Trail Naming Proposal: Matt Mihalevich, Trail Coordinator The following names of trails were recommended for approval of PRAB by the Sidewalk and Trails Committee on April, 12, 2006. According to our Naming of Facilities Policy, the names are submitted for review to PRAB and are automatically tabled until the next month to allow for public input. St. Paul Trail - Currently constructed between Morningside and Armstrong, south of Pump Station Road. This trail will connect to Combs Park. The trail is constructed on the abandoned St. Paul Railroad. Town Branch Trail — Under construction between Beechwood and Razorback. The trail will continue to follow Town Branch Creek east to the White River. Tsa-La-Gi Trail - Soon to be under construction from Hill Ave. west to the railroad line. This trail will run parallel with Sixth street to the south and closely follow the historic Trail of Tears of the Cherokee Tribe. Clabber Creek Trail - This future trail will be located north of Mt. Comfort Road. The trail will follow Clabber Creek from the confluence with Hamstring Creek east to Scull Creek Trail. Scull Creek Trail - This future trail will roughly run parallel with Gregg Street. This trail will follow Scull Creek from the confluence with Mud Creek south to Wilson Park where it will meet Frisco Trail. Owl Creek Trail - This future trail to be Located south of Hwy 16 West (Wedington). This trail will follow Owl Creek from Double Springs Road east to Rupple Road, near the Boys and Girls Club. Present: Parks and Recreation Advisory Board members Bailey, Davis, Bitler, Burke & Colwell; Davidson and Langsner were absent; Harrison has resigned his position on the Board; Park Staff Coles, Jumper, Wright, Edmonston, Whillock and audience were in attendance. 1. Arkansas Recreation and Parks Association Awards: Presented by Mayor Coody Volunteer Group of the Year: Pagnozzi Charities The award was accepted by Missy Shanklin and Sarah Eldridge of Pagnozzi Charities and Terry Lawson with the Fayetteville Youth Baseball , Inc. Program of the Year: Red, White and Boom Fireworks The award was accepted by Connie Edmonston, Parks and Recreation Director who thanked David Wright and Jeff Coles for the tremendous amount of work they put toward the event. 2. Approval of March 6, 2006 PRAB Meeting Minutes PRAB Motion: The motion was made by Bitler and seconded by Burke to accept the minutes as presented. All attending voted 'yes'. 3. Naming of LaFayette Lofts Development Park: Item was tabled from March 6, 2006 meeting to allow for public input according to the Facility Naming Policy Based upon the recommendation from the Washington Willow Neighborhood Association, Parks and Recreation Staff recommends to name the park located within the LaFayette Lofts Development - St. Joseph Park. See attached justification for naming the park St. Joseph Park. PRAB Motion: Burked made the motion to approve and accept the name, St. Joseph Park, and Bailey seconded the motion. Motion carried unanimously. 4. Conservation Easement Discussion: Frank Sharp Frank Sharp has requested a formal position from PRAB on the questions posed at the March 6, 2006 meeting which are included in the attachment packet. The questions submitted in the packet are as follows: April 3, 2006/ 1 • Do you substantially agree with the items listed under #5 of the Draft Goals of the City Plan 2025 for an "enduring green network"? #5 - ...we will assemble an enduring green network *vigilantly nurture a continuum of green including *tree -lined streets *canopy restoration and protection *small neighborhood parks, square, commons and greenbelts *major parks and recreation facilities *greenways and trails *large-scale preserves for stabilizing hillsides, protecting natural habitats and water quality, and scenic vistas *accelerate public acquisition of open space and parks *promote widespread deployment of conservation easements, transfer of development rights, and cluster development *maximize City influence over development and preservation in outlying unincorporated areas • Do you agree that the Southpass Park complex needs to be linked via a multipurpose trail, to the new school and the Boys and Girls Club? • To "promote the widespread deployment of conservation easements" should the City accept and monitor these easements, or depend upon other organizations such as the Northwest Arkansas Regional Land Trust? • May I have your permission to work with Connie and her staff on planning an "enduring green network" on Kessler Mountain? If so, I will be happy to coordinate between the City, the Southpass developers and my neighbors on Kessler Mountain. • Would you be interested in me leading your group on a hike and picnic along the existing trails on Kessler Mountain? PRAB Discussion: Frank Sharp is planning to put twenty acres in a conservation easement near West 6th Street and his neighbor, Jamie Steel, is interested in placing 65 acres in an easement as well. Sharp explained the land trust process and the entities that hold land trusts. Those being Ozark Regional Land Trust and Northwest Arkansas Land Trust or would the City of