Paul- Vice -Chair, Wade Colwell, Richie Lamb, Terry Lawson, Chuck Maxwell, Phillip McKnight, David Priest, David Proffitt City Staff: Connie Edmonston, Director; Byron Humphry, Maintenance Superintendent; Alison Jumper, Parks Planning Superintendent; Alan Spann, Recreation Superintendent; Melanie Thomas, Senior Secretary Parks and Recreation Advisory Board members present were Watson, Paul, Maxwell, Lamb, Colwell, Lawson, and McKnight. Proffitt arrived later. Member absent was Priest. 1. Call to Order Watson called the meeting to order at 5:31 pm. 2. Roll Call Parks and Recreation Advisory Board members present were Watson, Paul, Maxwell, Lamb, Colwell, Lawson, and McKnight. Proffitt arrived later. Priest was absent. A request was made to add the Wilson Park castle bridge donation to the agenda. The vote was 7-0-0 to approve the addition. 3. Approval of September 8, 2014 PRAB Meeting Minutes PRAB Motion: McKnight motioned to approve the September 8 minutes, and Colwell seconded it. Motion passed 7-0-0 by voice vote. 4. Eagle Scout Project Proposal, Gregory Park: August Carlson In coordination with Park staff, August Carlson will present a proposal to replace the wooden sign at Gregory Park and divert drainage water from the upper trail. Staff Recommendation: To approve the proposed Eagle Scout project at Gregory Park. Carlson said he emailed Kristina Jones, the Parks Volunteer Coordinator, for ideas for his project. He decided to work at Gregory Park to replace the wooden sign and work on rerouting storm water drainage from the upper trail. He will put rocks on both sides of the trail. He said another part of the trail is very narrow and overgrown and he plans to widen it. He will go to Lowes and Home Depot to see what they will donate toward the project. Mailing Address: 113 W. The replacement sign will have two posts that are cemented in. Maxwell asked if this would be the sign on the backside of McDonalds. Edmonston said yes. McKnight asked if Carlson will make the sign. Carlson said yes, and he will use a router. Paul wanted to know how big Gregory Park is. Edmonston said it was 20 acres. Paul asked why the trail has not already been sealed and rocked. Edmonston said it's on the list, but Parks hasn't been able to do it yet. This project will help. Maxwell said he talked to Byron about this project. He said that he saw some possible small changes for it, and he would brainstorm with Carlson about them. He said the big issue is that water always goes downhill. Colwell added that he has the names of sawmills that maybe could do the tree posts. He said that cedar lasts a long time. Humphry said that when it's in contact with the ground, it doesn't do as well. PRAB Motion: McKnight motioned to approve the proposed Eagle Scout project at Gregory Park, and Paul seconded it. Motion passed 8-0-0 by voice vote. 5. Lake Fayetteville Trail Mural: Alan Spann, Recreation Superintendent Local artist Amy Eichler is working with Parks and Recreation Staff to paint a mural of a little boy fishing on the north side of the Lake Fayetteville bait shop building adjacent to the Lake Fayetteville Trail. See attached picture of the mural. She is donating her talent to paint the mural with Parks and Recreation supplying the paint. This project is valued under $5,000 and does not require PRAB motion or Arts Council approval. Staff will coordinate with Amy to begin the project in late -October. This is an informational item. Spann said this started out as a citizen suggestion. He said that Eichler is going to paint a mural on the north side of the bait shop. The picture is of a kid fishing and she can complete it in a few weekends. Lamb asked how long the mural would be. Spann said it would be approximately 35 feet long. He added that Parks will clean off the building for her. Edmonston said it would be on the south side of the trail. 2 6. Planting Poetry Art Donation: Kody Fowler, artist Kody Fowler is working with Parks and Recreation Staff to install a steel sculpture and tree along Frisco Trail. See attached. The sculpture, tree and installation will be donated by Mr. Fowler. This project is valued under $5,000 and does not require PRAB motion or Arts Council approval. Staff has reviewed the project and will coordinate installation with the artist this fall. Fowler said the sculpture will be on the part of Frisco Trail that turns into Scull Creek. The sculpture, bench, and plaque will be made from recycled steel pipe. A red maple will be planted in the middle of the sculpture. Jumper commented that this item requires no vote. Fowler said that if anyone had any ideas to add to the project to please let him know. Proffitt wanted to know how long the tree and sculpture will last. Fowler said it should be guaranteed for at least fifty years. He added that the White River Nursery is donating the tree. Maxwell suggested that a time capsule be put with it. Fowler said when he plants the tree, the hole will be at least two feet wider than the root ball. He said it will be watered at least once a week. He will have a plan in place for dry season. He said that this sculpture will be made of three quarter inch steel and a foot and a half of it will be in the ground. The bench will be made out of the same steel. The steel is recycled pipe from oil rigs around the Chihuahuan Desert in the southwestern part of the United States. Paul said that the project is really cool. He asked when the project will be started. Fowler said the plaque is being made now, as well as the serial number. He's hoping to begin October 20, and it should be done by the end of October. Colwell asked if it should be anchored. Fowler said that it would be hard to dig up. There would have to be at least three men and a trailer. He said it would be a process. Maxwell said maybe rebar would work. Fowler said rebar would work if it were welded to parts of the pipe. Colwell said it could be anchored underground. 