2. Approval of Minutes

UFAB Motion: The board motioned to approve the minutes with the correction of
a typo as suggest by Madison. Motion passed by voice vote, 6-0-0.

4. Native or Invasive Plant Presentation

Steinkraus presented information about native shrubs. He discussed the
following:
• Fothergilla Gardenii, Fothergilla Major, & Fothergilla
Intermedia
• Features of each species
• Flowers of each species
• Native Areas
• Seasonal Foliage

5. Landscape Manual Feedback/Review
Staff
Linn updated the board that staff has been working the Sustainability and
Resilience Department regarding the landscape manual and are currently
gathering feedback. Staff is working to update the manual to provide a
more user-friendly reference for homeowners and developers.
Linn asked if anyone had any additional feedback.
Madison added that on pages 60-61, she would like to see something
mentioned about mulch volcanoes. She also provided staff with her notes
for additional recommendations.
6. Invasive Plants code amendment
Staff
Leif Olson and Lee Porter with the Sustainability and Resilience
Department were in attendance and updated the board on the following
regarding the Invasive Plants code amendment:
• In May of 2015, City Council passed a resolution allowing city staff
to work with a stakeholder group to determine if an ordinance
addressing invasive plant species would be appropriate in
Fayetteville.
• Through the stakeholder group, four meetings were held and it was
determined that staff needs to document the need to draft this
ordinance.
• The stakeholder group identified and prioritized a list of eighteen
invasive plants in the area. Staff are currently working on public
education materials as well as an ordinance amendment to limit the
planting of the eighteen species on certain development projects.
• The financial costs of removing invasives.
• Negative impact on native plants and wildlife.
Olson discussed Chapter 177, the recommendation to prohibit the
installation of any plant deemed invasive out of the eighteen plants
identified. This recommendation would prohibit the installation of these
plants in any new development requiring a landscape plan review from the
city.
Olson asked if the board would make a recommendation to city council for
the approval of the code changes. Staff is hoping to have the changes on
the agenda for the November City Council meeting. He encouraged the
board to attend the meeting.

Porter discussed education materials that have been collected by staff.
They are working on a packet that will provide the public with alternatives
to the invasive plants listed. The information will also provide instructions
on how to identify and effectively remove invasive plants.
Olson added that the information packets would be added to the Urban
Forestry website.
Porter asked for suggestions regarding the information packet.
Steinkraus suggested modifying the information discussing when to cut
the plants. His recommendation was to cut the plants in the fall, before
the seeds completely mature.
UFAB MOTION: Madison motioned for the Urban Forestry Advisory Board
to endorse the proposed ordinance change and education materials.
Patterson seconded the motion. Motion passed by voice vote, 6-0-0.
7. Celebration of Trees
Staff
Scott said that a total of 825 trees and shrubs have been ordered and
delivered for the event. He listed the trees and shrubs that will be
available.
Steinkrauss asked where the plants came from.
Linn said they came from Jenkins Farm and Nursery in Louisiana.
Linn asked that volunteers and board members arrive at 5:15 am to help
set up for the event. He said the event will start at 7:00 am with the
Mayor's proclamation.
Madison asked that everyone please ask for a water bill from each
individual requesting plants to help ensure that they are city of Fayetteville
resident.
Steinkraus added that another option is to give left over plants to
individuals that may not have their water bill with them.
Launder asked if public information would be available regarding invasive
species.
Madison asked for it be announced at the event that residents can recycle
the plastic pots at Lowe's.

8. Other Business or Announcements
1. Madison expressed her concern about the trees on Crossover and
asked if the irrigation was working.
Linn said many of the trees were experiencing transplant shock and are
still adjusting to the new environment. He asked to keep in mind that the
contractor who planted would be responsible for any replacement plants
needed for two years. Staff is monitoring the trees and will ask the
contractor to replace any trees that may not survive.
2. Linn said that staff is working on a minor draft for the tree preservation
and landscape regulations that Linn and Scott administer. This draft
would provide an additional option to the three year maintenance
agreements for required street and mitigation trees. In lieu of putting
down a surety, he said that applicants could provide proof of an
approved maintenance contract. This will help to ensure the survival
rate of the trees. He said staff worked with the city attorney's office to
draft the language on adding this option.
UFAB MOTION: Madison motioned to endorse the changes
recommended by staff. Launder seconded the motion. Motion passed
by voice vote, 6-0-0.
