AGENDA:

The following suggestions were submitted to the Parks and Recreation Division as
possible names for the park land: Jaguar Park (former Jefferson Elementary School
mascot); Jefferson Park; Heritage Park; and Flyover Park.
According to the Facility Naming Policy, the item was tabled from last month's PRAB
meeting in order to allow for public input. At the October PRAB meeting, PRAB
requested that additional names be submitted during the one month input period.
Staff requested for the Historical Society to review this area for any historical
information about the area; however, no significant information was found. Walt Eilers
suggested naming the park after Dr. James Mashburn, a booster of Jefferson Elementary
throughout his life. Staff is currently obtaining information for this park naming request.
Staff Recommendation: The Parks and Recreation Staff recommend tabling this item
for one additional month.
PRAB Motion:
4. Request to Name the Creek at Gulley Park: Wade Colwell, PRAB Chairman
Wade Colwell recommended naming the creek that passes through Gulley Park as Gulley
Creek. GIS Division confirmed that the creek was an unnamed contributory of Mud
Creek, and therefore could be named. If this name is approved, Staff will request the
name change through the local USGS Office.

Minutes October 6, 2008
Opening:
The regular meeting of the Parks and Recreation Advisory Board was called to order by
Chairman Wade Colwell at 5:30 p.m. on October 6, 2008 in room 326 of the City
Administration Building located at 113 West Mountain Street in Fayetteville, Arkansas.
Present:
Park and Recreation Advisory Board Members Colwell, Biendara, Waite, Hatfield, P.
Jones, Meldrum, Mauritson, and Benson were present. Parks and Recreation Staff
members Edmonston, Wright, Jumper, C. Jones, Humphry, Thomas and the audience
were present.
1. Welcome to new PRAB members: Steve Meldrum and Darby Benson
Darby Benson and Steve Meldrum were introduced as our new PRAB members,
replacing Jon Bider and Jay Davidson.
2. Approval of September 8th, 2008 PRAB Meeting Minutes
PRAB Motion: Waite motioned to accept the minutes as written, and P. Jones
seconded it. The motion passed 8-0-0 by voice vote.
3. Botanical Garden Monthly Report: Walt Eilers, Board of Directors
Eilers presented the October monthly report. There were no questions.
4. Naming of Fairlane Park Land: Carole Jones, Park Planner
The following suggestions were submitted to the Parks and Recreation Division
as possible names for the park land: Jaguar Park (former Jefferson Elementary
School mascot); Jefferson Park; Heritage Park; and Flyover Park.
Carole Jones, Park Planner, submitted the list of park names to neighborhood
residents and requested they pick their favorite on Sep 2, 2008. Below is the tally
of votes as of September 12, 2008:

Staff Recommendation: The Parks and Recreation Staff recommend the name
of Jefferson Park.
Colwell asked what the name of the park by the old Jefferson School was called.
Edmonston said that the park belongs to Fayetteville Schools.
Colwell wanted to know if we helped build the gym.
Edmonston said yes, in 1969 or 1970.
Biendara said there was a sign at the park at the school site that identified the park
as Jefferson Park. She also googled the name, and that particular park came up
multiple times identified as Jefferson Park. She is afraid people will be confused
if we name the park on Fairlane Jefferson Park.
Edmonston said she will call the school district to see if that is the official name.
Colwell said he liked the name Jaguar because it was different.
Biendara asked why Heritage Park was a choice.
C. Jones said it was because of the Heritage Subdivision.
Biendara asked that more suggestions for names could be submitted. She's not
thrilled with the names. She suggested that Parks talk to someone that knows the
history of the area.
PRAB Motion: According to the Facility Naming Policy, the
recommendation is tabled until the next PRAB meeting in order to allow for
public input.
5. Park Land Dedication: Alison Jumper, Park Planner
Development Name: Holcomb Heights Phase III
Engineer: Appian Centre for Design
Owner: Nock/Broyles Land Development
Location: West of I-540, north of Mt. Comfort Rd.
Park Quadrant NW
Units: 8 single family, 15 multi-family units
Total Acres: Approximately 3.23 acres
Land Dedication Requirement: 0.45 acres
Money in Lieu Requirement $17,880