3 7. Dedicate 2.5 acres of park land Money in lieu N/A The existing parks in the area will meet the recreational needs of this development. The development was reviewed in August of 2007 for 15 single family homes. A recommendation of money in lieu was given at that time. In 2010, a resolution was passed by the City Council amending the site plan replacing five duplex lots with single family lots and changing a lot that was previously designated for a decentralized septic system to single family lots and an approximately 2.5 -acre greenspace. The proposed Phase II will create 6 additional single family units on the east side of the property. Jumper said that this is the second phase of Lierly Lane and has five single family units. The money in lieu requirement is $5,520, and that is also the staff recommendation. Proffitt asked it this project was visited last spring. Jumper said no. PRAB Motion: Lamb motioned to accept the $5,520 money in lieu, and Maxwell seconded it. Motion passed 8-0-0 by voice vote. 8. Developer's Request: Money -in -lieu Staff Recommendation: Money -in -lieu Estimated Annual Maintenance: N/A Justification: The existing parks in the area will meet the recreational needs of this development. The original development was reviewed by PRAB in September 2005 for 50 single family units. A recommendation of money in lieu was given at that time. The developer paid $27,750 on January 22, 2008 (50 single family units @ $555/unit). In February 2011, PRAB recommended accepting money in lieu for an additional 119 single family units. The subdivision was re -platted, and 28 single family units were platted on the west side of the property as Phase I resulting in fees of $26,880 (28 single family units @ $960/unit). Credit was given for the $27,750 previously paid resulting in a credit of $870 ($27,750 - $26,880). The proposed Phase II will create 28 single family units on the east side of the property. The money in lieu requirement would be $24,890 calculated as follows: *28 single family units @ $920/unit = $25,760 Credit = -870 Balance = $24,890 Jumper went over the information about the project. She said the developer was given credit for his previous payment and he will now pay the difference. Proffitt asked who the developer was. Jumper said the owner was TMS Development. She added that the little lots are completed. They are doing the big lots now. Watson asked if they were single family homes. Jumper said yes. Maxwell asked which lots they are building. Jumper said they are working on the big lots now. PRAB Motion: Lamb motioned to accept the $24,890 money in lieu, and Paul seconded it. Motion passed 8-0-0 by voice vote. 9. Park Land Dedication: Alison Jumper, Park Planning Superintendent Development Name: Whistler Woods Engineer: Steadfast, Inc. North of Mission Boulevard, south of Township Street, west of Lisa Lane, east of Winwood Drive NE 19 single family 6.96 acres 0.44 acres $17,480 Gulley Park, Craft Park and Ridgeway View are located within a one mile radius. Money in lieu Money in lieu N/A The existing parks in the area will meet the recreational needs of this development. PRAB Motion: Maxwell motioned to accept the $17,480 money in lieu, and Paul seconded it. Motion passed 8-0-0 by voice vote. Addition to the Agenda: Jumper said that citizens around the Wilson Park area want to replace the wooden railing on the bridge. Stuart Fulbright created the concept sketch for it. The railing will be made out of steel and he will do the fabrication. He is working with the City Engineers. This is valued under $5,000, so no vote is necessary. This will be a donation funded project. McKnight asked what the bridge was made out of. Jumper said it was concrete. Maxwell added that they are just replacing the old railing. 10. Announcements October 13 October 13-18 October 18 October 18 October 20-24 November 1 November 1 November 1 Fall volleyball season begins Fall kickball tournament begins Hero Half Marathon Celebration of Trees Fall adult softball tournament Kessler Trail Run Make -A -Difference Day Volunteer Event at Sweetbriar Park Make -A -Difference Day Volunteer Event at Clabber Creek Trail Spann added that on October 18 at Wilson Park, two events- Art in the Park and Puppets in the Park- will be held from 9 am to 6 pm. They will be in the NE corner of the park. Artists will be painting. He added that a percentage of the sales will come back to Parks. Paul asked what was happening at Sweetbriar. Humphry said native plants were being planted. 6 Edmonston said that the Lights of the Ozarks installation began today. Lamb said he has had several inquiries about possible lights at the Walker skateboard park. Edmonston said that no lights have been installed because no standards for skateboard park lights exist. Parks is waiting for standards. Paul asked if any other skateboard parks in the area have lights. Edmonston replied that Bentonville does. Colwell said that when all the Gulley Park sale stuff has settled, he wants to have a Gulley Park fence removal party. Jumper said she has just received the survey. The closing may possibly happen Friday. Lamb asked if there had been any interest in an indoor facility for soccer. Edmonston said Parks is taking one step at a time. She said it hasn't been considered for a while. Lamb said the old BMX park at Walker would be a good location. Paul asked if there was a 10 year plan for Walker. Edmonston said there was a master plan. Paul asked if baseball fields were in it. Edmonston said yes. Paul asked if a water park was in the plan. Edmonston said no, but it was in the CIP. Paul asked how many fields were planned. Edmonston said Parks has to review exactly what we have. Lawson asked if it was several years down the road. Edmonston replied yes. Paul asked if all the fields for the Regional Park were in Phase I. Edmonston said no. She added that Parks has the start of a fundraiser. 11.