Fayetteville be interested in taking the easement. The question would remain as to who would be responsible for monitoring the land use going forward. Bailey suggested checking into the potential of the monitoring group allowing a variance at some point in the future. He stated that the City has, in the past, allowed variances for established use. Colwell suggested Sharp check into the various organizations that handle land trusts and determine who would best serve the intended use of the proposed land. Sharp stated the City would be able to monitor the land less expensively than one of the nature related organizations which charge 10% stewardship fees based on appraised value of the land. He said the easement should express the desire to create, maintain and protect the various aspects of the land. He said a third party would enforce the wishes and intent of the land owner. April 3, 2006/ 2 Sharp asked if there is any interest from the City in connecting the Smoke House Trail which runs through the twenty acres he wants to place in the easement, with the proposed Rupple Road Trail that would give access to the Boys and Girls Club. Colwell said he believes this is a great idea and shows creative forward thinking. Bitler asked what type of trail Sharp has in mind, natural or paved. Sharp said it would probably be best kept natural as it currently is. Bailey stated that since other 'nature' groups charge fees for holding and monitoring the land he'd like to see the City take over the project. Edmonston stated the presentation was to begin a discussion on the subject. The city Attorney needs to draw up an agreement and Dover Cole will need to bless this sort of approach in the City Plan at the May 17th meeting. She said she would be willing to set a time for the Parks Board members to participate in a hike of the land led by Frank Sharp. 5. Review of Park Land Dedication Requirement of Bungalows at Cato Springs: Alison Jumper, Park Planner The park land dedication recommendation made by Parks and Recreation Staff on March 6, 2006, was contingent upon vacation of an existing channel improvement easement on Cato Springs Branch. It was found that this easement cannot be vacated; therefore, requiring a new recommendation of money in lieu. The trail will be constructed within this easement. Staff Recommendation: Rescind the March 6, 2006 Motion to recommend Money in Lieu for the Park Land Requirement. PRAB Motion: Bailey made the motion to accept staff recommendation to rescind the March 6, 2006 Motion and to recommend Money in Lieu for the Park Land Requirement. 6. Park Land Dedication: Alison Jumper, Park Planner Development Name: Razorback Game Day Condos Engineer: Crafton Tull & Associates Owner: University Housing Group Location: Razorback Road and 15th Street Park District: SW Units: 125 Multi -family units Total Acres: 4.42 Land Dedication Requirement: 2.125 Money in Lieu Requirement: $49,125 Existing Parks: Park land and trail at The Crowne, Greathouse Park Developer's Request: Money in lieu and credit for constructing 805 feet of 10' April 3, 2006/ 3 Staff Recommendation: Justification: sidewalk for a trail connection to Towne Branch trail. The credit will be for the addition of 4' width to a 6' sidewalk at the rate of $40/square yard of concrete for a total of $14,320. The existing park and trail in the half mile service area will provide recreational opportunities for the residents of this area. Additionally, Razorback Road is shown on the FATT plan as an on - street linkage that will provide a pedestrian connection. The additional width of the sidewalk will provide a needed connection from this development to the University. Davis suggested checking the plans for the intersection at 15th Street and Razorback to see if the 10' sidewalks planned will be compatible with the sidewalk area existing in the plans. Steven Beam representing the developer said the wider sidewalk will be part of the overall trail system. Davis stated he would recommend assuring the future plans for the 6th Street and Razorback intersection will be compatible with the planned wider sidewalk/trail. He suggested checking ahead of time with the Fayetteville City Engineering Department on the plans. Edmonston said that condition can be part of the motion. Burke inquired how the sidewalk will serve the trail plan and wondered why Park money is going for sidewalks. April 3, 2006/ 4 Davis said this sidewalk will serve the new condos and provide access for the residence and will, in the future, be part of the complete trail system. Making it 10' wide now will prevent having to come back later and redo it. Edmonston explained the new sidewalk/trail will continue south to the new community park at the proposed Southpass development. Crown Trail will eventually go east to Greathouse Park. PRAB Motion: Davis made a motion to accept staff recommendation and include a provision that the plans for the Razorback Rd. 15th Street intersection is checked for compatibility. Burke seconded the motion. The Board approved with a unanimous vote of five. 7. Park Land Dedication: Alison Jumper, Park Planner