Transportation Committee Meeting
August 13, 2013
A meeting of the Fayetteville Transportation Committee will be held on August 13, 2013 at
6:15 pm or immediately following the Equipment Committee Meeting in Room 111 of the
City Administration Building located at 113 West Mountain Street, Fayetteville Arkansas.

TRANSPORTATION BOND ISSUE
PROGRESS REPORT—August 2013
The Transportation Bond Issue consists of projects that will be designed, contracted, and administered by City
Staff or consultants/contractors working for the City, along with 4 projects that will be designed and
administered by the Arkansas State Highway and Transportation Department(AHTD). Five projects have been
completed; all projects in the original program are underway and are in various stages of design or construction.
In April 2013, several additional projects were approved by the City Council. A summary of the status of all
projects in the program follows below.
Funding for the Bond Program includes $65.9 million in bonds, issued in three separate bond issues, along with
federal aid funding and additional sales tax funding from the City's Capital Improvements fund. The third phase
of bonds, which will yield approximately $31 million in funds available for projects, is scheduled for the late in
2013 or early 2014.
1) Wilson Park/Washington Willow Area Traffic Calming
a. Project Summary/Status
• Complete. Original Budget: $384,000 Final Cost: $205,000
2) Intersection improvements at Gregg Ave. and North Street
a. Project Summary/Status
• Complete. Original Budget: $1,082,000; Final Cost: $690,000
3) Zion Road Phase I (N. College to Vantage)
a. Project Summary/Status
• Complete. Original Budget: $2,540,000; Final Cost: $2,272,000
4) College Avenue Phase I Enhancements (Rock to Maple)
a. Project Summary/Status
• Complete. Original Budget: $1,740,000; Final Cost: $1,841,000
5) Mount Comfort Road (1540 to Rupple Road)
a. Project Summary/Status
• Complete. Original Budget: $10,413,000; Final Cost: $10,220,000
6) Cato Springs Road (U of A Technology Corridor)
a. Project Summary/Status
• Project consists of reconstruction and widening to 2 and 3 lanes, with curb and gutter and
sidewalks, from Hwy 7 1 B to Razorback Road.
• Total Project budget: $6.02 million
• Federal funding expected: $2.88 million

• Construction Contract: $3,815,172 with Dean Crowder Construction
b. Recent Actions:
• Final paving and striping is complete
• Sidewalk installation is nearing completion
c. Upcoming Activities:
• Completion of sidewalks.
• Installation of asphalt on driveways to the Technology Park.
• Final topsoil, seeding and cleanup is expected within the next two to three weeks.
7) Fayetteville Expressway Economic Development Corridor
Project Summary
• Federally funded project that is intended to provide better access to the retail centers and
restaurants in the Northwest Arkansas Mall area and to Washington Regional Hospital and
adjacent medical park.
• Federal Funds expected: $8 million
• Total Project Budget: $10 million
a. Roundabout Project:
• Construction on the roundabout is complete.
b. Flyover Project:
• The Highway 71B Flyover Project is under construction by Emery Sapp and Sons of
Springfield, MO. The contract time began running on January 28, 2013, with 18 months
allotted for construction. Current and upcoming activities include:
o Work is complete on the concrete support piers.
o The fill and retaining wall system for the flyover entrance from College Avenue is in
progress.
o Installation of steel support beams will begin soon. This work will begin in the west
end of the bridge. As installation moves east, closures of the Fulbright Expressway
and Highway 71B will be necessary. These closures will be short duration, and will be
in the overnight hours. Normal traffic flow will be allowed during daytime hours.
8) Van Asche Drive:
a. Project Summary:
• Widening and alignment of Van Asche Drive, from Gregg Avenue to Garland Ave. (Hwy 112)
• Project Budget: $4.56 million
• Construction scheduled to begin in 2014, upon issuance of third phase of bonds.
b. Recent/upcoming actions
• Acquisition of right of way and easements is underway. Offers of compensation have been
mailed to all property owners, and negotiations are continuing.
• Completion of final design plans is in progress.
• Submittal to the AHTD for permitting at Highway 112 will be made in the near future.
9) Rupple Road (MLK Blvd to Mt. Comfort)
Project Summary
• Includes Extension of Rupple Road as a 4-lane boulevard from south of Owl Creek School to
Martin Luther King, Jr. Blvd, widening between Persimmon Rd. and Starry Night View, and
new location, bridge, and intersection between Starry Night View and Mount Comfort Road.
The project will be completed in three separate segments
• Total project budget: $13.5 million; includes $2.5 million in federal-aid funding.

