THE PLANNING COMMISSION
A meeting of the Fayetteville Planning Commission will be held Monday,June 10,2002 at
5:30 p.m. in the City Administration Building, 113 West Mountain Street, Room 219,
Fayetteville,Arkansas.
Roll Call
Approval of minutes from the May 28,2002 meeting
The following items will be considered:
Consent.
1. LSP 02-30.00 &31.00: Lot Split(Beard/Center,pp 599)was submitted by Jerry Kelso of
Crafton,Tull&Associates on behalf of Tom Broyles and John Ellis for property owned by
Cynthia Beard and William M. Center, III and located west of Razorback Road and south of
15th Street. The property is zoned I-1,Heavy Commercial/Light Industrial,R-2, Medium
Density Residential, and C-2, Thoroughfare Commercial containing approximately 29.62 acres.
The request is to split into three tracts of 22.11 acres, 4.42 acres,and 3.09 acres.
2. LSP 02-25.00 &26.00: Lot Split(Haines,pp 369)was submitted by Glenn Carter of Carter&
Associates on behalf of Edward&Lerene Haines for property located at 1921 Old Wire Road.
The property is zoned R-1,Low Density Residential and contains approximately 10.55 acres.
The request is to split into three tracts of 0.78 acres, 7.22 acres,and 2.55 acres.
3. LSP 02-27.00: Lot Split(Foster,pp 245)was submitted by Terri Lynne McNaughton on behalf
of Steven Foster for property located at the southwest corner of Weir Road and Salem Road. The
property is in the Growth Area and contains approximately 6.67 acres. The request is to split into
two tracts of 3.87 acres and 2.80 acres.
4. LSD 02-12.00:Large Scale Development(Bargo Engineering,Inc.,pp 604)was submitted by
Landtech Engineering,Inc. on behalf of Bargo Engineering,Inc. for property located at 1775
Armstrong Avenue. The property is zoned I-2, General Industrial and contains approximately
5.14 acres with a 20,000 sq.ft.building proposed for a warehouse.
5. ADM 02-17.00: Administrative Item (First Church of Nazarene,pp 253) The request is to
seek commercial design standard approval to reuse the building materials from E.F.I.S. and stone
to brick, split face block and metal siding.
6. VAC 02-4.00: Vacation(Renegar,pp 447)was submitted by Henry Renegar for property
located at 925 Rockwood Trail. The property is zoned R-1,Low Density Residential and
contains approximately 0.05 acres. The request is to vacate the easement on the west side of 925
Rockwood Trail.

7. PPL 02-9.00 Preliminary Plat(Sam Rogers Addition,pp 401)was submitted by Al Harris of
Crafton, Tull &Association,Inc. on behalf of Sam Rogers for property located at the northwest
corner of Salem Road and Wedington Drive. The property is zoned R-O,Residential Office and
C-1,Neighborhood Commercial containing 8.36 acres with two lots proposed.
8. PPL 02-6.00: Preliminary Plat(Brookstone Subdivision,pp 212)was submitted by Terry
Carpenter of US Infrastructure,Inc. on behalf of Washington Regional Medical System for
property located at 415 Longview Street. The property is zoned A-1,Agricultural and contains
approximately 38.62 acres with 8 lots proposed.
9. LSD 02-13.00: Large Scale Development(Fayetteville Municipal Airport,pp
795/796/834/835)was submitted by Ray Boudreaux on behalf of the Fayetteville Municipal
Airport for property located at 4500 S. School Avenue. The property is zoned I-1,Heavy
Commercial/Light Industrial and contains approximately 512 acres.
10. ADM 02-16.00: Administrative Item (City of Fayetteville,Master Street Plan,pp 488)was
submitted by the City of Fayetteville for Stone Mountain Road in Stone Mountain Subdivision.
The request is to change the Master Street Plan classification from a Minor Arterial to a Collector
and the location.
11. RZN 02-15.00: Rezoning(Garriott,pp 437/438)was submitted by Dave Jorgensen of
Jorgensen&Associates on behalf of Lary Garriott for property owned by John&Louise Sager,
Paul&Bernice Guisinger,RD&Kay Kight,Jean Ann Jones,James Guisinger,and Peggy Jones
and located north of Persimmon Street and west of 46th Street. The property is zoned A-1,
Agricultural and contains approximately 57.82 acres. The request is to rezone to R-1,Low
Density Residential.
12. CUP 02-17.00: Conditional Use(Hydeo,pp 134)was submitted by Mike Meane of By All
Means 2, LLC on behalf of Hydco, Inc. for property located northwest comer of Joyce& Steele
Blvd. The property is zoned C-2,Thoroughfare Commercial and contains approximately 0.90
acres. The request is for additional parking for a proposed restaurant.
All interested parties may appear and be heard at the public hearings. A copy of the proposed
amendments and other pertinent data are open and available for inspection in the Office of City Planning
(575-8264), City Administration Building, 113 West Mountain Street, Fayetteville,Arkansas. All
interested parties are invited to review the petitions. Interpreters or TDD for hearing impaired are