Development Name: Stonebridge Villas Engineer: Critical Path Constructions Owner: Stonebridge Villas LLC Location: South of Hwy. 16 East, east of Goff Farm Road Park District: SE Units: 215 Single family units, 50 multi- family Units Land Dedication Requirement: 6 Acres Money in Lieu Requirement: $138,975 Existing Parks: Future park land located within the Falling Waters at Stonebridge Mountain development Developer's Request: Money in lieu Staff Recommendation: Money in lieu Justification: Approximately 8 acres of park land are being dedicated with the Falling Water at Stonebridge and will be within a half mile service are of this development. Additionally, the developer is providing approximately one acre of community green space for the residents and a connection to the park land at Falling Water by sidewalk and trail connections. Bitler asked if the proposed park land located in Falling Water at Stonebridge is confirmed as a park. April 3, 2006/ 5 Jumper said it has not been deeded at this time since the developer hasn't gone that far in the process. Parks doesn't receive the deed until the development has been through the final plat process. Bitler said he is concerned about approving this request when the only park to serve the development isn't a sure thing at this time. An unnamed audience member said the plans for Falling Water are moving forward and they have already sold several lots. Bitler inquired if the park planned at Falling Water could be increased in size with the money received from Stonebridge Villas. Edmonston said the money could go to the development but not to expansion as there is no other land required of the developer and there's no room for expansion onto the park land. Bitler asked if the term 'community recreation' meant it is open to the public or is the park private. Jumper said it will be maintained by the POA, therefore considered privately owned and operated. PRAB Motion: Bailey moved to accept Staff recommendation of money in lieu. Burke seconded the motion. The motion passed by a vote of four in favor and Bitler voting 'no'. 8. Community Park Update: No progress report at this time. 9. Other Business: Park Land Dedication was approved 6-0 by the Planning Commission on February 27, 2006. This will be presented to City Council at the 6:00 p.m. April 18, 2006. Please save this date to support the Park Land Dedication. 10. Adjournment by Chairman Colwell at 7:20 P.M. Minutes submitted by Cheryl Whillock April 3, 2006/ 6 Trail Name Recommendations April 12th, 2006 Sidewalk and Trails Task Force St. Paul Trail - Currently constructed between Morningside and Armstrong, south of Pump Station Road. Background on the Name: Due in part to the Treaty of 1798, the Cherokee Indians arrived in Northwest Arkansas 20 years prior to the Trail of Tears holocaust. In 1817, a group of Cherokees agreed to exchange their lands in the east for lands in Northwest Arkansas. This migration was a peaceful, planned movement approved by the government. These Cherokees were civilized and once settled in Northwest Arkansas, they contributed to the growth and prosperity of the region. The Indian Removal Act of 1830 lead eventually to the removal of the Cherokee from their homelands. On May 23, 1838 General Winfield Scott ordered the removal of the Cherokee by force. Close to 15,000 Cherokees were rounded up and placed in concentration camps. Thousands died from starvation and exposure while being held captive. Eventually, 12,000 Cherokees were forced to march to their new homelands via the Trail of Tears. More than 4,000 died along the way. The Trial of Tears entered Arkansas at Potts Hill and continued along Old Wire Road through Avoca, Rogers, Mudtown, Shiloh (Springdale), Fayetteville and on to Indian Territory. It would be fitting to change the name "Indian Trail" to "Tsa-la-gi Trail'. This would not only honor those who came before us, but it would tend to educate those using the trail. The resurfacing of the basketball courts at Wilson Park are complete. In 2006, staff will complete the walkway from the west parking lot to connect the basketball court. Benches/bollards will also be added in spring 2006. Design is in progress for this walkway. Walkway Construction likely to begin in April. Project includes resolving retention, drainage issues and walkway connection.. 00006 Skate Park Parks Development Skate park was requested by the citizens initially through the Juvenile Concems Committee. Skate park construction is complete. Grand opening held on September 27, 2003. Berm landscaping and irrigation design to be completed and bid Spring 2006. Bid is being reviewed by Purchasing. Skate Park Construction complete. Berm design complete. To bid in May and construction to begin mid 2006. 00007 Red Oak Park Development Parks Development Development of Red Oak Park includes picnic tables, grills, benches, and continuation of the natural trail as requested in the public meeting. Complete 02001 Lights of the Ozarks Sales Tax Capital Improvements Lights of the Ozarks is a display of more than 400,000 lights on the downtown square that runs from Thanksgiving until New Years. Salaries and motor pool were charged to the project in January of 2006. Park staff spent 664 hours removing the lights. Thanksgiving thru New Year Day. Ongoing. 