VAC 02-12.00 & 13.00 (1021 & 1022): Vacation (Houses Development,pp 484) was submitted by Mandy Bunch of EB Landworks, Inc. on behalf of Greg House of Houses Development Co. for property located at the southwest corner of Watson Street and St. Charles Avenue. The property is zoned C-3, Central Commercial and contains approximately 0.12 acres. The request is to vacate two utility easements. 2. LSP 02-48.00 (1003): Lot Split(Washington Regional Medical Center, pp 251) was submitted by Peter Nierengarten of USInfrastructure, Inc. on behalf of Washington Regional Medical Center for property located at 3215 N. North Hills Blvd. The property is zoned A-1,Agricultural, C-2, Thoroughfare Commercial and R-O, Residential Office containing 52.03 acres. Appleby is a collector on the Master Street Plan and requires that 35 feet from centerline be dedicated as part of this split. This should be added to the plat. 2. Findings: Square footage: 30,800 Parking.-55 parking spaces are being removed with this addition and 200 parking spaces are being added. Existing Development: Washington Regional Hospital Other: A sewer line is being relocated as part of this project..This project will be utilizing the existing detention on site. Tree Preservation: The proposal is to comply with the Washington Regional Hospital tree preservation plan as previously approved. Recommendation: Approval subject to the conditions below. Conditions of Approval: 1. Planning Commission determination of a contribution for a traffic signal. Washington Regional Hospital was required to contribute to the traffic signal Futrall and Gregg based upon the square footage. In accordance with that requirement, Staff is recommending an assessment of$1,259.00. See attached memo. 2. Planning Commission determination of compliance of Commercial Design Standards. D. Design Elements Guidelines for Commercial Structures. 1. The elements to avoid or minimize include: a.Unpainted concrete precision block walls. b. Square,boxlike structures. c. Metal siding which dominates the main facade. d.Large blank,unarticulated wall surfaces. e. Large out of scale signs with flashy colors 3. A floodplain development permit is required prior to any work being done within the 100 year floodplain. 4. Planning Commission determination of the requested waiver of interior parking lot landscaping requirements. As part of the construction of the Medical Office Building a tree lawn is being removed which serves as the interior landscaping for the existing parking lot. The request is to replace these trees in other areas on the site. 5. Planning Commission determination of a waiver requesting that the required shrubs in the 25 foot landscaped area along Futrall be waived. In place of the required shrubs the applicant is proposing to install trees 20 feet apart in place of the 30 feet apart required by ordinance. See attached request from applicant and memo from Landscape Administrator. 6. Plat Review and Subdivision comments (to include written staff comments provided to the applicant or his representative, and all comments from utility representatives-AR Western Gas, SWBT, Ozarks, SWEPCO, Cox Communications) 7. Staff approval of final detailed plans, specifications and calculations (where applicable) for grading, drainage,water, sewer, fire protection, streets (public and private), sidewalks, parking lot(s) and tree preservation. The information submitted for the plat review process was reviewed for general concept only. All public improvements are subject to additional review and approval. All improvements shall comply with City's current requirements. 8. Large scale development shall be valid for one calendar year. 9. Prior to the issuance of a building permit the following is required: a. Grading and drainage permits b. Separate easement plat for this project that shall include the tree preservation area. C. Project Disk with all final revisions d. Completion of all required improvements or the placement of a surety with the City(letter of credit,bond, escrow) as required by§158.01 "Guarantees in Lieu of Installed Improvements to guarantee all incomplete improvements. Further, all improvements necessary to serve the site and protect public safety must be completed,not just guaranteed,prior to the issuance of a Certificate of Occupancy e. Parks fees paid and/or deed recorded and copy recieved. Background: The project was reviewed at the October 2, 2002 Technical Plat Review and the October 17, 2002 Subdivision Committee Meeting. CONSULTING ENGINEERS October 7,2002 Tim Conklin, City Planner City of Fayetteville 113 West Mountain Fayetteville,AR 72701 RE: Waiver Request for Landscaping Requirements WRMC Large Scale Development USI Job No: 020935 Dear Mr. Conklin: Re: WRMC Medical Office Building USI Job No: 020935 Dear Mr. Conklin: Washington Regional is requesting a waiver for the required interior parking lot landscaping in the existing parking area East of the prop psbd Medical Office Building. This parking lot was previously constructed and landscaped according to the city's current requirements. The configuration and location of the proposed Medical Office Building will require the removal of part of this existing parking lot and associated landscaping. Additionally, Washington Regional is requesting a waiver for a portion of the landscaping requirement for the 25' buffer between the proposed parking lot on the North Side of the property and Futrall Dr. right-of-way. It is required that this buffer contain continuous shrubs along with trees, spaced 30' apart. This landscaping requirement is designed to screen the view of the parking lot from Futrall Dr. The new parking lot will be graded, 8 feet lower than Futrall Dr. Due to this elevation difference, shrubs along the North side of this parking lot would not provide any screening benefits for motorist on Futrall Dr. In exchange for the waiver of the combined tree and shrub landscaping requirement, Washington Regional proposes to plant Red Bud Trees 20' apart in this buffer area. As is shown on the plans, the proposed expansion building will be built over the existing parking lot removing the tree island that exists. That tree island contained the trees needed to meet the interior parking lot landscaping for the parking area that is to remain. Since there is a parking shortage at the WRMC, and since the entire hospital campus was landscaped well above the standards required by the City, I feel that an exception is allowed in this situation I also recommend approval of the waiver from the requirement to plant shrubs between the proposed parking lot and the right of way of Frontage Road. Due to the topography of the site, shrubs planted between the proposed parking lot and the adjacent right of way will not effectively screen the parking as the requirement was intended. In this location, the frontage road is above the parking so those on the frontage road will look over the tops of the cars. Due to this situation, the hospital has suggested planting more trees than is required between the parking and the street which will provide the screen intended if shrubs were to be planted. The property is zoned RMF-12, Moderate Density Multi-Family Residential and contains approximately 11.94 acres with 108 units proposed. Findings: Proposal: Nine apartment buildings with 108 units, 180 bedrooms, and 180 parking spaces. Parking: 180 spaces required/ 180 spaces provided. Existing Development: This parcel is currently vacant. A private drive is being proposed from this site to the existing Cornerstone apartments in order for residents of this development to access existing amenities. Zoning: This property is zoned RMF-12 and is subject to a Bill of Assurance. A Floodplain Development Permit is required prior to any development in the floodplain. All dumpsters need to be at or above the BFE. 2. However,no certificates of occupancy, temporary or otherwise for the apartments may be issued until the final plat is filed.