• A public meeting was held on May 30`h to allow citizens to view the conceptual plans and
cross sections and provide comments.
a. Martin Luther King, Jr. Blvd-Persimmon
• This is a new segment that will extend Rupple Road to MLK Blvd. Upcoming activities
include:
o Development of a traffic study by Jacobs Engineering, to provide data for decision
making on the cross section, construction phasing, and roundabout/signal selection
at Persimmon and Rupple.
b. Persimmon-Starry Night View
• Major elements of this segment include widening with a center median from Persimmon to
Wedington, intersection alignment and improvements at Wedington, and completion of the
west side of the boulevard section north of Wedington. Upcoming activities:
o Final decision making on the cross section to be utilized.
o Design by engineering staff.
c. Starry Night View-Mount Comfort Road
• This is a federal-aid project; federal funds will supply up to 80% of the funding for the
segment. This segment includes a new bridge, and a realignment of Rupple so that it connect
to the existing signal at Mount Comfort Road and Rupple Road north of Mt. Comfort.
o Garver Engineers has been selected as the design consultant. Staff is negotiating the
design fee with Garver, for review by the AHTD and the City Council.
10)Maple and Lafayette Street Historic Bridges
a. Project Summary/Status
• Funding in the amount of$1 million through the Federal-aid bridge program administered by
AHTD has been secured. The project is in the design phase. McClelland Consulting
Engineers (MCE) of Fayetteville is the design consultant.
b. Recent Actions:
• Design work is continuing.
• Bridge deck testing and analysis has been completed, and results and recommendations will be
compiled by MCE.
c. Upcoming Activities:
• Conceptual design plans and preliminary environmental documentation is expected by August
16th.
11)Old Wire Road (Mission to Crossover)
a. Project Summary/Status
• Includes signalization at Mission and Old Wire, installation of bike lanes and sidewalks,
widening at intersections, and a roundabout at Old Missouri Road.
• Design work (by AHTD) for the Mission/Old Wire Intersection is nearing completion; a
conceptual design of the other portions of the project has been completed. The estimated
construction cost for the proposed design has increased from original estimates; City staff is
discussing this issue with the AHTD to make decisions on design revisions or additional
funding opportunities.

12) Zion Road Phase II (Vantage to Crossover)
a. Project Summary/Status
• Includes addition of curb and gutter, bike lanes, and sidewalks. Also includes widening to
three lanes at major intersections.

13)Regional Park Access Road
a. Project Summary/Status
• Access to regional park, along Judge Cummings Road from Cato Springs Road into the park.
• Design and construction will be scheduled to coincide with the park development schedule.

14)College Avenue Enhancements (Maple St. to North St.)
a. Project Summary/Status
• Continuation of sidewalk and landscaping enhancements along College Avenue to match
recently completed improvements south of Maple St.

15)Intersections and Pedestrian Crossing Improvements
a. Project Summary/Status
• Projects (to be determined) to improve pedestrian service and safety at intersections.

• Selection of projects to received safety enhancements
The following projects in the Bond Program will be designed, contracted, and administered by AHTD or its
consultants/contractors. The schedules for these projects are established by AHTD based on their workloads and
available funding.
16)Crossover Road (Hwy 265)-Mission to Joyce
• Estimated construction cost was $15.4 million, City's share is 50% of cost, up to $7.7 million
• AHTD letting date: September 2011; low bid received was $12,612,320.32. Change Orders to date
reduce the contract amount by $257,000.
• Asphalt placement of lower level courses is continuing.
• Sod placement on the west side is in progress.
• Around the end of August, traffic will be split and will begin flowing on either side of the median. At
that time, a-tums at median breaks will be necessary for some drivers to reach their destinations.
17)Hwy 16 Improvements-Armstrong to Stonebridge Rd.
• Construction Start: November 2012. Completion: Fall 2014.
• Current agreement with AHTD for 50% of project costs to be paid by the City, up to $5 million.

