The following items will be considered: Approval of minutes from the December 11,2000 meetings. New Business: 1. CU 00-33.00: Conditional Use (City of Fayetteville (Wilson Park), pp 445)was submitted by Lisa Paschal on behalf of City of Fayetteville for property located at Wilson Avenue and Louise Street. The property is zoned R-1, Low Density Residential and contains approximately 16.87 acres. The request is to allow a Greenhouse/Plant Nursery (use unit 2) in a R-I district. 2. CU 00-34.00: Conditional Use (Hensen, pp 523) was submitted by Brett & Shirley Hensen for property located at the north 50' of lot 2, block 2 of McCrimmons Addition. The property is zoned C-2, Thoroughfare Commercial and contains approximately 0.22 acres. The request is to build a wholesale and storage building (use unit 2 1) in a C-2 district. 3. CU 00-37.00: Conditional Use (LaPachanga, pp 601) was submitted by Hilda Hurtado for property located at 1819 S. School. The property is zoned C-2, Thoroughfare Commercial and contains approximately 0.80 acres. The request is to allow a dance hall in a C-2 district. 4. AD 00-46.00: Administrative Item to Amend the Definition of a Family in the UDO to restrict domestic servants as a Conditional Use in residential districts. Name: Date: BACKGROUND: The City Parks and Recreation Division is requesting this conditional use in order to erect a greenhouse on the Wilson Park property. The rock building on this property has been serving as a greenhouse for several years, however it will not enable the Division to expand the propagation and other planting projects. The Division plans to use this greenhouse to more fully develop propagation programs and to allow more diversification of planting materials. The greenhouse will be used as a way to reduce costs of spring and summer plantings. The proposed 24' x 48' (1152 s.f.) structure is a kit building which consists of steel columns with arches at either end. The sidewalls will be 8' tall (with an arched roof above). All surfaces will be glazed in material that is designed to eliminate condensation and premature yellowing. The applicant proposes that in the future temporary cold frames not exceeding 3' in height may be attached to the greenhouse. The structure will be a 24'x 48' (1152 sq. ft.) Agratech Insulator. The Insulator is engineered to meet the strict 20/90 BOCA code. It will have 4" galvanized steel columns on 12' centers, 2 3/8" arches on 6' centers, 10 gauge gutters on both sides, and 7 runs of anti-condensate purlins. Raised sidewall height will ,be 8',providing more efficient use of space and utilities. The structure will include all framing and fastening accessories necessary for a complete working greenhouse system. A set of structural calculations and blueprints stamped by a licensed Arkansas Engineer will be provided. The greenhouse package also includes glazing for all surfaces with Green Tek's Green Lite "no Drip"corrugated Polycarbonate sheets. It provides a superior anti-condensate action compared to other materials that are used in the industry. It also comes with a limited I 0-year warranty against hail and premature yellowing. All greenhouse frame accessories are included in the package. All ventilation and heating/cooling equipment will be provided and installed. This equipment will be operated by a fully automatic control system with a wiring diagram and a custom relay panel which insures the most efficient use of gas and electricity. The City will be responsible for contracting all utility work. The greenhouse will need water, natural gas and electricity, all of which are available currently at Wilson Park in the area that the greenhouse will be built. This greenhouse will benefit the Park's and Recreation Divi-sion-in several ways. Our primary consideration will be savings realized for spring and fall annual and perennial plant materials that are planted though out the parks system. Additionally, we are researching propagating many of our own trees utilizing seeds and cuttings harvested from stock plants in our parks. We will be able to grow and overwinter plants that would otherwise be cost prohibitive to purchase quality plants in quantity. We will also be able to utilize a more diversified selection of plant materials, providing an educational experience for park's patrons by showing them what's new, what works and what doesn't. For the past three years we have utilized the rock building at Wilson Park as a greenhouse, this has enabled us to propagate a limited amount of plant materials from both seeds and cuttings. Each year we are able to improvise a little more, allowing us to broaden our base of plant materials for spring and summer plantings and to reduce dollars spent to purchase (often sub- quality)plants. This building has been indispensable for this use, but we have reached the top limit of what we can do in this limited space with inadequate lighting and drainage. I believe our labor and landscape maintenance budget could be best utilized with a well designed and constructed greenhouse. Temporary cold frames not exceeding 3 ft. in height may be attached to the greenhouse in the future. No other additions to the greenhouse are planned at this time. Name: Date: BACKGROUND: The applicant owns the auto parts store directly to the north and has requested approval for a warehouse to serve his existing business. The existing business is located on the northeast comer of Locust Ave and Archibald Yell Ave. The Board of Adjustment on January 2, 2001 approved two variances in order to build a 3,600 sf warehouse on the lot. The lot dimensions as shown on the site plan are 180' X 50' and contains a total of 9,000 sf. There is a discrepancy regarding the lot dimensions shown on the site plan and the lot dimensions called out in the legal description on the deed. Staff will need an explanation and resolution to this discrepancy prior to any building permit being issued on this property. Staff has advised the applicant that the south side of the building would need to be addressed with regard to commercial design standards. Staff is also concerned about the compatibility of having a large warehouse adjacent to an existing single family home to the south and has placed conditions for screening and landscaping along the south property line. The applicant is also showing seven parking spaces on the site plan. The ordinance allows 2 spaces for a warehouse. The applicant will need to apply for the extra parking as a separate conditional application.
