Salem Meadows Subdivision Park Name Recommendation: Tabled January 8, 2007 According to our Naming of Facilities Policy, Salem Park was submitted as the name of the park in the Salem Meadows Subdivision at the PRAB meeting held on January 8, 2007 and was automatically tabled until the February 5, 2007 meeting to allow for public input. Staff recommends to name the 1.89 acre park located in the Salem Meadows Subdivision on 3508 West Marsh Street, Salem Park. There have been several public meetings with the neighborhood in which no suggestions for naming the park were submitted. This area has been known as the Salem Community, Salem Street, Salem Community Building and School. (See attached request.) This park is under contract for development and needs to be identified by an appropriate park name. PRAB Motion: 4. Botanical Garden of the Ozarks Representative Appointment: 5. Present: Parks and Recreation Advisory Board members Colwell, Davidson, Burke, Davis and new members Biendara, Hatfield and Mauritson were present; Bitler was absent; Park Staff Jumper, Curry, Edmonston, Coles, Whitlock, Wright, and audience were in attendance. 1. Welcome to new PRAB members: Valerie Biendara, Steve Hatfield, and Craig Mauritson 2. Election of Officers: Wade Colwell Chairperson and Vice Chairperson: Burke made the motion to have Colwell and Davidson remain in their current positions of Chairperson and Vice Chairperson respectively. Davis seconded the motion. Sidewalk & Trails Committee: Colwell stated Bitler has requested to be placed on the Sidewalk and Trails Committee. Botanical Gardens of the Ozarks Board of Directors: Davis made the motion to appoint Biendara to the Board and Mauritson seconded. All appointments passed unanimously by voice vote. 3. 2007 PRAB Orientation: Tuesday, January 23 at 5:30 pm was chosen as the time for the orientation. The meeting will be held at Parks and Recreation Conference room. 4. Approval of December 4, 2006 PRAB Meeting Minutes PRAB Motion: Davis moved to accept the minutes as written and Davidson seconded the motion. The minutes were approved by a voice vote of 7-0-0. 5. Park Land Dedication Ordinance Summary: Alison Jumper, Park Planner See attached Ordinance, Criteria for selecting Park Land, and Park Land Dedication Fund Report. 6. Park Land Dedication Alison Jumper, Park Planner Development Name: Persimmon St. Subdivision Engineer: Jorgensen and Associates January 8, 2007/ 1 Owner: Sloan Properties, Inc. Location: South of Hwy. 16 W, between 54th and Broyles streets Park District: SW Units: 143 Single family units Total Acres: 36.62 acres Land Dedication Requirement: 3.43 acres Money in Lieu Requirement $137,280 Existing Parks: None Developer's Request: Dedication approximately 39.32 acres of park land off site in a future development in the SW Park District. This land will be banked for future development Staff Recommendation: Dedication approximately 39.32 acres of park land off-site in a future development. Approximately 35.89 acres will be left as banked land. Additionally, Staff requests easements as necessary for Owl Creek Trail along the existing Persimmon St. and along Owl Creek for a connection to Owl Creek School (see attached map). The deed for the park land requirement must be received before final plat of this development is approved. Pedestrian connections from the neighborhood to the trail corridor are also requested. Justification: The proposed park land is along the Owl Creek Trail corridor and will provide a greenway connection from the neighborhoods to Owl Creek School and the Boys and Girls Club. Staff is working with the developer to acquire the necessary easements along Persimmon and the school property for the trail corridor. Discussion on site: Developer Charlie Sloan and Chris Bracket were on location. Jumper said this is a unique proposal because the land they want to dedicate is offsite along Owl Creek. The idea is to look at all the land they want to dedicate through future projects and to vote on the concept which will indicate Parks Board is in agreement that the City wants more land along Owl Creek to extend the trail corridor. Tonight the vote is for the specific 3.43 acres for the first development of 143 units and to agree with the concept of adding more acreage as the area is developed. January 8, 2007/ 2 Edmonston said the Developer has stated he wants to give just what is required at this time and also wants the Board's approval on the concept of adding onto that land as future parts are developed. Sloan explained the land currently being developed is on the West side of the road and the land to be dedicated is along Owl Creek on the East side of the road. This land will be along Owl Creek and will provide easements for the trail