Introduction of the new Park Planner, Kay Curry: Connie Edmonston, Parks & Recreation Director 2. Approval of May 1st, 2006 PRAB Meeting Minutes 3. Washington -Willow Neighborhood Association Proposal for St. Joseph Park: Alison Jumper, Park Planner (See attached proposal.) Park Staff Recommendation: Staff recommends approval of an additional $5,000 from the Park Land Dedication Southeast Park District to assist with development of the .18 acre St. Joseph Park. It is further recommended that the park sign remain as the top priority to fund in order to inform citizens this is a public park. Land and money in lieu were accepted as the requirement of this project. The money in lieu was utilized by the developer to install the irrigation and sod. Parks also had to pay the impact fee to set the water meter. Park staff and equipment installed ten donated trees in the park. At this point in time, Parks has contributed $15,000 to this project, plus another $15,000 is budgeted for 2006 for a total park budget of $30,000. The neighborhood association has received $1,500 in tree donations. In addition, $1,110 was received for donated block. Park staff commends this neighborhood for their investment and energy to develop this park. Total estimate for development of the park is $54,611. Currently there is a total of $128,266 in the Southeast Park District Fund which has been reserved in order to acquire land next to the 2 acres park dedicated in the Fairlane Subdivision. One parcel has been appraised and staff has been in contact with the owner. There are a couple of other parcels adjacent to the park land that also might be possibilities to acquire. PRAB Motion: 4. Trail Naming Proposal: Matt Mihalevich, Trail Coordinator The following names of trails were recommended for approval of PRAB by the Sidewalk and Trails Committee on April, 12, 2006. The trail names were submitted at the May 1st meeting and tabled according to the Naming of Facilities Policy to allow for public input until the June meeting. St. Paul Trail - Currently constructed between Morningside and Armstrong, south of Pump Station Road. This trail will connect to Combs Park. The trail is constructed on the abandoned St. Paul Railroad. Town Branch Creek Trail — Under construction between Beechwood and Razorback. The trail will continue to follow Town Branch Creek east to the White River. Tsa-La-Gi Trail - Soon to be under construction from Hill Ave. west to the railroad line. This trail will run parallel with Sixth Street to the south and closely follow the historic Trail of Tears of the Cherokee Tribe. Clabber Creek Trail - This future trail will be located north of Mt. Comfort Road. The trail will follow Clabber Creek from the confluence with Hamstring Creek east to Scull Creek Trail. Scull Creek Trail - This future trail will roughly run parallel with Gregg Street. This trail will follow Scull Creek from the confluence with Mud Creek south to Wilson Park where it will meet Frisco Trail. Owl Creek Trail - This future trail to be Located south of Hwy 16 West (Wedington). This trail will follow Owl Creek from Double Springs Road east to Rupple Road, near the Boys and Girls Club. PRAB Motion: 5. Wilson Park Bridge\Trail Proposal: Matt Milhalevich & Connie Edmonston Currently there is $22,000 in the Capital Improvement budget to improve the trail on the Park Street side of Wilson Park. The current trail utilizes the sidewalk as the trail on this portion. With the immediate curve and hill, this creates a potential unsafe area for trail users. This improvement would begin on the north side of the swimming pool entry off of Park Street. The trail would need a bridge and would continue on the outside of the softball field and would connect back to the Castle area. The University of Arkansas engineering class has used this as a class project to assist with this project. The bridge and bridge abutments and sub -structure is estimated to cost $37,000. Total cost of this project is estimated at $90,823. (See attached estimate and pictures.) Staff Recommendation: Park Staff recommends to approve $69,000 from the Park Land Dedication Fund to assist with the Wilson Park Bridge and Trail Improvement project. PRAB Motion: 6. Park in Salem Meadows Subdivision: Alison Jumper, Park Planner Currently there is $80,000 in the Capital Improvement budget to develop the park at Salem Meadows Subdivision. A public meeting was held on February 2, 2006 to discuss development of the 1.8 acre park. Staff is working with City Engineers to explore drainage options and estimates to correct current problems with drainage. Staff Recommendation: Park Staff recommends to approve funds from the Park Land Dedication Fund to assist with the drainage of the park in the Salem Meadows Subdivision. Staff will present the cost recommendation at the meeting. PRAB Motion: 8. Community Park Update: Connie Edmonston, Parks & Recreation Director 9. Other Business: 10. Adjournment NOTE: The new fees for the Park Land Dedication fees adopted by City Council on May 2, 2006 went into effect on June 2, 2006. With the average cost of an acre of raw land at $40,000, this calculates the Single Family additions at $960 per unit and Multi Family units at $680. Re -appointment of a New Parks and Recreation Advisory Board member will be on the June 20, 2006 City Council Agenda. Present: Parks and Recreation Advisory Board members Bailey, Davis, Bitler, Burke, Langsner and Davidson were present; Colwell was absent; Trail Coordinator Mihalevich and Transportation Manager Gulley; Park Staff Coles, Jumper, Edmonston, Whillock and audience were in attendance. 