1. Call to Order: The Committee was called to order by Chair Ryan Miller at 3:00 p.m.
2. In Attendance: Chair Ryan Miller, Vice Chair Danny Pugh, David Dayringer, Tommy
Deweese, Yolanda Fields, Melissa Harwood-Rom, Mike Johnson, Brian Thomas as proxy

3. Absent: Steve Clark, Terry Gulley, Mark Kinion, Don Marr, Tim Nyander, Matt Trantham,

4. Approval of Agenda and Minutes: The Agenda and Minutes were approved by
acclamation.
5. Old Business:
a. New Fayetteville Public Schools Superintendent Dr. Paul Hewitt was invited by
the Committee to introduce himself to the Committee and provided information
about himself and received information from Committee members on issues of
concern to the City, University of Arkansas, and School District. Vice Chair Pugh
informed Hewitt that it would be beneficial for someone from the School District
to come to each of the Town and Gown Advisory Committee meetings so that the
School District can provide and receive input on issues of mutual concern.
b. Review of the video developed by City of Fayetteville Community Resources
Division—Yolanda Fields acknowledged Student Empowerment Team members
and their participation in education outreach and introduced SET members
present at the meeting prior to showing the video. Vice Chair Pugh provided
educational information from Off Campus Students program and introduced Sam
Fair and Silvia Scott from the University of Arkansas, and each provided
information to the Committee about their work, roles and goals. Pugh thanked
the University and City staff in their excellence in working together for the
betterment of the community and student experience.

c. Phase two of Razorback Road update—Mike Johnson presented information on
this item, noting the work taking place at the time of the meeting and future work,
which includes water/sewer, fiber, electricity, and road work. Phase one should
be completed by early spring 2015 and includes the area of Martin Luther King,
Jr. Boulevard to Nettleship Phase two and Phase Three were also outlined by
Johnson. Arkansas Highway and Transportation Department is the designer.
6. New Business
a. Tobacco use around campus perimeter and effects on University neighbors—
Melissa Harwood-Rom stated that the University received a complaint that a
good deal of cigarette litter is happening on Leverette Elementary school
grounds. Maple, Lindell, and other areas are also of concern. Who is smoking in
these areas and leaving the litter is not known at this time, but the University is
reaching out to encourage good citizenship related to the situation and
particularly the litter. Harwood-Rom noted that the goal would be to help the
problem, but not to move it to another area. Chair Miller stated that he hears of it
occurring at University Heights frequently. Andrew Garner stated that the City
hears it, off Cleveland in particular. Miller asked how other Universities have
handled the situation. Harwood-Rom noted that it is a State issue and they have
looked to solutions that hospitals have found, such as kiosks for smoking that
provides for proper litter disposal. Harwood-Rom said the kiosk idea would not
be possible under State law, so the next step is to find more creative solutions.
Johnson stated that the biggest problem on the perimeter of the University
grounds is the litter. Chair Miller stated that it isn't just the cigarette butts, but the
litter brought with them such as food items. Johnson noted safety concerns for
people walking off University grounds and into gutters, saying they are off
campus, but in the street gutter area which is not safe. Miller asked if this is
something for the Committee to pursue further. A security camera was
discussed as an option. Fields noted that Code Enforcement will combine City of
Fayetteville program mascots Rudy and Ranger in a booklet and push the City's
litter education even further. Pugh asked if the City could extend buffer zones,
and Johnson noted that the City could pass an Ordinance. The Committee
discussed the difficulty of having trash receptacles in the residential area
roadways. Stated that he will talk to the Associated Student Government
President and brainstorm ideas. Harwood-Rom noted that some residential
neighbors have given up and just put out a receptacle for the litter, but that is not
the best solution for University neighbors.
Fields will follow up with the Police Department and incorporate the information in
the new Code Enforcement materials. Fayetteville Schools will look specifically
at Leverette to find out more as to what is going on there. Harwood-Rom will
speak to and guide something that will appeal to smokers and garner their ideas
about helping curtail the problem and meet with the Associated Student
Government. The Committee discussed and will ponder signage options.
b. Brainstorm of future meeting topics needing to be addressed in 2015—Chair
Miller asked the Committee what they thought are pressing issues for discussing
in 2015. Johnson recommended State Route 112 status update and the Stadium
Drive connection design and working with the School District, and a.m. and p.m.
traffic patterns and how the University can help mitigate certain traffic situations

related to the High School. Chair Miller asked if the Committee could be ready
on the Stadium Drive Connection issue by the January meeting. Johnson stated
yes, they will have status by January.
The Committee discussed other Universities and their approaches for reviewing
topics, and David Dayringer and other members noted the report done by Karen
Minkle in their Committee Manuals and the surveys the Committee has taken to
determine issues important for their review for Fayetteville. Dayringer stated that
the City and University should continue working together on emergency training
drills and the Committee could support that continuation of joint training—
emergency management drills and training together. Johnson mentioned the
nuclear reactor as related. Chair Miller asked about the timeline for this issue,
and Dayringer noted that occasional progress reports about such training to the
Committee is recommended.
Tommy Deweese asked if there is a long-term ingress and egress plan for the
University. Johnson responded, yes there is a transportation master plan and all
30,000 student and staff transportation analysis was also included in that plan.
The University is working on an update to the existing transportation plan and
working with the City and County in regard to that plan.
The Committee discussed getting in 3-5 topics each for placement in a survey
that could be sent out no later than early January in which the Committee could,
like with the previous survey, rank the proposed topics. City Staff Dede Peters
stated that she would put together a survey from the topics the committee
members submit for the Committee to rank with a goal of getting the results back
by January 9tI.
Chair Miller summarized items for the next meeting's discussion as the
continuation of the tobacco use issue, State Route 112 status update, Stadium
Drive connection design, Traffic patterns and how the University can help
mitigate certain traffic situations related to the High School, ASG highlights of
student survey, and issues for 2015 committee discussion and member survey
review.
Meetings scheduled for 2015 are as follows: January 26, March 16, May 18, July
20, September 21, and November 16.