system. Because there's a mortgage on the land he can only dedicate what's currently required but if the concept is approved he would work out an easement on the land along the creek for the continued trail system development. Once this concept is approved the trail can be put through from the Boys and Girls Club to Legacy Park on Double Springs Road. Davis suggested the Board listen to Sloan explain from the plan map. Sloan explained he wants to give parkland, trail corridor and is also interested in another piece that would be great for an outdoor classroom. He said he is also trying to work on a land donation for a children's theater. So parkland will split around the property in conjunction with the trail system. People want someplace to walk and there will be trails looping through the completed development and there will also be a POA maintained park. Hatfield inquired about the floodway and floodplain that exists. Sloan stated they have had an eco -study completed. The entire floodway and floodplain will be modified. Hatfield inquired if there will be accessibility between the house lots. Sloan said there will be by way of sidewalks to give the neighborhoods access to the park and trail areas. Discussion continued during the meeting at City Hall. Jumper said the vote today is to accept the 3.43 acres for the current development and approve the concept of adding to that land as future parts are developed. Burke asked about the possibility of not receiving the rest after approving the 3.43 acres tonight. Jumper said that's a possibility. The only decision to be made at this time is to accept the 3.43 acres that is required tonight. She stated the hope is to obtain the additional land along Owl Creek but that is not guaranteed at this time. January 8, 2007/ 3 Davis said if Sloan were to sell that land and it changed hands the Board could request that same land for the trail purposes from the new owner. Sloan stated the exact parcel will be worked out with Trails. He also said if the land should be sold they will hold the property for the park land area to dedicate later on. He said he lives near the land and doesn't want to sell it off but to be used as park land. He said they just want to make sure the land is entered as park land. PRAB Motion: Davis moved to accept the plan to dedicate the 3.43 acres for a trail corridor along Owl Creek. Colwell seconded the motion. The motion was approved by a vote of 7-0-0. 7. Park Land Dedication Alison Jumper, Park Planner Development Name: The Links at Fayetteville Engineer: Crafton Tull and Associates Owner: Lindsey Management Location: North of Hwy. 16 W, East of Rupple Rd. Park District: NW Units: 1222 Multi -family units Total Acres: 152 acres Land Dedication Requirement: 20.77 acres Money in Lieu Requirement $830,960 Existing Parks: Bryce Davis Park Developer's Request: 1) The Developer shall dedicate approximately 17.32 acres of land adjacent to the existing "Davis Park". In addition, the Developer shall pay the City $138,000.00 to compensate for the 3.45 acres of required land dedication not provided for in this proposal. (20.77 acres required - 17.32 acres dedicated = 3.45 short/0.017 acres = 202.94 unitsX$680.00 = $138,000.00). 2) The Developer shall construct a 6' high wrought iron fence between the proposed golf course and the proposed park area. 3) The existing lake located within the proposed park land area shall remain with the following conditions: a) Overflow from said lake shall flow to a second lake to be constructed off park land from which the Developer will draw irrigation waters. b) A well shall be constructed off park land and maintained by the Developer from which water will be deposited into the existing lake to maintain January 8, 2007/ 4 Staff Recommendation: Justification: an elevation to be agreed upon by the Developer and Parks Board. Said well will also provide water to the "lower" irrigation lake via a second pipeline. c) The existing lake shall be altered only to the degree necessary to provide storm water detention for the drainage area it now serves. d) If requested by the city, a "shelf" shall be constructed in the existing lake that is 1' below the established water level indicated in 3 (b) and extends 3'-5' from the existing shoreline at the Developer's expense. 