Call to Order: The Committee was called to order by Chair Diane Warren at 3:05 p.m. 2. In Attendance: Chair Diane Warren, Vice Chair Ryan Miller, Steve Clark, David Dayringer, Tommy Deweese, Yolanda Fields, Terry Gulley, Melissa Harwood -Rom, Bob Beeler as proxy for Mike Johnson, Phil Jones, Mark Kinion, Don Marr, Randy Massanelli, Daniel McFarland, Tim Nyander, Jeremy Pate, Gary Smith, Matt Trantham, 3. Absent: Casey Jones, Danny Pugh, Victoria Whitfield 4. Introduction of New Members: Chair Warren introduced new members of the committee Daniel McFarland (Chancellor Appointee who is the Student Body President) and Randy Massanelli (Chancellor Appointee who is the new Vice Chancellor of Government Relations at the University of Arkansas). Bob Beeler was introduced as attending as proxy for Mike Johnson. Dede Peters was introduced as replacing Lindsley Smith as Committee staff. 5. Approval of Minutes: The minutes and Agenda were approved by acclamation. 6. Old Business: Information Hub. Jeremy Pate discussed the July meeting of the Fayetteville Forward Economic Accountability Council in which he presented information about a Wikispot and information from the Town and Gown Advisory Committee. It was the request of the Town and Gown Advisory Committee to see if there was interest in the FFEAC for initiating the Wikispot. Pate made the presentation to the FFEAC at its June meeting, and he is awaiting a determination from them as to their interest in involvement. Dede Peters, who is staffing the Town and Gown Advisory Committee in Lindsley Smith's absence is the assigned staff for the FFEAC, and she reported that there was no July meeting of the FFEAC to take up this issue again, but they meet in August and this item will be on their August agenda to pursue further. Design Discussion of Maple Street for the purpose of reaching a consensus as a Committee and making a recommendation that would be presented Mailing Address: 113 W. Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 to the City of Fayetteville Transportation Committee. Vice Chair Ryan Miller provided pictures for the Committee of Maple Street. Don Marr discussed the tour and the fact that no budget, set design, or cost-sharing has been done thus far, so the input of the Committee is important at this phase. The Committee discussed the Committee tour of Maple Street and connector streets and design features of Maple Street (Arkansas to Garland). The Committee made the following recommendations: • Maintain current directional flow and traffic pattern on Maple and surrounding streets; • Consider restricting parking to one -side of the street coming off Maple after conducting an inventory of the required parking spaces for residents and ensuring that there will be sufficient parking for those residents who do not have off-street parking; • Elimination of parking on Maple would be acceptable, if necessary to align the street or otherwise accommodate design changes; • Ensure crosswalks are consistently lit and equipped with pedestrian signal buttons; • Remove unused sidewalks/crosswalks to encourage use of preferred routes; • Maintain a sidewalk width of 8'; • Add additional crosswalks at Leverett and Arkansas so that pedestrians do not have to cross multiple lanes in order to get across Maple street; • If pedestrian signal buttons are used for one crosswalk in an intersection, they should be installed for all crosswalks in that intersection --specifically noticeable at Leverett & Arkansas; • Significant lighting, as well as pedestrian triggered flashing alerts such as what is utilized on Garland Avenue, is recommended for all crosswalks; • Avoid the implementation of raised intersections and/or crosswalks absent clear data showing increased pedestrian safety by the use of such measures; • Assuming a two-lane design on Maple, ensure transit cut-outs and bush shelters, particularly near the Plant Science and Graduate Education Buildings; The recommendations were unanimously approved. 7. New Business: An item addressed by Danny Pugh was a comment praising the City and University for working on items and being very successful and thanked the Committee for making the Town and Gown process and forum a success and how we should be proud of the relationship that exists. Don Marr added that there is a lot of infrastructure going on, and it is important to think about what projects will take place in 2015 and if there are any projects on anyone's list that need to be brought up to inform everyone for mutual knowledge and recommendations as to infrastructure, community accessibility, and communication. The Committee set the agenda for the next meeting with the following items: a. Feedback from the FFEAC about and participation in a community -developed Wikispot for Fayetteville; and b. Review of University and City officials list of anticipated projects that will be undertaken in 2015/16 that may require coordination between the City and University. The committee will review the list and slate the topics for discussion in the coming months. c. Announcements/updates 8. Adjournment Time: 4:54 p.m. 9.
