Call to Order 2. Roll Call Parks and Recreation Advisory Board members present were Watson, Colwell, Lawson, Maxwell, McHan, Priest, and Lamb. Proffitt came in later. Member absent was McKnight. 3. Approval of February 2, 2015 PRAB Meeting Minutes PRAB Motion: Watson motioned to approve the minutes as written, and Maxwell seconded it. Motion passed 7-0-0 by voice vote. 4. Introduction to Volunteer Coordinator: Kristina Jones Jones introduced herself and gave out a bookmark and her card to each PRAB member. She said she manages the parks and trails volunteer program, as well as the community gardens. She said last year 33 groups had 58 cleanups picking up litter. There were also 22 groups that had 27 workdays to remove invasive species. She said Gulley Park has a group working every month. She also works with prospective Eagle Scouts to find a project that needs to be done, as well as something they would like to do. Another one of her jobs is handling the donation process for benches and trees. There are two community garden locations. One is at Walker Park, and the other at Jefferson School. There is a demand for limited mobility garden beds, so Parks Maintenance has built several to help meet that need. Edmonston added that Jones is a landscape architect by profession. Friends of Gulley Park Donated Brick Monument Request: Max Mahler Friends of Gulley Park partnered with FNHA to raise $130,000 in donations to assist in the purchase of Gulley Park. Friends of Gulley Park is proposing to build a red brick/natural stone monument in Gulley Park to acknowledge citizens who donated $500 or more for the park expansion. Friends of Gulley Park will donate the funding for the installation of the monument. The organization will work with Alison Jumper on the design and placement of the monument. Staff Recommendation: To approve the monument donation from the Friends of Gulley Park that will acknowledge citizens who contributed funding for the purchase of the 10 acre expansion of Gulley Park. Friends of Gulley Park will work with Park Staff on the monument design and placement in the park. Mahler said that money was raised to help buy the additional land at Gulley Park. The Friends of Gulley Park would like to put up a monument to recognize the donors. There were 26 people that donated over $500. Several companies and approximately 50 people donated, and a large matching grant was received. Lamb wanted to know if the monument design had been nailed down. Mahler said they were thinking about a 4 x 4 brick monument. Each brick would have a donor's name. The monument would possibly be located on the old fence line. He added that a cleanup was held for the area and around 25 people showed up to help. PRAB Motion: Maxwell motioned to approve the monument donation from the Friends of Gulley Park, and Proffitt seconded it. Motion passed 8-0-0 by voice vote. 6. Eagle Scout Project Proposal, Lake Fayetteville Nature Trail Bridge: Parker West In coordination with Park staff, Parker West will present a proposal to construct a bridge over Hilton Creek which will serve as a component of the future boardwalk on the nature trail resulting from the BGSO lease boundary adjustment. Staff Recommendation: To approve the proposed Eagle Scout project at Lake Fayetteville. West said he was with Troop 116. His project is to build a bridge over the creek at the BGSO. He showed several drawings of his hand drawn design. He said he plans to use old phone poles, 6 x 6 logs, cedar planks, and boxes filled with gravel. The poles will be attached to the boxes, and the boxes will be attached to the ground. The bridge will be 49 to 50 feet long, and 6 feet wide. It will have handrails on the side. He said the City will provide phone poles, cedar planks, gravel, dirt, screws, and assistance. The Scouts will provide braces, rails, rebar, anchors, and hardware. Lamb asked what the timeframe would be for this project. West said he planned to start sometime in April. Watson said that it was a great project and something that is needed PRAB Motion: Watson motioned to approve the proposed Eagle Scout project at Lake Fayetteville, and Priest seconded it. Motion passed 8-0-0 by voice vote. 7. Active Transportation Plan Update: Matt Mihalevich, Trails Coordinator This item was tabled from the February 2nd PRAB meeting in order to have ample time for PRAB to review the plan as well as time for public input. See plan and map in the agenda packet. Staff Recommendation: To approve the updated Active Transportation Plan Nierengarten said this plan replaces the 2003 Fayetteville Alternative Transportation & Trails (FATT) plan. He said this plan set goals for projects, but not specific projects. He went over the progress and timeline of the FATT plan, history, types of trails, the benefits of trails, the plan vision and goals, and specific recommendations. Several comments were received, and some revisions were made. Mihalevich said that Clear Creek Trail was added to the map, as well as U of A properties. Maxwell wanted to know how far back the bike lanes will be from the busy streets. Mihalevich said they learned a lot from earlier bike lanes, such as the ones on Crossover, which didn't work out well. Maxwell commented that he likes the bike lanes shown in the NYC photo. Nierengarten said that the map and the plan were complimentary. He said he would like a vote for approval for PRAB. Maxwell said that he likes the scope of it. Watson requested to please pull the trail off the road as much as possible at the busy intersections. Mihalevich said that there is lots of new info out there about trail building, and they are looking into much of it. Maxwell commented that the majority of people on the trails are exercising. Nierengarten said that they have done surveys, and they found that a high number of folks are using the trails for travel from one place to another. He also commented that one problem that was brought up at a trail meeting was the amount of gravel that was sprayed into the bike lanes when the streets are swept. He said the Transportation Director was at that meeting. Lamb asked what the director's response was. Nierengarten said he told them it would be a priority to make sure the bike lanes were swept. PRAB Motion: Watson motioned to approve the updated Active Transportation plan, and Maxwell seconded it. Motion passed 8-0-0 by voice vote. 8. Jumper said that the developer, Rett Howard and Jason Appel were in attendance to answer any questions. Lamb asked where Well Springs and the assisted living was located in relation to the development. Howard said they were just south of the location. He added that Trucker's Drive would be extended. Appel added that the main facility was 102 units, but there would also be some cottages Howard said that they were still putting together costs and adjusting numbers. Appel said that this development would have its own internal park, as well as internal walkways and trails. He said the minimum age for this retirement home will be for people 55 years of age and up. PRAB Motion: Priest motioned to approve the $57,120 money -in -lieu, and Watson seconded it. Motion passed 8-0-0 by voice vote. 9. Announcements Edmonston said that tomorrow night the request to sell the two Gulley lots will be on the City Council agenda. Colwell said Pete Heinzelman had contacted him. He said there will be a Gulley Park honeysuckle removal on March 14 from 8 to 10 am. On April 19, there will be a Mt. Kessler fundraiser. March 1 Bicycle Coalition Hwy 71 Classic Bike Tour (rescheduled for March 15) March 2 Summer Camp/Pool Staff positions open March 3 Approval contracts for the construction, testing and construction administration of the Regional Park Phase One. Approval of the intent to utilize Federal funding for the construction of a boardwalk at Lake Fayetteville. March 7 Spring Soccer games and First Touch begin March 13 Cow Paddy Foundation 5K and Fun Run March 14 Shamrock 5K and 1 Mile Run March 16 Late registration for youth softball begins March 21/22 USSSA Youth Fast Pitch Tournament March 29 Hogeye Marathon and Relays March 30 Adult Softball Spring season begins 10.