4) On -street parking shall be constructed by the Developer along a section of public street bordering the proposed park land. A minimum of eight spaces shall be provided. Developer's request as stated above. This project is adjacent to Bryce Davis Park. The park will be expanded to approximately 26.5 acres, creating a community park for this area of town. Discussion on site: Developers represented by Jim Lindsey, Jerry Kelso, Kim Fugitt and Hugh Jarratt. Jumper explained the park area around the pond is adjacent to Bryce Davis Park. Land will be accessible from Bryce Davis and parking will be available along public streets. Edmonston stated during the Master Plan meetings one of the things the citizens on the west side of the City said they want a park similar to Gulley and Wilson. Parks. This park would provide a community park for the west side of Fayetteville. Colwell inquired how many acres would this enlargement include. Edmonston replied 26 acres total. Mihalevich expressed concern over the steep terrain on the north side of the development where the plan map indicates a trail corridor. For ADA compliance that area may not work. Developers said the corridor in that area is wide and switchbacks on the trail would be possible. Davidson asked about the mature trees along the indicated park area. January 8, 2007/ 5 Developer said the trees would remain. Edmonston said Parks doesn't usually take ponds, but it's believed this is a unique situation. This pond is spring -fed and has been used for years as a fishing spot. We believe it is a beautiful feature that we would continue to maintain. Discussion continued during the meeting at City Hall. Hatfield asked if the existing lake will be altered to provide detention. Jerry Kelso representing Lindsey said it would be altered only to the extent required for detention and to construct the shelf for safety. There will be other water features throughout the development to provide needed detention. Davidson asked about the size of the existing pond. Kelso said it is about two acres. Colwell inquired if there is a plan existing for the land to the north of the development. Edmonston responded that is private property and no plan is known at this time. Hatfield asked about the possibility of increasing the number of parking spaces to supplement the eight the Developer is providing. Edmonston replied the parking could be a problem. People utilizing the park could use on -street parking in the adjoining neighborhood. Davidson suggested the area at the northeast corner in the area of the pond could be developed for parking. Davis said this is a great project and will provide a community park for the western part of Fayetteville where none currently exists. PRAB Motion: Davis moved to accept Staff recommendation. Mauritson seconded the motion. The motion passed by a vote of 7-0-0. Bitler was absent for the vote. 8. Park Land Dedication Kay Curry, Park Planner Development Name: Leverett Commons Engineer: H2 Engineering, Inc. Owner: Hometown Properties January 8, 2007/ 6 Location: Leverett Ave. between North St. and Sycamore St. District: NW Units: 11 Multi -family units Total Acres: 1.32 acres Land Dedication Requirement: .19 acres Money in Lieu Requirement Existing Parks: Developers Request: Staff Recommendation: Justification: $7,480 Gregory Park Dedication of approximately 0.205 acres Accepting the land dedication and the extra donated land with the exact parkland boundary to be coordinated with the Trails Coordinator and Park Staff. Additionally, staff requests a sidewalk connection to the trail. The proposed parkland is located along the Scull Creek Trail corridor and the land dedication will provide a needed link along the corridor. Also, it will provide a connection from this development and surrounding neighborhoods to the Scull Creek Trail. Hatfield asked if the tree preservation area is part of the park dedication. Mihalevich said it is not. PRAB Motion: Colwell moved to accept Staff recommendation of .19 acres land dedication and .015 acres of donated land and associated stipulations as stated above. Davis seconded the motion. The motion passed by a vote of 6-0-0. Bitler and Burke were absent for the vote. 9. District: SW Units: 58 Single Family units Total Acres: 34.44 acres Land Dedication Requirement: 1.39 acres Money in Lieu Requirement $55,680 Existing Parks: None Developer's Request: Money -in -Lieu Staff Recommendation: Money -in -Lieu January 8, 2007/ 7 Justification: The proposed parkland is located at the edge of the planning area and the city limits. Therefore, staff is recommending money -in -lieu in order to purchase available land located to the east that would also serve other Subdivisions. PRAB Motion: Davis moved to accept Staff recommendation of money -in -lieu. Mauritson seconded the motion. The motion passed by a vote of 6-0-0. Bitler and Burke were absent for the vote. 10. Park Land Dedication Fund Request: SW Park District Funding Request for Harmony Pointe Park: Harmony Pointe Park is located on the southwest side of Legacy Pointe Subdivision (south of Highway 16 West and east of Double Spring Road). The 8.35 acre park was obtained as a requirement of the Park Land Dedication Ordinance. PRAB