1. Approval of April 3rd, 2006 PRAB Meeting Minutes PRAB Motion: Burke moved to approve minutes as corrected and Langsner seconded. Motion approved unanimously. 2. Davis questioned what Tsa La Gi means in Cherokee and requested Matt verify the meaning. The name was chosen by the Sidewalk and Trails Committee and is one spelling of the word that was to become Cherokee as used by the English settlers. Park District: SW Units: 117 single family phase one, 28 single family phase two Total Acres: Land Dedication Requirement: 3.48 acres for both phases one and two Money in Lieu Requirement: $80,475 Existing Parks: None existing Developer's Request: Dedicate approximately .64 acres to for a 20' trail corridor along Shiloh as shown on the FATT plan and dedicate money in lieu for the remaining requirement to be used for trail construction. Staff Recommendation: Dedicate approximately .64 acres to for a 20' trail corridor along Shiloh as shown on the FATT plan and dedicate money in lieu for the remaining requirement. Money in lieu may be used by the City for trail construction or actual construction cost may be credited to the developer in the event the developer builds the trail. Justification: Park land and trail corridor are needed in this area according the Parks and May 1, 2006/ 2 Recreation Master Plan and the FATT plan. Park land for a neighborhood park is anticipated to be dedicated with phase three of this project which is on the western side near Rupple Road. Additional park land is anticipated to be dedicated for future phases on the south border of this property near Old Farmington Road. Davis asked if the developers will work with the City to meet requirements for the trail construction. Jumper said they would be working with Mihalevich on design and location and the on-site construction will be coordinated with Gulley's crew. Gulley explained the need for the developer to tie in the construction of the trail area with the construction of the entry to the development is critical to the progress of the project and with the other priorities of the City staff it was more cost effective to let the developers handle the project with City guidance. Bitler asked if the 3.48 acres has been dedicated or is that part of the future development. Jumper said the final plat has not been submitted so we will wait until a variance is processed since it's over 100 units. Bitler asked if it's in the future and not guaranteed. Jumper responded that is the case. She said we'd see each phase as it comes through. The developer has an overall plan and will be doing it in phases as they can. Davidson asked if there's a time frame for Phase 3. Hafemann, representing Reserve LLC, said it's in the future depending on how well each phase processes. Jumper said there is talk of a neighborhood park in Phase 3 also. Bitler asked if we could take land outside of that which is being developed. May 1, 2006/ 3 Jumper said we can't require it. If the owner/developer wants to deed it to the City they can, but the City can't require it. Edmonston explained some developers will bring all phases at one time and bank the required land dedication to draw from with each phase as developed. This developer wants to take care of each phase as it's developed. Bitler asked if there's any concern about eventually acquiring the land. Edmonston said the Boys and Girls Club is across the street from the proposed development and the new school on Rupple will provide indoor and outdoor opportunity for activity and play areas for the surrounding areas. PRAB Motion: Davis moved to accept Staff recommendation to accept .64 acres for a 20' trail corridor along Shiloh and accept money -in -lieu for the remaining requirement. Langsner seconded the motion. The motion carried 6-0-0 with Colwell absent for the vote. A second motion to recommend a waver to accept park land and money -in -lieu for a future phase was made by Davis with second by Langsner. Vote carried 6-0-0 with Colwell absent for the vote. 4. Park Land Dedication: Alison Jumper, Park Planner Development Name: Drake St. Apartments Engineer: Crafton Tull and Associates Owner: John Horne Location: Southwest corner of Drake and Greg Streets Park District: NW Units: 192 Multi -family units Total Acres: 8.80 acres Land Dedication Requirement: 3.26 Money in Lieu Requirement: $75,456 Existing Parks: Gordon Long Park and Scull Creek Trail Developer's Request: Combination .034 acres land for trail corridor and remaining $74,670 money in lieu. Staff Recommendation: Combination .034 acres land for trail corridor and remaining $74,670 money in lieu. Justification: Land for Scull Creek trail as shown on the FATT plan is located within this May 1, 2006/ 4 development and leads to Gordon Long Park. Steve Beam, Crafton, Tull & Associates, said the trail dedication amount and location will be adjusted slightly to the west and north to allow for Scull Creek Trail to cross the area. PRAB Motion: Davis moved to recommend waving the ordinance requirement of a land dedication to allow Parks and Recreation to accept the required amount for trail corridor in combination with the balance money -in - lieu. Bitler seconded the motion. The motion carried 6-0-0 with Colwell absent for the vote. 5. Park Land Dedication: Alison Jumper, Park Planner Development Name: Emerald Point Engineer: Steadfast, LLC Owner: Ira Zakariadze Location: East of Double Springs Road, north of Dot Tipton Park District: SW Units: 47 single Family lots Total Acres: 9.7 acres Land Dedication Requirement: 1.128 acres Money in Lieu Requirement: $26,085 Existing Parks: Legacy Point park land, Owl Creek Trail - future Developer's Request: Money in lieu Staff Recommendation: Money in lieu Justification: The existing 3.4 acres Legacy Pointe park land is located within a half mile service area of this development and as well as an additional 4.93 acres to be deeded in the future. Additionally, a trail along Owl Creek is shown on the FATT plan to connect to the Boys and Girls Club. PRAB Motion: Langsner moved to accept staff recommendation of money -in -lieu and Bitler seconded. The motion passed on a vote of 6-0-0 with Colwell absent for the vote. 6. Summer Recreational Programs Update: David Wright, Recreation Superintendent Wright reported this is the 10th year for Concerts in the Park and the occasion May 1, 2006/ 5 will be recognized by the appearance of the 7 favorite performances beginning on May 25 with Trout Fishing in America. He said the second year of Movies in the Park will be on Friday night instead of Saturday night and will be shown at various locations. The first movie Holcomb Elementary Night and Daddy Daycare will be showing at Gary Hampton Softball Complex. The Wilson Park Swimming Pool will be opening on May 27 and work is being done to prepare the pool for the public opening. 7. Summer Park Maintenance Update: Jeff Coles, Parks Maintenance Superintendent Coles reported the work at the parks as being in the transitional stage from the completion of spring projects, including ball field renovations, into regular summer park upkeep and maintenance. With the addition of approximately 30 new acres of park land to the 410 acres currently maintained at a high service level, the requirements for upkeep has increased the need for additional employees. The staff also trims and mows other areas besides the parks proper. The maintenance staff is also working with the recreation staff to get the Wilson Park Pool ready for season opening on May 25. 8. Mt. Kessler Tour Update: Bailey reported on the hike on Mt. Kessler. He said the area is very desirable and something we want in the City's system. He said it is one of the most undisturbed areas in the city and this is an opportunity to showcase "green" development. Burke said the maple tree stand was listed in a national registry in the 1920's per botanist Doug James who hiked with the group. Edmonston reported on the DePalma land dedication. The area will be called The Anthony DePalma Nature Park of Mount Sequoyah Woods. 9. Park Land Dedication Ordinance Amendments: The Park Land Dedication Ordinance Amendments were left on the first reading at the April 18, 2006 City Council meeting. The item is on the Tuesday May 2, 2006, 6 p.m. City Council Agenda as the 3rd item under Unfinished Items. Please save this date for Parks and Recreation. We need your support at the Council meeting. 10. Community Park Update: No update available at this time. 11. St. Joseph Park (former playground of St. Joseph School) Dear Members of the Board, The current development trends in our city are having a lasting negative impact on our green space. Unless we are environmentally proactive in our responsibility to future generations, our children may not be able to enjoy the beautiful parks and historical resources that we now take for granted. As noted in the Parks and Recreation Master Plan, the current administration expressed that top priority be given to the development of greenways. In September 2000, groups attending the Steering Committee Workshop came up with a mission statement that included the need to establish "...diversified park system that encourages community pride". In keeping with the vision as set forth in the Master Plan, the Washington -Willow Neighborhood Association is in the process of developing a mini -park at the old St. Josephs School playground on Lafayette Street. Our Association is currently campaigning to raise one-half of the funds and materials required to develop the mini -park, but we cannot do it alone. Therefore, in addition to the C.I.P. funds ($15,000) approved for the development of the mini -park, we are respectfully requesting approval by the Board of an in-kind donation of up to $20,000 from the parkland dedication funds within our quadrant, to match the proceeds of our fundraising campaign and to fulfill the costs required to develop the mini -park. Each day we lose valuable open space to make room for suburban development, but if we all do our small part we can maximize the establishment of quality green space and keep our historical culture intact for future generations. When this site was planned for redevelopment with condominiums, the neighborhood took the opportunity, with strong support, to request that a portion of the site be dedicated to the City for a neighborhood park. With great success, St. Joseph Park was dedicated to the City of Fayetteville on January 20, 2004. Following a thorough community design process, the park design was approved by the City's Parks and Recreation Advisory Board in March 2006. After an open online vote, the name St. Joseph Park was cho- sen to commemorate the historical significance of the park site. The park site holds a rich history as it was part of the St. Joseph Catholic Parish from 1878-2002. A rectory stood on this site until it burned in a fire on Christ- mas Eve 1946, tragically killing two priests. The site later served as the playground for St. Joseph's school children until the school moved in 2002. This fund raising event offers the opportunity for many neighbors, alumni, business owners, and inter- ested citizens to be a permanent fixture in the history of this site. Currently being re - evaluated. 00007 Red Oak Park Development Parks Development Development of Red Oak Park includes picnic tables, grills, benches, and continuation of the natural trail as requested in the public meeting. Complete 02001 Lights of the Ozarks Sales Tax Capital Improvements Lights of the Ozarks is a display of more than 400,000 lights on the downtown square that runs from Thanksgiving until New Years. Salaries and motor pool were charged to the project in January of 2006. Park staff spent 664 hours removing the lights. Thanksgiving thru New Year Day. Ongoing. 02002 Community Park Development Sales Tax Capital Improvements / Parks Development Purchase and develop a multi-purpose Community Park according to the Parks and Recreation Master Plan. Cummings property was selected for the community park site by PRAB and Park Staff. On September 7 2004, a resolution approving the mayor to enter into a contract with SouthPass Development was approved. This included the donation of 200 acres and 1 million dollars for the development of the park. Terracon Consultants, Inc. completed a work plan ($1,500) that described all necessary studies needed to determine the impact of the 33 -acre landfill located within the property. Estimated cost of the complete study is $50,000. Staff is working with ADEQ for potential funding of land fill remediation. SouthPass has purchased the Cummings Trust. The City is currently waiting to receive a deed for the donated property before planning of the park can begin. This project will begin as soon as the property is deeded to the City. 02003 Park Beautifications Sales Tax Capital Improvements / Parks Development Additional flowerbeds were requested at several of the Parks and Recreation Master Plan public meetings. Walker Entry Sign project has been changed according to the cost and needs of the citizens. Construction began in November. The remaining funds will be used for landscaping, irrigation and utilities for this project. Irrigation and Landscaping of Walker Park sign to begin in May with completion in June. Construction of the wall and berm will be complete. 02004 White River Baseball Complex Improvements Parks Development Renovation of dugouts and to add a new storage building. Storage Building, Dugouts, Demolition of old concession building and landscaping complete. Project completed. 02013.1 Braden Park (Neighborhood Park Development) Parks Development/Park Land Dedication NE Braden park was scheduled for development in 2005. Plans for the park were created and an Outdoor grant was approved by the State of Arkansas The notice to proceed from the Outdoor Grant was received on June 1, 2005. The Braden Park Master Plan was approved in August 2005. Project completed. Grand Opening held April 20. Parks is working with Transportation to construct a handicap parking area that will complete this project. Parking area expected to be complete in June 2006. 02013.2 Lafayette (Neighborhood Park Development) Parks Development Park Design approved in February 2006. Cost Estimate & Donations are being prepared. 10 trees were ordered and planted in April 2006. Donations for the trees were made from the neighborhood. Specifications and construction documents are in the process of being written in order to bid. Neighborhood is working on receiving donations to assist with project. 