Opening:
The regular meeting of the Parks and Recreation Advisory Board was called to order by
Mike Hill at 5:30 P.M. on August 1, 2005 in Room 219 of the City Administration
Building located at 113 West Mountain Street, Fayetteville, Arkansas.
Present:
Parks and Recreation Advisory Board members Hill, Bailey, Harrison, Langsner, Marley,
Davidson, Mauritson, Pawlik-Holmes and Park Staff Edmonston, Wright, Coles, Jumper,
Whillock and Audience.
1. Approval of July 11, 2005 regular meeting Minutes
MOTION:
Langsner moved to approve the Parks and Recreation Advisory Board
July 1, 2005 meeting minutes. Bailey seconded the motion.
The motion was approved 7-0-0 with Hill, Bailey, Harrison, Langsner,

The motion was approved 7-0-0 with Hill, Mauritson, Bailey, Langsner,
Davidson, Harrison and Marley voting 'yes' and Pawlik-Holmes absent
for the vote.
5. Park Land Dedication Fund Request: Alison Jumper, Park Planner
Parks and Recreation Staff is requesting $11,165 from the Northeast Park District
Fund for the Braden Park Development project. Currently there is $40,000
funded for the project. Arkansas Parks and Tourism awarded $40,000 in
matching funds for the development of Braden Park. In addition, Covington POA
is donating $10,000 to the project which makes a total budget of $90,000. Bids
were opened in June and were over the budgeted amount. We estimate the
August 1, 2005 / 3
$11,165 added to the project budget will be sufficient funds for this project to
proceed according to the plans approved in the Braden Park Master Plan.
Davidson inquired if this amount will fully fund both phases.
Jumper said the amount is for phase I only.
Davidson asked what the cost of phase II would be.
Jumper said phase I consists of the walks and playground as the bulk of the
construction with phase II being minimal consisting of the fire pit and other
miscellaneous items for completion of the park.
Edmonston stated the staff has met with the citizens of the community and has
received the approval for the project to be completed in two phases.
Marley asked why the bids were over the original estimated cost.
Jumper said only one bid was receive due to the fact it is difficult to get bids on
small projects.
Edmonston said Fayetteville costs of these types of projects is high.
Marley asked if future projects could be planned for in-house construction.
Edmonston said that possibility is being considered.
PRAB Motion: Mauritson moved to permit use of $11,165 from the
Northeast Park district funds for phase I of the Braden Park
Development project. The motion was seconded by Davidson.
The motion was approved 7-0-0 with Hill, Mauritson, Bailey, Langsner,
Davidson, Harrison and Marley voting 'yes' and Pawlik-Holmes absent
for the vote.
6. CIP Projects: Connie Edmonston, Parks and Recreation Director
The Board viewed a power point presentation explaining the projects outlined by
Edmonston at the meeting.
PRAB Motion for 5 Year CIP: Langsner moved to purchase Fairlane
property and to approve all of the 2006 projects per the plan presented.
Mauritson seconded the motion.
The motion was approved 8-0-0 with all members present and voting
"yes".

PRAB Motion for 2005 and 2006 Park Land Dedication Fund: Harrison
moved to accept the CIP plan for 2006-2010 as presented by
Edmonston. Langsner seconded the motion.
The motion was approved 8-0-0 with all members present and voting
"yes".
7. School Park Usage Agreement Update, Connie Edmonston
Edmonston met with the Fayetteville School Board on Thursday, July 28. The
School Board approved the agreement for the City to lease a portion of Holcombe
Elementary and Asbell Elementary property. The lease is for a 10 year period. It
will now go to City Council for approval.
8. There was no further business and the meeting was adjourned by Hill at
6:15 P.M.

Please find two copies of a concept plat for the subdivision of 24.81 acres located along the south
side of Mission Boulevard. The current concept plat has 66 lots however we anticipate this
number to be lowered to 63 lots. The owner proposes money in lieu of park land dedication.
Since we are proposing money in lieu of park land we did not provide a tree preservation plan,
this will be submitted with the preliminary plat submittal.

Dear Ms. Jumper:
The subject property mentioned above is being developed by Gregory T. House,
Houses Incorporated, 217 North East Avenue, Fayetteville, AR 72701; phone:
479-521-9155. Currently, the property is zoned RMF -40. The properties
immediately to the north, south, east and west are also zoned RMF -40. All of
them are occupied by apartments, except the one on the south side, which is
currently used as a parking lot. We are proposing 33 one bedroom apartments
on the site.
The site is served by City water and sewer. Both Whitham Ave and Douglas
Street contain a four- inch water main and a eight - inch sanitary sewer line in
the right of way. Electric to date has been served by overhead wires.
It will have similar land usage and traffic counts; the appearance will blend
better and there is no signage proposed as yet.
One of the existing homes will be demolished prior to construction of the
apartment building.

We are developing approximately 1.92 acres at the intersection of Hotz Drive and Razorback
Road in Fayetteville, AR. We have decided to use the option of money in lieu of land for our
required Parks contribution. Our required amount of money in lieu of land is:
Multi Family 43 units x $393.00 = $16,899.00
We are still working out the final design for this site. The number of units was calculated
using the maximum allowed by the Zoning Regulations for this site.
We would like to schedule a meeting between your staff and our Civil Engineer, N. Art Scott,
and our Landscape Architect, Amy Scott. Please contact them at 479-248-1161. to coordinate an
onsite meeting, at your convenience. We would like to be on the agenda for the Parks and
Recreation Board Meeting scheduled for September 12, 2005.

On behalf of my client, Benton Development, LIC. please consider this correspondence
as an official request to pay money in lieu of land dedication to the City of Fayetteville
Parks Department as it relates to a proposed RSF-4 Development. Benton Development,
1_I...0 is proposing a 30 lot residential subdivision , west of Salem Road and south of Weir
Road. The proximity to current City of Fayetteville owned land and the small size of the
development are the two primary reasons for the money in lieu of request. At the current
rate of 5555 per lot the contribution to the parks fund would be 516,650. At this time, no
neighbors have been contacted regarding this development. Thank you for your