approved the master plan of the park and $150,000 for the park's development on October 2, 2006. (The master plan is attached.) Parks and Recreation was approved a GameTime® Fight Obesity through Play grant that gave a 50 percent off the list price of a playground. Due to the size of this Park and the 599 homes to be within the five mile radius of this park, staff is recommending an additional $50,000 for this project. PRAB Motion: Davis moved to approve the use of an additional $50,000 from the SW Park District Funds to complete the improvements to Harmony Pointe Park. Mauritson seconded the motion. The motion passed by a vote of 6-0-0. Bitler and Burke were absent for the vote. SE Park District Funding Request for Walker Park Basketball and Tennis Court Lighting: This project has a budget of $65,900. To date, $9,600 was expended to provide Electrical Engineering design specifications. This project has been bid and the bids were over the approved amount. Staff is recommending an additional $10,900 to bid this project. PRAB Motion: Davis moved to approve the use of an additional $10,900 from SE Park District Funds to be able to bid the project. Mauritson seconded the motion. The motion passed by a vote of 6-0-0. Bitler and Burke were absent for the vote. 11. Salem Meadows Subdivision Park Name Recommendation: January 8, 2007/ 8 Staff recommends naming the 1.89 acre park located in the Salem Meadows Subdivision on 3508 West Marsh Street, Salem Park. Sequoyah Woods trail to pavilion Colwell asked if the trail could be fines rather than concrete or asphalt Biendara - Why aren't they (FNHA) providing the trail? Are you going to keep it as natural as possible? PRAB Motion: Davis moved to approve the funding request. The motions was seconded by Mauritson. The motioned passed by voice vote. January 8, 2007/ 1 Naming Request for park land in Salem Meadows Subdivision Staff is requesting to name the park in the Salem Meadows Subdivision "Salem Park". "Salem" has been a prominent name in this area for over a century. The community features a building built in the early 1900's located near the intersection of N. Salem and W. Salem Roads. The building was originally built as a school and later used for other purposes over the years such as a church and community building. CRITERIA FOR ACCEPTING LAND Ordinance 166.03.K1.d.: The physical characteristics of the designated land are suitable for park purposes. • The proposed park land is consistent with the Parks and Recreation Master Plan. ▪ Storm water facilities, wetlands, and land designated as FEMA floodway are not acceptable for park land. • Proposed park land within a floodplain must be reviewed and approved on a case by case basis. • Drainage from adjacent streets, creeks, rivers, ponds, etc. is not acceptable on park land. • Park land shall have street frontage along a residential street unless otherwise approved. • Park land is located in an area that allows for future expansion as adjacent development occurs. • Park land dedication cannot be credited as Tree Preservation Land. • Location and condition of site must be free of debris, safety hazards or areas that will require an inordinate amount of maintenance. Trail Corridors • The proposed land dedication is consistent with the Fayetteville Alternative Transportation and Trails Master Plan as a proposed trail corridor. • Proposed park land within the floodplain must be reviewed and approved on a case by case basis. • Pedestrian access connecting residents to a trail corridor is recommended throughout a proposed development or subdivision. • Drainage pipes directed to existing water courses must be reviewed and approved by Parks Staff and Trails Coordinator. Drainage structures directed to existing water courses that traverse parkland shall be reviewed and approved by Parks Staff. • Park land intended for a neighborhood park shall have street frontage along a residential street unless otherwise approved. Refer to the Master Street Plan for street designations. • Houses facing the park on at least two sides is recommended. • Park land is located in an area that allows for future expansion as adjacent development occurs. • Park land dedication cannot be credited as Tree Preservation Land. • Location and condition of site must be free of debris, safety hazards or areas that will require an inordinate amount of maintenance. Expected total completion is January 2007. $12,401.53 02001 Lights of the Ozarks Sales Tax Capital Imp Lights of the Ozarks is a display of more than 400,000 lights on the downtown square that runs from Mid- November until New Years. Design was completed and the lights were ordered in September. The installation began on October 2. The lighting ceremony was held on November 18. Removal