Justification: The developer is providing an
approximately 0.18 acre pocket park to be
owned and maintained by the P.O.A.
Additionally, the requirement for this
development is less than the 2 acre
minimum set by the park land dedication
criteria.
Jumper discussed the process of park land dedications for the benefit of the new
board members, and then discussed the Holcomb Heights park land dedication.
She said the developers were at the meeting to answer questions. No questions
were asked.
PRAB Motion: Mauritson motioned to accept the money in lieu, and Biendara
seconded it. Motion passed 8-0-0 by voice vote.
6. Regional Park Update: Todd Jacobs,Appian Centre for Design
Jumper said that if Fayetteville Parks and Recreation did the park alone, it would
cost$39,115,229. Partnering with Southpass would cost$26,168,218, which
would be a savings of approximately 13 million dollars.
Todd Jacobs and Steve Ault of the Appian Centre were both present. Jacobs said
this development will be one of the premier parks in the country. The park, trails,
and the development will feed off each other.
Ault said Appian Centre figures the acreage for the Regional Park differently
from Parks and Recreation. Appian is excluding the landfill acreage.
Biendara said that she understands that it will take at least twenty-five years to
finish this development. She wanted to know where the Regional Park fit in on
this timeline.
Edmonston said that there will be a campaign to raise the money. The Great Lawn
and the soccer fields will be completed first. The goal is to have them done by
2018. Parks may try to pay as they go, or pay off the bond.
Biendara asked if there was a completion date for the ADEQ landfill assessment.
Edmonston said no. ADEQ is putting together a plan, and Parks will do what we
are told to do. The information will be presented to PRAB.

Aust handed out a brochure and postcard on Southpass. He asked everyone to fill
out a postcard in support of Southpass. He said that if anyone had any questions,
please feel free to come into their office and ask.
Biendara asked if PRAB could have a tour of Southpass.
Edmonston said that would be possible.
Benson said he runs in that area, and it's pretty steep.
7. Request to Name the Creek at Gulley Park: Wade Colwell, Chairman
PRAB
Please see note from Wade Colwell in the agenda attachments recommending
naming the creek that passes through Gulley Park as Gulley Creek.
Staff Recommendation: The Parks and Recreation Staff recommend naming the
creek in Gulley Park as Gulley Creek.
Colwell discussed his request to name the creek in Gulley Park"Gulley Creek".
Mauritson said that was a good idea.
C. Jones said that everyone calls it by that name anyway.
PRAB Motion: According to the Facility Naming Policy, the
recommendation is tabled until the next PRAB meeting in order to allow for
public input.
8. Lake Sequoyah Boat Dock Leasing Space Discussion— Byron Humphry,
Parks Maintenance Superintendent
Staff Recommendation: Close dock D and to not accept new boat stall rentals
on docks A, B, or C.
Humphry discussed the boat dock and showed some photos. Since the docks are
not floating boat docks, the walkways are underwater after a lot of rain.
Sometimes boats get submerged. The docks are in bad shape with rotting boards
in places. Because of rotting boards, the underdock is compromised. There are
four docks with 96 slips. Dock D has only three or four rented stalls and the rest
are vacant.
Hatfield said that PRAB needs to accept the staff recommendation, because the
dock is in very bad shape. He said there is a lot of potential liability.
Colwell recommends closing dock D.
Biendara asked if that meant not renewing the leases.
Edmonston said yes, that's what it meant.

PRAB Motion: Colwell motioned to accept the staff recommendation, and
Hatfield seconded it. Motion passed 8-0-0 by voice vote.
9. Discussion of PRAB Terms: David Wright, Recreation Superintendent
Ordinance No. 5158, approved on August 5, 2008, amended the City Code to now
read, "The Parks and Recreation Advisory Board shall be composed of nine
members appointed by the City Council for terms of three years. Such terms shall
be staggered so that three members will be appointed each year."
Wright discussed the changes of the PRAB terms. He had everyone draw out of a
cup to determine when their PRAB term ends. Mauritson, Biendara, Meldrum,
and Hatfield's terms all now expire December 31, 2008. Colwell, Waite, P. Jones,
and Benson's terms expire December 31, 2009. The new ninth seat will be filled
by January 1, 2009. Applications for the expiring 2008 terms will open in Fall
2008.
10. Other Business:
David Wright is leaving Fayetteville Parks and Recreation and going to the
Bentonville Parks and Recreation to be the Parks Superintendent. He said it was
not an easy decision. Fayetteville Parks is a wonderful department with extremely
talented people.
Edmonston said Wright was a joy to work with, and Bentonville has gotten a
great person. His going away party is Friday, October 10, 2008 from 2 pm to 4
pm.
Several road signs have been developed as a result of the Lake Fayetteville
parking discussion at the September PRAB meeting.. The cost for them was
approximately $1,100.
Benson asked if people could still access the area by walking or biking.
Wright replied yes. It's just the auto traffic flow that Parks is trying to restrict.

I would like to name the creek that passes through Gulley Park, Gulley Creek in honor of Fred and Floy
Gulley who sold their home and farm to the City of Fayetteville at a greatly reduced price in the early
1990's. The twenty some acre property was the largest single parcel of land along that tributary of Mud
Creek at the time.