• Water and sewer installation is complete.
• Sweetser Construction is the roadway construction contractor for the AHTD and began work in the
Armstrong to Happy Hollow area as of December 2012 with an estimated completion date of
mid-2014.
• They are currently working on drainage/drop inlets and the surfacing items between Curtis Ave. and
Huntsville Rd. They hope to have all of this work completed in 6-8 weeks and then they will mobilize
and begin the construction on the south side of the road east of the Happy Hollow intersection.
18)Garland Avenue(North to Melmar)
• Total project cost originally estimated at $6.7 million
• City Share originally estimated at$5.2 million, current estimate is $ 4.04 million
• Utility relocations are complete on the project.
• Sweetser Construction is the roadway construction contractor for the AHTD, and began work as of
February 2013 with an estimated completion date of Spring 2014.
• The Contractor placed asphalt on the west side of the project in early August. They are continuing to
work on the grading behind the curb, drop inlets and sidewalk on the west side. They plan to be
completed with the work on the west side around the first of October. At that time, Mt. Comfort Rd.
will be rerouted to line up with Holly Street.
19)Razorback Road (Hwy 112)-MLK Blvd. to Leroy Pond Dr.
• Project Estimate of$2.6 million.
• Federal aid will fund $2.08 million of this amount; the City and UA will share the remainder of the
cost.
• Utility relocations are planned for this summer and fall.
• Roadway construction (By AHTD) scheduled to begin in early 2014.

Subject: Use of Reserve Funds for a Fayetteville Transportation Plan
PURPOSE
The purpose of this memo is to address your request to evalute the potenial for utilizing approximately$250,000—
$500,000 of reserve funds for a Transporation Plan for Fayetteville.
BACKGROUND
In 2003 the City of Fayetteville contracted with Bucher, Willis&Ratliff(BWR)in the amount of$222,382 to conduct a
Citywide Traffic and Transportation Study. This study included the development of master street plan cross-sections,
multi-modal transportation policies, a traffic calming policy, an access management policy,a development assessment
policy, a smart growth policy, traffic analysis and project costs and prioritization. Recommendations from this study have
helped guide three phases of transportation bonds for street improvements in Fayetteville. The third phase of the
transportation bonds are planned to be issued in the fourth quarter of 2014.
In 2005 the University of Arkansas contracted with Martin,Alexiou&Bryson in the amount of$520,000 to develop a
Campus Transportation Plan. The University's Plan included a parking plan,a travel demand management plan,
recommendations for all modes of transportation(transit,walking,biking and automobiles)and recommended
improvements to streets. The University of Arkansas is currently developing a Request for Qualifications for a consultant
to update their 2005 Campus Transportation Plan, develop and implement transportation policies,analyze parking fees,
site their next parking garage and recommend locations for park and ride facilities.
Recognizing the impact that the University of Arkansas has on transportation within Fayetteville, there would be benefits
and efficiencies if the University and City were to hire the same consulting firm to provide transportation planning
services. Joint consulting services that address clearly separated scope items could be managed through a contractual
arrangement between the University of Arkansas,the City of Fayetteville and the consultant. This arrangement would be
negotiated and spelled out in a Memorandum of Understanding(MOU)between the City and the University.
Considering the direct link between transportation and land use in cities, a new or updated Transportation Plan for the
City of Fayetteville should serve the land use goals in City Plan 2030. A plan with an emphasis on transit and active
transportation(walking and bicycling) would empower the City to realize the six goals of City Plan 2030. hi addition this
plan could serve as a blue print for future transportation bond funding.

RECOMMENDATION
Include an allocation of$250,000—500,000 from reserve funds for a Fayetteville Transportation Plan to be completed
concurrently with the University of Arkansas' Campus Transportation Plan Update. The scope for the City's portion of
this plan could include:
• An update of the 2003 BWR Traffic and Transportation Study
• Recommended projects for future bond funding(i.e. Collector and Arterial Street Improvements, East-West Street
Connections, and other large transportation projects)
• A comprehensive review of Pedestrian/Bicycle connective limitations and recommendation of safety improvements
at major arterial crossings
• Development of Transit Route and Transit Center recommendations
• Identification and prioritization of Transit Oriented Development(TOD)Opportunities
• Identification and prioritization of redevelopment opportunities along major thoroughfares that match City Plan
2030 goals
• The development of a Complete Streets Policy
• A review of Minimum Street Standards and Master Street Plan Cross Sections and comparison against City Plan
2030 goals& Complete Streets Policy
• The develop of congestion management strategies and policies that align with City Plan 2030 goals
• Review and update of our Traffic Calming Policy
