 1. Introduction of new PRAB member Angie Sass Sass was not present. Edmonston handed out welcome certificates to Lawson and Leonard. 2. Presentation by Urban Forester, Megan Dale Dale said she has been with the City for about a year. One of her roles is to uphold tree preservation projects. She said October 13 was the Celebration of Trees giveaway. An ID will be needed to show that you are a Fayetteville resident. It begins at 7 a.m. in front of the Town Center. The Tree Escrow fund will be used to fund the 2012 tree planting on Mt. Comfort. The City and the Arkansas Forestry Commission are working with a consultant to complete the 2012 Urban Tree Canopy assessment. The last assessment was done in 2002 and Fayetteville was 27% to 28% canopied. There will be a workshop on November 20 to announce the results of the study. Dale also said that it's been a rough three years for trees in Fayetteville due to the two ice storms and the drought. 1 3. Approval of September 10, 2012 PRAB Meeting Minutes: PRAB Motion: McKnight motioned to accept the minutes as written, and Paul seconded it. Motion passed 7-0-0 by voice vote. 4. Ozark Flyers Report: Norman Ross, Jr. and Dennis Carter The Ozark Flyers is a Special Interest Group that flies model airplanes at Combs Park. Please go to their site to learn more at www.ozarkflyers.org Ross is the club president. The location for the Ozark Flyer's activities is behind the big Hanna's building. Their group maintains the runways to keep them flat. They also mow the area, and maintain the portable toilets. The building located there is in a deep flood plain. Meldrum asked how many members there were in the group. Ross said there are 30 members, which is down from last year. He said two/thirds of the fees they received from the members go toward maintaining the field. They also help with the "Shop with a Cop" program. Edmonston asked what type of planes were flown. Ross said there are guys that fly helicopters and planes of all sizes. They are "big boy toys". Because of the economy, there are fewer members flying big craft. Each member is also required to have the Academy of Model Aeronautics (AMA) for insurance, medical and liability, in case something happens while they are flying their craft. Some of the members fly seven days a week, but the primary days are Saturday and Sunday. The weather dictates many flying days. He said that seven or eight years ago they started using Spectrum, which is a smart technology that helps keep the different crafts from crashing into each other. He said it's great for safety. Meldrum said it's been really interesting to hear from the different clubs in the last few meetings. Edmonston said the Ozark Flyers was one of our best clubs. Meldrum thanked them for the update. 2 5. Botanical Garden Society of the Ozarks Report: Phillip Watson, PRAB There was no report. 6. Other Business: Edmonston said tomorrow night the Council will hear about two items- Callie's Prairie, and the Farmer's Market at the Botanical Gardens. She also said a ground breaking ceremony would be held for a 3 mile multi -use trail connecting Scull Creek Trail to Lake Fayetteville on Friday, October 5 at 2 pm. Meldrum asked if it would extend Scull Creek Trail. Edmonston said yes. Gipson reminded everyone that Art in the Park was at Wilson Park on Saturday. He also said that the meet and greet for Tenisha Gist, the new YRCC director, would be Thursday at 5 pm. Meldrum read the upcoming events. 7. Adjournment The meeting was adjourned at 5:55 pm.
