The subdivision was filed and development has begun within the subdivision. A majority of the lots within the subdivision were not affected by the floodplain and therefore would not require floodplain development permits. However, lots 28 — 32 and 155 are affected by the 100 -yr. floodplain. Proposal: The applicant requests concurrent plat approval to move the rear property lines of lots 28 through 32 such that none will be affected by the floodplain. The result of this modification is the increased size of lot 155, a non -buildable lot reserved as detention and common area maintained by the Property Owner's Association. SD Agenda Item 2 Pagel of Parks: Parks fees for the lots within this concurrent plat have been paid as part of the requirements of the final plat of Persimmon Place Subdivision. Tree Preservation: Persimmon Place was approved in March of2005 to pay $18,550 into the Tree Escrow Account as a mitigation option. No additional trees may be removed in the process of this Concurrent Plat; therefore, no tree preservation plan is required. Subsequently, the Planning Commission approved an amendment to the preliminary plat to grant the addition of phasing lines to allow the applicant to file the final plat in three phases. As the applicant has proceeded to secure construction approval for the development, issues developed surrounding the drainage on this property. The applicant, therefore, has reengineered the site and requests approval of a revised preliminary plat. The modifications to the originally approved plat and the addition of Lots warranted Planning Commission review and approval. Staff finds that the current proposal moderately varied from the originally approved preliminary plat and improved in connectivity. The Subdivision Committee forwarded this item to the Planning Commission on December 29, 2005. At this public meeting, an adjacent owner spoke of concerns regarding the location of the common property line between him and the subject property. The owner has since met with the owner of the adjacent property and is addressing this matter. Property description: The subject property contains approximately 47.13 acres of agricultural property located south of Huntsville Road, south and east of Roberts Road/Goff Farm Road. Stonebridge Meadows Subdivision I is not far to the west, and Phases II and III adjoin the property to the west and south. Bridgedale Subdivision is located just north and west of the property and the remaining surrounding property is developed with single family homes and agricultural land. Goff Farm Road shall be improved adjacent to the subject property to include a 28' street section with pavement, curb, gutter and storm drains on both sides, street lights and 6' sidewalk constructed at the right-of-way on the subject property side. The sidewalk along Goff Farm Road and all unbuildable/common area lots (common area, lift station, park area, detention pond) shall be installed (not guaranteed) prior to final plat approval for the phase in which they are platted. • Staff recommends the improvement of Robert's Road north of the subject property to Bridgedale Subdivision to a minimum pavement width of 20 feet. • Staff recommends the realignment of Goff Farm Road/Robert's Road in the manner submitted by the applicant, creating a "T" intersection.