02013.3 Salem Meadows (Neighborhood Park Development) Park Land Dedication NW Salem Meadows is 1.84 acre neighborhood park obtained through the PLDO in 2004. Water runoff from adjoining subdivisions discharges into the lower valley of Red Oak Park creating an erosion problem for the park trail, tree root erosion, and various park amenities. Gordon Long Park has two low water bridges that need to be renovated. This project will improve the safety and usability of the bridges over Skull Creek. The trail at Gordon Long needs improvements since it is built on a steep hillside. The Gordon Long trail bridge project is to be determined after plans for the widening of Gregg Street are identified. The project is being reviewed by City engineers. The City's Engineering Division has completed a preliminary summary and scope for Red Oak park. Crafton Tull and Associates has been selected to complete a detailed survey for Red Oak Park. A grant was submitted by Engineering to assist in this project. Gordon Long bridge project to be determined after plans for Gregg Street are identified. The project is being reviewed by City Engineers. A grant was awarded for drainage improvements. Completion: September 2006. 02043 Lake Fayetteville/Sequoyah Improvements Sales Tax Capital Improvements / Parks Development To construct a pedestrian bridge over the spillway at Lake Fayetteville. Park Land Dedication Funds from the NE Park District were approved for the Lake Fayetteville Spillway Bridge Project. An ADA accessible restroom will be installed to the Lake Fayetteville Boat dock recreation area. The Lake Sequoyah boat docks are being evaluated for replacement/renovation. $12,000 was approved to replace the bleacher cover at Field # 3, resod ballfield access, concession building renovations, and restripe the parking lot. Staff and the Lake Sequoyah boat dock operator have been evaluating the needs and status of the existing boat docks. A survey of boat slip renters concerning their needs has been completed. Staff met with Steven Boss- U of A Geology Department to discuss bathymetric study of the lake. Staff is currently assessing feasibility of the boat dock for replacement. Evaluation of the Lake Sequoyah project is scheduled to be completed in the third quarter of 2006. The Lake Fayetteville restroom contract was awarded. Maintenance staff will complete installation of the prefab structure. The bleacher cover was replaced by staff. Resodding and concession renovations have been completed by Staff. Bids are being received for the striping of the parking lot. Evaluation of Lake Sequoyah Boat Docks began in March 2005. Lake Fayetteville Boat Dock Restroom: Start: February 2006, Completion: Project plan under review with State Health Planning Department. Projected completion is June 9, 2006. 02045 Forestry, Safety, and ADA Compliance Sales Tax Capital Improvements Funds were used for the Celebration of Trees give-away, a tree inventory, the Community Tree Planting Initiative program, and grants. Funds also to be used for unforeseeable emergencies occurring due to inclement weather, vandalism, replacement, or renovation of park amenities to meet ADA/Safety standards. Trees were purchased and plantings have begun on Gregg Street. Trees have been purchased for spring plantings. The trees for Celebration of Trees will be purchased in March 2006. A stump grinder purchased is likely in the second quarter 2006. The Tree Celebration was April 1, 2006. This project is on-going. A Stump Grinder was purchased in the amount of $12,240. Design for irrigation for Tree Farm will start in June. 03017 Mt. Sequoyah Land Purchase Sales Tax Capital Improvements The City of Fayetteville purchased 68 acres on Mt. Sequoyah in 2003 for $700,000 with 3% interest until paid. This park is Mt. Sequoyah Woods located at 100 N. Summit Ave. In 2006, $153,000 will be paid. Two remaining payments will be made in 2007 and 2008. Completion in 2008. 03022 Lake Fayetteville Trails(Kiosk) Parks Development Funding is to match the two existing grants for signage and trail improvements (Kiosk) at Lake Fayetteville Trail. Other projects include developing trail maps, trail mileage markers and signs. 1997 - $20,000 Grant Award AHTD - Recreation Trails Grant (80/20 match): Signage and kiosk are being designed and project were bid in November 2004. Completion by July 2005. Staff is working with Taylor Mack to design trail maps for $ 3,964. Trail mileage markers and kiosks will bid in April 2006 with completion expected Fall 2006. Trail Maps will be completed July 2006. Distance Markers ordered and will be delivered June 2006. Kiosk are being designed and expected completion is December 2006. 05001 Gulley Park Improvements Sales Tax Capital Improvements / Parks Development To add parking spaces for Gulley Park Staff met with the Baptist church on Township to discuss options for parking. The church denied joint usage of their property. Staff is partnering with the U of A to receive grant money from the Arkansas Forestry Commission to design bio-swales in the parking lot. U of A is designing the project. Design to be complete June 2006. Construction to be completed: October 2006.