02002 Community Park Development Sales Tax Capital Improvements / Parks Development Purchase and develop a multi-purpose Community Park according to the Parks and Recreation Master Plan. Cummings property was selected for the community park site by PRAB and Park Staff. On September 7 2004, a resolution approving the mayor to enter into a contract with SouthPass Development was approved. This included the donation of 200 acres and 1 million dollars for the development of the park. Terracon Consultants, Inc. completed a work plan ($1,500) that described all necessary studies needed to determine the impact of the 33 -acre landfill located within the property. Estimated cost of the complete study is $50,000. Staff is working with ADEQ for potential funding of land fill remediation. SouthPass has purchased the Cumming's Trust. The City is currently waiting to receive a deed for the donated property before planning of the park can begin. This project will begin as soon as the property is deeded to the City. 02003 Park Beautifications Sales Tax Capital Improvements / Parks Development Additional flowerbeds were requested at several of the Parks and Recreation Master Plan public meetings. Walker Entry Sign project has been changed according to the cost and needs of the citizens. Construction began in November. The remaining funds will be used for landscaping, irrigation and utilities for this project. Irrigation and Landscaping of Walker Park sign to begin in May with completion in May. Construction of the wall and berm will be complete in April. 02004 White River Baseball Complex Improvements Parks Development Renovation of dugouts and to add a new storage building. Storage Building, Dugouts, Demolition of old concession building and landscaping complete. Project completed. 02013.1 Braden Park (Neighborhood Park Development) Parks Development/Park Land Dedication NE Braden park was scheduled for development in 2005. Plans for the park were created and an Outdoor grant was approved by the State of Arkansas The notice to proceed from the Outdoor Grant was received on June 1, 2005. The Braden Park Master Plan was approved in August 2005. Project completed. Grand Opening held April 20. Parks is working with Transportation to construct a handicap parking area that will complete this project. Parking area expected to be complete in May. 02013.2 Lafayette (Neighborhood Park Development) Parks Development Park Design approved in February 2006. Cost Estimate & Donations are being prepared. 10 trees were ordered and planted in April 2006. Donations for the trees were made from the neighborhood. Specifications are in the process of being written in order to bid. 02013.3 Salem Meadows (Neighborhood Park Development) Park Land Dedication NW Salem Meadows is 1.84 acre neighborhood park obtained through the PLD in 2004. Park is in the design phase. Public meeting was held on February 2, 2006. Construction to begin 3rd quarter 2006. 02013.4 Asbell Pavilion (Neighborhood Park Development) Park Land Dedication NW The neighborhood has requested a pavilion at Asbell. Staff will work with Fayetteville Public Schools on the location. Park is in the design phase. Public meeting was held on February 2, 2006. Project to start in October 2006. Project completion in January 2007. 02013.5 Dale Clark Park (Neighborhood Park Development) Park Land Dedication SW An entry sign at Dale Clark Park is needed. Dale Clark Park is an 8 acre park located at the Boys and Girls Club. Project to start in August 2006. Project completion in December 2006. 02013.6 Walker Park Lighting (Neighborhood Park Development) Parks Development Erect lights that provide evening recreation at Walker Park tennis and basketball courts. Design & bids are being prepared. To be bid in spring 2006. Project to be completed in July 2006. 02014 Other Park & Safety Improvements Parks Development Improvements to Wilson Park east bridge and renovations of Parks and Recreation Office. The current funds will be used to build a bridge at Wilson Park on the east side by the swimming pool on Park Street. The University of Arkansas Landscape Architecture Department assisted in the final design. Bid documents are being prepared. Draft design of the office renovation is complete. Water runoff from adjoining subdivisions discharges into the lower valley of Red Oak Park creating an erosion problem for the park trail, tree root erosion, and various park amenities. Gordon Long Park has two low water bridges that need to be renovated. This project will improve the safety and usability of the bridges over Skull Creek. The trail at Gordon Long needs improvements since it is built on a steep hillside. The Gordon Long trail bridge project is to be determined after plans for the widening of Gregg Street are identified. The project is being reviewed by City engineers. The City's Engineering Division has completed a preliminary summary and scope for Red Oak park. Crafton Tull and Associates has been selected to complete a detailed survey for Red Oak Park. A grant was submitted by Engineering to assist in this project. Gordon Long bridge project to be determined after plans for Gregg Street are identified. The project is being reviewed by City Engineers. A grant was awarded for drainage improvements. A survey has been completed for Red Oak Park. 02016.5 Clabber Creek Trail (Trail Development) Park Land Dedication NW ($200,000) To build a trail along Clabber Creek according to the Transportation Trails Master Plan. Transportation Division will build this trail. Start July 2006 (estimated) Completion October 2006 (estimated). 