Parks and Recreation Advisory Board

MINUTES
Members: Phillip Watson—Chair, John M. Paul- Vice -Chair, Wade Colwell, Richie Lamb, Terry
Lawson, Chuck Maxwell, Phillip McKnight, David Priest, David Proffitt
City Staff: Connie Edmonston, Director; Byron Humphry, Maintenance Superintendent; Alison
Jumper, Parks Planning Superintendent; Alan Spann, Recreation Superintendent; Melanie
Thomas, Senior Secretary
Parks and Recreation Advisory Board members present were Watson, Lamb, Lawson, Maxwell,
McKnight, Proffitt, and Priest. Paul arrived later. Colwell was absent.
1. Call to Order
Meeting was called to order at 5:32 pm.
2. Roll Call
3. Approval of November 3, 2014 PRAB Meeting Minutes
PRAB Motion: McKnight motioned to accept the minutes as written, and Lamb seconded
it. Watson abstained. Motion passed 6-0-1.
4. Regional Park Update: Alison Jumper, Park Planning Superintendent
Jumper said the park goes out to bid on January 23. It will be advertised on November 26.
In order to be a plan holder, you have to register through Purchasing, and the instructions
on how to do so can be found on AccessFayetteville.
Watson asked how the bid is chosen.
Jumper said the low bid would be taken.
Watson asked when the groundbreaking would be.
Jumper said probably in March.
Priest wanted to know how quickly Phase I would be done.
Jumper said it would probably be playable in the fall.

5. Trail Art Proposal- Matt Miller
Staff Recommendation: Approval of the art project. Installation and final location to be
coordinated with Park Staff.
This was pulled from the agenda and will be presented at a later date.
6. Announcements
Edmonston handed out the appreciation certificates and backpacks. She said that lots of
good things had happened in 2014,such as progress on the Regional Park, Mt. Kessler,
and the Botanical Gardens. She expressed her appreciation to the board members for al
their hard work and hours they volunteered.
Watson agreed with her that many things had happened.
Maxwell asked if the tree sculpture had been installed yet.
Jumper said no, it's been delayed. The artist is having problems getting the serial number
for the project. He said he would do it in the spring.
Edmonston commented that lots of art projects are going on in the City.
December 2 & 4 Volleyball Tournament at YRCC
December 20 Winter volleyball registration closes
January 18 Spring soccer registration closes
