Call to Order Colwell called the meeting to order. 2. Roll Call Parks and Recreation Advisory Board members present were Priest, Lamb, Colwell, Lawson, and McKnight. Members absent were Watson, Paul, Maxwell, and Proffitt. 3. Approval of October 6, 2014 PRAB Meeting Minutes PRAB Motion: McKnight motioned to accept the minutes as written, and Priest seconded. Motion passed 5-0-0 by voice vote. 4. Regional Park Update: Alison Jumper, Park Planning Superintendent Jumper said the construction documents were moving ahead with Lose and Associates. She said they are submitting them for engineering review. It is hoped that the project can be bid November 18, and the bid be opened on December 9. Lawson asked what would be involved in the bid. Jumper said the whole package will be bid, such as six soccer fields, baseball fields, the great lawn, restrooms, parking lot, and the lights. Edmonston commented that Parks is waiting to see if we receive a grant to help with the pavilion. Lamb said the landfill is pretty noticeable from the freeway. He wanted to know if it was still in the first phase. Jumper said there has been some trouble finding materials for capping the area. Hopefully the second phase of bidding will happen by the end of the year. She added that she met with ADEQ about the first phase and how it's going to coordinate with the second phase. He said a line was needed to divide them. Jumper said brown park boundary markers will be put up. She said some have already been installed, and more will be coming. 5. Ozark Volleyball Club Report: Don Cox and Fred Meek Cox wanted to thank Fayetteville Parks and Recreation for all their support over the years. He said that in 1984, there were approximately 20 people involved in volleyball that was played inside a building. He said it's grown enough that it had to move outdoors. They now have around 160 players and have outgrown the Jones Center. He said they need another indoor court. Their recreational league has fourteen teams and one hundred players. Meek said that two years ago they asked for a fourth court. He said that they now have a facility that is second to none. He added that it attracts people to the area. He wanted to thank the City for all that they've done. He said that all money earned goes back into the courts. Cox asked if any volleyball courts would be built at the Regional Park. Edmonston said yes. She said they will be in the last phase. Priest asked if there are any tournaments that will bring in out-of-towners. Meek said yes. People come from Kansas City, Dallas, etc. They love to come here because there are bathrooms, shade, and trees. Colwell commented that when the courts are done, they don't need a lot of maintenance. Meek said that the sand is the big expense. They also buy top of the line nets and lines and leave them up all year round. Colwell asked if they had any problems with cats. Cox said they had no problems in that area. Lawson said that the courts are a great addition to the park. 6. She said a plan was submitted to realign it. But the Corp of Engineers said it's not under their jurisdiction and Parks is good to move ahead on that project. Lawson asked who runs the softball tournaments. Spann said that there are two different representatives. Shawn Gaines coordinates the larger tournaments. Don Nichols does tournaments throughout the state and Parks lobbies to have them come to Fayetteville. The tournament numbers have gone up in Fayetteville. Brandon, the adult softball coordinator, does a good job. Lawson asked what the age groups were. Spann said it varies. He said for girls it ranges from around ages seven to eighteen. There are also adult men's tournaments. Edmonston commented that board positions are open, and PRAB has three members who have ending terms. They are Paul, Lamb, and McKnight. Applications must be received by November 26 at 5 p.m. in the City Clerk's office. Colwell said that he would like to have a community event at Gulley Park to remove the fencing, maybe in the next month or two. Edmonston suggested that the event wait until the Dunn's move out, which is in February. Lawson commented that he had a concern about safety. He said the sidewalk ends at the corner of Old Wire and Old Missouri. He said there is no way that people can get safely from their neighborhood to Gulley Park without going into a ditch or walking in the street. He said that the easement shouldn't be sold in front of those houses, so that a future sidewalk could be put there. Edmonston said that next year Old Wire is supposed to be widened, and a sidewalk should be part of the project. Lawson said the right of way in front of the houses are about six feet off the road. He said City didn't need to sell the right of way and then have to buy it back. Lamb said that when the master street plan got done, a lot of right of ways got expanded. Jumper said she can check the plans to see what is going to be done. 7. Adjourn Meeting adjourned at 5:54.