02027 Playground & Picnic Improvements Sales Tax Capital Improvements Parks Development Park Land Dedication SW Replacement of old equipment at playgrounds and picnic areas. $44,700 was approved to replace the playground/picnic area at Sweetbriar Park. $150,000 was approved by PRAB for replacement of the playground/picnic area at Finger Park. Sweetbrier Park: Public Meeting: September 2006, Design/Bidding: October 2006, Construction: November 2006, Completion: December 2006. Finger Park: Playground bid: May 2006. Completion: September 2006. 02043 Lake Fayetteville/Sequoyah Improvements Sales Tax Capital Improvements! Parks Development To construct a pedestrian bridge over the spillway at Lake Fayetteville. Park Land Dedication Funds from the NE Park District were approved for the Lake Fayetteville Spillway Bridge Project. An ADA accessible restroom will be installed to the Lake Fayetteville Boat dock recreation area. The Lake Sequoyah boat docks are being evaluated for replacement/renovation. $12,000 was approved to replace the bleacher cover at Field # 3, resod ballfield access, concession building renovations, and restripe the parking lot. Staff and the Lake Sequoyah boat dock operator have been evaluating the needs and status of the existing boat docks. A survey of boat slip renters concerning their needs has been completed. Staff met with Steven Boss- U of A Geology Department to discuss bathymetric study of the lake. Staff is currently assessing feasibility of the boat dock for replacement. Evaluation of the Lake Sequoyah project is scheduled to be completed in the third quarter of 2006. The Lake Fayetteville restroom contract was awarded. Maintenance staff will complete installation of the prefab structure. The bleacher cover was replaced by staff. Resodding and concession renovations have been completed by Staff. Bids are being received for the striping of the parking lot. Evaluation of Lake Sequoyah Boat Docks began in March 2005. Lake Fayetteville Boat Dock Restroom: Start: February 2006, Completion: Project plan under review with State Health Planning Department. Projected completion in May 2006. 02045 Forestry, Safety, and ADA Compliance Sales Tax Capital Improvements Funds were used for the Celebration of Trees give-away, a tree inventory, the Community Tree Planting Initiative program, and grants. Funds also to be used for unforeseeable emergencies occurring due to inclement weather, vandalism, replacement, or renovation of park amenities to meet ADA/Safety standards. Trees were purchased and plantings have begun on Gregg Street. Trees have been purchased for spring plantings. The trees for Celebration of Trees will be purchased in March 2006. A stump grinder purchased is likely in the second quarter 2006. The Tree Celebration was April 1, 2006. This project is on-going. A Stump Grinder was purchased in the amount of $12,240. 03017 Mt. Sequoyah Land Purchase Sales Tax Capital Improvements The City of Fayetteville purchased 68 acres on Mt. Sequoyah in 2003 for $700,000 with 3% interest until paid. This park is Mt. Sequoyah Woods located at 100 N. Summit Ave. In 2006, $153,000 will be paid. Two remaining payments will be made in 2007 and 2008. Completion in 2008. 03022 Lake Fayetteville Trails(Kiosk) Parks Development Funding is to match the two existing grants for signage and trail improvements (Kiosk) at Lake Fayetteville Trail. Other projects include developing trail maps, trail mileage markers and signs. 1997 - $20,000 Grant Award AHTD - Recreation Trails Grant (80/20 match): Signage and kiosk are being designed and project were bid in November 2004. Completion by July 2005. Staff is working with Taylor Mack to design trail maps for $ 3,964. Trail mileage markers and signs will bid in April 2006 with completion expected Fall 2006. Trail Maps will be completed July 2006. Distance Markers ordered and will be installed May 2006. Kiosk are being designed and expected completion is December 2006. 05001 Gulley Park Improvements Sales Tax Capital Improvements / Parks Development To add parking spaces for Gulley Park Staff met with the Baptist church on Township to discuss options for parking. The church denied joint usage of their property. Staff is partnering with the U of A to receive grant money from the Arkansas Forestry Commission to design bio-swales in the parking lot. U of A is designing the project. Design to be complete April 2006. Construction to be completion: October 2006.
