HomeMy WebLinkAbout2013-12-02 - MinutesayeemI / AItK �N I.A FAYETTEVILLE PARKS AND RECREATION ADVISORY BOARD SPECIAL MEETING Minutes for December 2, 2013 Opening: The regular meeting of the Parks and Recreation Advisory Board was called to order by Steve Meldrum at 5:31pm in room 111 at the City Administration Building, located at 113 West Mountain Street in Fayetteville, Arkansas. Present: Parks and Recreation Advisory Board members Meldrum, Leonard, Lamb, McKnight, Lawson, Proffitt, and Watson were present. Maxwell and Paul were absent. Staff members Edmonston, Jumper, Humphry, Spann, and Thomas were in attendance. AGENDA: 1. Approval of November 4, 2013 PRAB Meeting Minutes PRAB Motion: Watson motioned to accept the minutes as written, and Leonard seconded. Motion passed 7-0-0 by voice vote. 2. Park Land Dedication: Development Name: Engineer: Owner: Location: Park Quadrant Units: Total Acres: Land Dedication Requirement: Money in Lieu Requirement Existing Parks: Developer's Request: 1 Alison Jumper, Park Planning Superintendent Ozarks Lookout Blew and Associates Bank of Fayetteville South of Township Street, east of College Avenue NE 60 single family Approx. 16 acres 1.38 acres $55,200 Gulley Park, Gregory Park, Brooks -Hummel Nature Preserve, Craft Park Money in lieu Staff Recommendation: Money in lieu Estimated Annual Maintenance: N/A Justification: The existing parks in the area will meet the recreational needs of this development. Jumper talked about Ozarks Lookout. It is located south of Township Street, and east of College Avenue, and comes into a cul- de-sac. Meldrum asked if there were any proposed trails going north or south, or to an angle to get over the mountain. He said it was pretty steep there. Jumper said a trail is planned at Brooks Hummel and will hook into Sycamore. She said it will go east/west. Lamb wanted to know how someone would get from Gregory Park to Gulley Park. Jumper said they would need to go along Sycamore and Old Wire right now because there are no trail connections. Meldrum said that it would be good if the trail ran along the creek all the way down to Gulley, but that would be a future project. Jumper said that she could talk to Matt to see if he had any plans. PRAB Motion: McKnight motioned to accept the developer's request of money in lieu, and Proffitt seconded it. Motion passed 7- 0-0 by voice vote. 3. Regional Park Update Edmonston said that the Geotech deal is being worked on. She said Lose and Associates are excited about the project. She added that they are in the process of going through the City's requirements and procedures. She said that the drainage is very major, and they have to make sure everything is figured out correctly. McKnight asked if there was only $20 million to go. Edmonston said yes. Watson asked if Phase 1 was covered. Edmonston said yes, and part of the baseball, the large pavilion, and the large playground. She added that the U of A is taking the 2 soccer fields over on June 30, 2018 Lawson commented that in Phase I, there are 3 baseball fields. He said that in order to host tournaments, 4 fields are needed. He wanted to know at what point the board could ask the City to complete the fourth field. Edmonston said it costs $570,000 per field, so the request would have to be in 2015. Lawson said that it makes sense to go ahead and build the field along with the other three. He wanted to know how the board could get the request to the Council. Edmonston said it would have to be during the budget cycle, which would be before August, which is when the budget is prepared. Humphry added that 3 fields were planned for Phase 1. He said it was early to look at the fourth field. Lawson commented that it makes sense to do the fourth one at the same time, or at least do the basic work. Meldrum asked if the board had to wait until August. Watson commented that the board needs to wait and see what happens, so it can make recommendations. 4. Other Business: Edmonston said on Tuesday, everyone needs to go to Chick-Fil-A between 5 pm and 8 pm. She said a portion of their sales will go to Pagnozzi Scholarships. S.