is to start the first week of January. Lighting Design - September Lighting Installation - October Lighting Ceremony - November Lighting Removal - January $20,712.92 02002 Community Park Development Sales Tax Capital Imp/ Parks Development Purchase and develop a multi-purpose Community Park according to the Parks and Recreation Master Plan. Cummings property was selected for the community park site by PRAB and Park Staff. On September 7 2004, a resolution approving the mayor to enter into a contract with SouthPass Development was approved. This included the donation of 200 acres and 1 million dollars for the development of the park. Terracon Consultants, Inc. completed a work plan ($1,500) that described all necessary studies needed to determine the impact of the 33 -acre landfill located within the property. Estimated cost of the complete study is $50,000. Staff is working with ADEQ for potential funding of land fill remediation. The City has received a deed for the landfill. Water runoff from adjoining subdivisions discharges into the lower valley of Red Oak Park creating an erosion problem for the park trail, tree root erosion, and various park amenities. Gordon Long Park has two low water bridges that need to be renovated. This project will improve the safety and usability of the bridges over Scull Creek. The trail at Gordon Long also needs improvements. Gordan Long Park is on hold until Gregg Street improvements are completed. Red Oak is currently being designed by the Arkansas Game and Fish Stream Team. City Engineers are assisting with this project. Red Oak construction is to start in July and to be completed in September. $145,954.00 02027 Playground & Picnic Improvements Sales Tax Capital Imp / Parks Development / Park Land Dedication SW Replacement of old equipment at playgrounds and picnic areas. Funds are to be used for a partial 50/50 matching Arkansas Parks and Tourism Outdoor Recreation Grant. Bid documents have been completed as part of the grant process for Sweetbriar, Davis, and Gulley Parks. Grant funding was awarded through the Arkansas Parks and Tourism Outdoor Recreation Grant Program for playground replacement, toddler playground equipment, and a basketball court for Sweetbriar and Davis Parks. Finger Park Playground is complete. Davis and Sweetbriar construction is to begin in June and to be completed in September. $105,473.84 02043 Lake Fayetteville/Sequoyah Improvements Sales Tax Capital Imp / Parks Development An ADA accessible restroom will be installed to the Lake Fayetteville Boat dock recreation area. The Lake Sequoyah boat docks are being evaluated for replacement/renovation. $12,000 was approved to replace the bleacher cover at Field # 3, resod ballfield access, concession building renovations, and restripe the parking lot at Lake Fayetteville Softball Complex. Evaluation of the Lake Sequoyah boat dock project is scheduled to be completed in the second quarter of 2007. Lake Fayetteville completed projects include the restroom, replacement of a bleacher cover, concession building renovations, resodding of fields, and the parking lot stripping. Evaluation of Lake Sequoyah Boat Docks began in March 2005 and will be completed in December 2007. 130,128.50 02045 Forestry, Safety, & ADA Compliance Sales Tax Capital Imp Funds were used for the Celebration of Trees give-away, a tree inventory, the Community Tree Planting Initiative program, and grants. Funds also to be used for unforeseeable emergencies occurring due to inclement weather, vandalism, replacement, or renovation of park amenities to meet ADA Safety standards. 2007 City wide tree replacement schedule is in process. The remaining funds are to be used on ADA compliance for the AR Outdoor Recreation Grant projects at Sweetbrier, Davis, and Gulley Parks. Only partial grant funding was awarded. The Celebration of Trees is on the first Saturday of April in conjunction with Farmers Market season opening. This project is on- going. ADA AR Parks and Tourism Grant project is to begin construction in June with the completion in September. $50,920.04 03017 Mount Sequoyah Land Purchase Sales Tax Capital Imp The City of Fayetteville purchased 68 acres on Mt. Sequoyah in 2003 for $700,000 with 3% interest until paid. This park is Mt. Sequoyah Woods located at 100 N. Summit Avenue. Property has closed. The payment plan extends five years to 2008. In 2006, $153,000 will be paid. Two remaining payments will be made in 2007 for $148,000 and in 2008 for $144,000. The remaining funds of $400 are to be used for the DePalma land donation survey. Completion in 2008. $400.00 03022 Lake Fayetteville Trails Parks Development Projects include developing trail maps, mile markers, signs and kiosks. Brochures will be printed in January 2007.
