2. Approval of Minutes

Sue Madison would like a correction to the minutes from March. Under section, 7,
landscape competition, to finish the sentence "Steinkraus said the more we can increase
the consciousness of the applicant."
3. Native or Invasive Plant Presentation
Damon Lipinski
Lipinski presented information on the Paw Paw tree. He described the following:
• Regions of Growth
• Foliage
• Bark & Flowers
• Fruit
• Season & Cultivation
• History & Folklore
4. Invasive Plant Ordinance Effort
Peter Nierengarten, Fayetteville Director of Sustainability and Resilience
Nierengarten discussed a potential ordinance regarding the invasive species in
Fayetteville with a goal of limiting the amount of invasives within the city. He
encouraged the board to recruit group of stakeholders for the next city council
meeting to present all issues related to invasives.

Madison reminded everyone that another goal is for new developments to have a
percentage of plants planted to be native plants and no invasive. She asked about the
wording of the ordinance.
Nierengarten mentioned that wording will have to be broad, but specific in a few areas.
Eastin asked where the best place would be for the invasive ordinance.
Nierengarten suggested maybe the landscape ordinance. He suggested that it might be
a recommendation and not a requirement in the beginning.
Madison asked if the invasives would be listed in the ordinance.
Nierengarten was not sure.
Linn said if it was in the ordinance that it could be updated as needed.
Nierengarten reminded the group of the upcoming city council meeting and suggested
a stakeholder process of 3-4 months before the proposal for the ordinance is presented
to the city council.
Eastin said he would let the board know how the upcoming meeting goes with city
council and how to move forward.
UFAB Sustainable Landscape Competition
Ken Eastin, Derek Linn
Eastin and Linn gave the following updates:
• Still on schedule
• Notice for the master gardeners is almost complete,just need to finalize
dates.
• Competition will be announced in April, need to start getting the word out
now.
• Currently searching for judges.
Eastin and Linn asked about the "unbuilt or design" category possibly changing the
category name. He also mentioned incorporating students from the UofA for the category.
He mentioned that he will need to present the idea to Dr. Smith at the UofA. The only
concern is the timing so late in the semester for student involvement.
Madison motioned to have the staff contacted immediately and research the possibility
for a category of design with the emphasis on sustainable landscapes in the community.
Steinkraus seconded the motion.
Motion passed by voice vote. 6-0-0
Eastin asked if the judges have to live in the city.
Linn said no, just the applicants.

Eastin read the notice of the competition and discussed the following dates:
• April 22nd— May 13th open for applications.
• Judging from May 14th to May 27th
• June 10th will be public meeting and everyone will tour the two wining properties.
• Response from the judges will be received May 27th — May 291h.
Lipinski asked how many applications were the prior year.
Eastin said five.
5. Other Business or Announcements
Eastin mentioned the plant presentation packaging for the website and how there have
been trouble with the video components for the meetings. He suggested using a different
connection for the laptop will work better for the PowerPoint presentations. Linn said that
they will bring the parks office laptop from now on.
Steinkraus asked for someone to give a plant presentation at the next meeting. Levois
said that he could if someone would bring a laptop.

4. Native or Invasive Plant Presentation

LeVois presented information on the Japanese Honeysuckle Vine, he discussed the
following:
• History
• Distribution in the U.S.
• Problems
• Control
5. UFAB Sustainable Landscape Competition
Ken Eastin, Derek Linn
Five judges for the sustainable landscape competition were present for UFAB meeting.
Linn updated everyone on the competition. Linn passed around contact information for
the judges. He continued to explain the background of the competition and the purpose
of UFAB.
Linn briefed UFAB and judges on the status of the competition, dates, and applications.
He presented a procedures document to everyone in attendance. He discussed the
following:
• Application Listing
• Judging Rubric

Linn asked the judges if further explanation of the rubric was needed
The judges asked questions regarding the native landscapes. There was discussion
among the board and judges about how to distinguish native plants to this area and
what the judges should be looking for. Linn encouraged the judges to give positive
feedback to all applicants.
Linn continued to explain the rubric and answered questions regarding the content and
judging process.
Madison asked Linn about FOIA and since the judges will be conducting city business if
the press should be invited to join the judging process.
Linn said they were invited to the June 10'h meeting.
Madison encouraged Linn to ask the city attorney regarding this.
Linn said he would look into it. He didn't' think it applied to the judges because they are
not appointed, but he would look into it.
There questions regarding the judges and their visitation schedule with the applicants.
Linn said it was dependent upon everyone's schedule.
Madison asked if there were any other questions.
Linn asked for the judges to decide if they would like to be on the residential or
commercial teams. The judges were assigned to their teams.
6. Invasive Plant Ordinance Effort- update

Linn briefed the group regarding the effort and explained that the agenda item went to
council as a resolution of intent, and passed at the last meeting. It means that council
has given city and staff their blessing on moving forward regarding the potential
ordinance. There is currently a stakeholder group being compiled.
One of the judges gave a briefing on the city council meeting. She mentioned it was
positive and there was a lot of community support.
Madison asked what the next step was for the ordinance.
Linn said there was further research needed and identification of stakeholders. He
asked the board to provide their input for the ordinance.
Madison suggested this item be on future UFAB agendas.

Madison said that she has heard a lot positive feedback regarding the recent tree planting
on Crossover. She asked what trees were planted.
Linn said that there were London Plain trees were planted with a mix of others. He
mentioned that it was a hybrid of the American Sycamore and the Asian Sycamore.
Madison asked for public comments.
A member of the public expressed his gratitude for the work everyone is doing on the
potential ordinance.

3. UFAB Sustainable Landscape Competition Tour of Winning Properties
Site Visit— Unity of Fayetteville, 4880 Wedington Road. Ken Eastin presented Unity of
Fayetteville with the certificate, medaling, and sign for the commercial winning property.
Site Visit— Karen Rollet-Crocker Residence, 951 N. Pembroke Road. Ken Eastin
presented Karen Rollet with the certificate, medaling, and sign for the residential winning
property.
4. Other Business or Announcements
Sue Madison made a motion for City staff to research alternative ground covers that
would be more sustainable than maintaining and mowing grass in medians with tree
plantings, due to safety concerns for workers along high speed highways, protection of
tree trunks, and overall maintenance costs.
This was seconded by Kathy Launder, and passed 6-0-0 by voice vote.
