1. Call to Order 4:01 pm

2. Approval of Minutes
Launder motioned to approve minutes, seconded by Thomas.
Motion to accept, passed by voice vote, 5-0-0.
3. Native or Invasive Plant Presentation
Sue Madison
Madison present information on Native Magnolias, specifically to Madison and
Washington Counties. She discussed the following:
• Species of Magnolias native to Arkansas
4. City Median Landscape Planning
Hank Thomas
Thomas presented his plan for the city median landscape. He provided plans for
Garland and highlighted specific areas that he saw as more important for potential
landscape improvements. He discussed the following:
• Budget for medians and materials, trees, and maintenance
• He discussed the possible planting areas, combinations, and hierarchy.
There was added discussion among UFAB members and staff about the spacing of
trees on the median.
5. Celebration of Trees — preliminary planning
Staff
Eastin provided a list of previous years' trees. Members and staff present discussed
potential trees for the 2015 giveaway.
Staff asked member of the board to review the list and identify desired plants and trees
for the giveaway.

Madison expressed her concern over trees being cut down by the highway department
on Mission near Kings Dr., due to complaints regarding low visibility on Mission.
Madison was concerned because the workers cutting down/pruning the trees had no
experience or training. Madison requested to make a motion to ask Mayor Jordan to
write a letter to the highway department asking them to obtain the appropriate
licensing or contract with licensed individuals before performing maintenance on trees
in Fayetteville. Madison has composed a draft for the Mayor Jordan.
UFAB Motion: Steinkraus motioned to approve letter, Launder seconded the motion.
Motion passed by voice vote 5-0-0.
2. Madison's second item of business was regarding the First Presbyterian Church. They
are applying for a grant with the National Fish and Wildlife Foundation for a Monarch
Butterfly habitat and seed collection. The grant needs letters of support. Sue has
drafted a letter of support.
Steinkraus added that the grant had to be matched with volunteer and city labor.
UFAB Motion: Patterson motioned to support the letter for the Monarch grant,
Launder seconded the motion. Motion passed by voice vote, 5-0-0.
3. Eastin presented a proposal which will go before the Council to allow for developers to
provide evidence of entering into a contract with a qualified landscape maintenance
company to provide three -years of oversight and care as an alternative to the current
three-year maintenance bond. This is expected to benefit the successful
establishment of a greater number of the planted trees.
UFAB Motion: Madison motioned to approve the proposal, LeVois seconded the
motion. Motion passed by voice vote, 5-0-0.