Street Plan to include 35 feet from centerline for Salem and Weir Roads. The applicant has met

Project: LSD 02-12.00: Large Scale Development(Bargo Engineering,Inc., pp 604) was
submitted by Landtech Engineering, Inc. on behalf of Bargo Engineering, Inc. for property
located at 1775 Armstrong Avenue. The property is zoned I-2,General Industrial and contains
approximately 5.14 acres with a 20,000 sq.ft. building proposed fora warehouse.
Findings: This property is surrounded by I-2 zoning. Additional right-of-way is being
dedicated along Armstrong Avenue pursuant to the Master Street Plan. Ten additional parking
spaces are being added as required.
Recommendation: Approval subject to the conditions listed below.
Standard Conditions of Approval: _.
1. Plat Review and Subdivision comments (to include written staff comments provided to
the applicant or his representative, and all comments from utility representatives - AR
Western Gas, SWBT, Ozarks, SWEPCO, Cox Communications)
2. Staff approval of final detailed plans, specifications and calculations (where applicable)
for grading, drainage, water, sewer, fire protection, streets (public and private), sidewalks,
parking lot(s) and tree preservation. The information submitted for the plat review
process was reviewed for general concept only. All public improvements are subject to
additional review and approval. All improvements shall comply with City's current
requirements.
3. Sidewalk construction in accordance with current standards to include a six foot sidewalk
with a ten foot greenspace along Armstrong.
4. Large scale development shall be valid for one calendar year.
5. Prior to the issuance of a building permit the following is required:
a. Grading and drainage permits
b. Separate easement plat for this project

d. Completion of all required improvements or the placement of a surety with the
City(letter of credit, bond, escrow) as required by§158.01 "Guarantees in Lieu of
Installed Improvements" to guarantee all incomplete improvements. Further, all
improvements necessary to serve the site and protect public safety must be
completed,not just guaranteed,prior to the issuance of a Certificate of Occupancy
Background:
The proposed large scale development was reviewed at the April 17, 2002 Technical Plat Review and
was tabled due to an incomplete drainage submittal. The project was reviewed again at the May 15,
2002 Technical Plat Review and the May 30, 2002 Subdivision Committee Meeting.
Discussion at the Subdivision Committee meeting included parking, landscaping, and fire protection
requirements.
The Subdivision Committee forwarded the Large Scale Development to the full Planning Commission
with all staff comments with the recommendation that this item be placed on the consent agenda.

Project: ADM 02-17.00: Administrative Item (First Church of Nazarene, pp 253) The
request is to change the building material.
Findings: A large scale development for First Church of the Nazarene was approved by the
Subdivision Committee on August 16, 2001. The proposal was for a new 20,527 square foot
church with 74 parking spaces. The Commercial Design Standards for the building were
approved to include a building primarily covered in E.F.I.S. with stone along the base, entryways,
and south side. The applicant is requesting a change in the building materials to include red
brick on the west, north, and east sides and tan metal panels on the south side. The base will be
beige split face block. The roof will be red standing seam metal.
Recommendation: Approval
Conditions to Address /Discuss:
1. Determination of compliance with Commercial Design Standards. Staff is in support
of the requested elevations and building materials.

property located at 925 Rockwood Trail. The property is zoned R-1,Low Density Residential and
contains approximately 0.05 acres. The request is to vacate a ten (10) foot wide utility easement.
Findings: On June 6, 1989, the City Council approved a right-of-way vacation in this area
with the exception of the ten (10) foot utility easement (Ordinance # 3429). There are no
existing water or sewer lines located within the utility easement.

Description of Request
It is desired to have the City of Fayetteville, Arkansas vacate
the easement within the previously vacated alley lying along
the westerly boundary of my family's property located at 925
Rockwood Trail. The alley is bordered on the east by Lots 3
and 8 in Block 5 of the Mountain View Addition and bordered
on the west by lots 4,5,6, and 7 also in Block 5. Lots 3 and 8
are owned by myself, Henry Renegar, and my wife, Jefferie
Renegar. Lots 4,5,6, and 7 are owned by George Rogers, our
next-door neighbor.
We intend to use an 18 inch strip of the alley for part of the
home addition that we are building onto our current residence
at 925 Rockwood Trail.
