Call to Order: 5:30 PM, Tracy Hoskins 2. In Attendance: Tracy Hoskins, Ron Autry, Craig Honchell, William Chesser, Ryan Noble, and Porter Winston Absent: Sarah Bunch, Janet Selby, Kyle Cook Staff: Andrew Garner, Jesse Fulcher, and Kit Williams 3. Approval of the minutes from the May 27, 2014 meeting. VAC 14-4740: Vacation (514 W. MILK BLVD/FILBECK, 523): Submitted by BLEW & ASSOCIATES for property located at 514 W. MILK BLVD. The property is zoned MSC, MAIN STREET/CENTER and contains approximately 0.76 acres. The request is to vacate an existing utility easement. CCP 14-4689: Concurrent Plat (1609 MALLY WAGNON RD/HANEY, 610): Submitted by MCCLELLAND ENGINEERS for property located at 1609 MALLY WAGNON RD. The property is in the FAYETTEVILLE PLANNING AREA and contains approximately 2.07 acres. The request is to re -plat 1 existing lot into 2 lots of approximately 1.02 acres each. Motion: Commissioner Winston made a motion to approve the consent agenda. Commissioner Autry seconded the motion. Upon roll call the motion passed with a vote of 6-0-0. Mailing Address: 113 W. GARLAND AVE/ROTH, 404): Submitted by HUNTER HAYNES for property located at 1503 N. GARLAND AVE. The property is zoned RSF-4, RESIDENTIAL SINGLE FAMILY, 4 UNITS PER ACRE and contains approximately 7,600 square feet. The request is for a duplex in the RSF-4 district. Jesse Fulcher, Senior Planner, discussed that the applicant requested the item to be tabled. Hunter Haynes, applicant, was presented for questions and discussed that they are revising the design of the duplex. No public comment was presented. Motion: Commissioner Chesser made a motion to table CUP 14-4722 to the 6-23-14 meeting. Commissioner Noble seconded the motion. Upon roll call the motion passed with a vote of 6-0-0. RZN 14-4703: Rezone (NE CORNER OF WEDINGTON AND RUPPLE ROAD/WEDINGTON ZONE 2, 400): Submitted by CITY STAFF for property located at NE CORNER OF WEDINGTON AND RUPPLE ROAD within the Wedington Corridor Neighborhood Plan Area. The property is zoned C-1, NEIGHBORHOOD COMMERCIAL, C-2, THOROUGHFARE COMMERCIAL, and I-PZD, INDUSTRIAL PLANNED ZONING DISTRICT, and contains approximately 6.88 acres. The request is to rezone the property to CS COMMUNITY SERVICES. Andrew Garner, City Planning Director, gave the staff report and was also the applicant representative. No public comment was presented. Motion: Commissioner Chesser made a motion to forward RZN 14-4703 to the City Council with a recommendation for approval. Commissioner Autry seconded the motion. Upon roll call the motion passed with a vote of 6-0-0. New Business: CUP 14-4739: Conditional Use (528 N. LINDELL AVEJWESLEY FOUNDATION, 444): Submitted by JORGENSEN & ASSOCIATES for property located at 528 N. LINDELL AVENUE. The property is zoned RMF -40, RESIDENTIAL MULTI -FAMILY, 40 UNITS PER ACRE and contains approximately 0.36 acres. The request is for a student ministries building and a parking reduction. Andrew Garner, City Planning Director, gave the staff report. Brian Swain, applicant was present for question. He discussed that the Wesley Foundation used to be at Leverett and Maple. In general it would be very similar to their old location. No public comment was presented. Commissioner Hoskins asked about the alley and issues with this use impacting the alley. Garner discussed the alley and impacts from this project on the alley. Motion: Commissioner Chesser made a motion to approve CUP 14-4739 as recommended by staff with all conditions. Commissioner Autry seconded the motion. Upon roll call the motion passed with a vote of 6-0-0. RZN 14-4725: Rezone (1974 N. GREGG AVE/GIBSON, 367): Submitted by MAHLON GIBSON for property located at 1974 N. GREGG AVE. The property is zoned RSF-4, RESIDENTIAL SINGLE FAMILY, 4 UNITS PER ACRE and contains approximately 0.65 acres. The request is to rezone the property to RMF -24, RESIDENTIAL MULTI FAMILY, 24 UNITS PER ACRE. Andrew Garner, City Planning Director, gave the staff report. Mahlon Gibson was present for the applicant. No public comment was presented. Motion: Commissioner Chesser made a motion to forward RZN 14-4725 to City Council with a recommendation for approval. Commissioner Winston seconded the motion. Upon roll call the motion passed with a vote of 6-0-0. RZN 14-4729: Rezone (CATO SPRINGS RD./CHAMBERS BANK, 673): Submitted by HUNTER HAYNES for property located at MT. KESSLER PARK. The property is zoned R- PZD, RESIDENTIAL PLANNED ZONING DISTRICT and contains approximately 253.23 acres. The request is to rezone the property to UT, URBAN THOROUGHFARE, CS, COMMUNITY SERVICES, AND NC, NEIGHBORHOOD CONSERVATION. Jesse Fulcher, Senior Planner, gave the staff report. No public comment was presented. Hunter Haynes, applicant, stated they were trying to establish the right zoning for future development around the park. Motion: Commissioner Winston made a motion to forward RZN 14-4729 to City Council with a recommendation for approval. Commissioner Chesser seconded the motion. Upon roll call the motion passed with a vote of 6-0-0. 9 RZN 14-4731: Rezone (REGIONAL PARK/MT. KESSLER RESERVE, 673): Submitted by CITY STAFF for property located at MT. KESSLER PARK. The property is zoned R-PZD, RESIDENTIAL PLANNED ZONING DISTRICT and contains approximately 619.73 acres. The request is to rezone the property to P-1, INSTITUTIONAL. Jesse Fulcher, Senior Planner, read the staff report and was present for the applicant along with Alison Jumper from Parks Department. No public comment was presented. Motion: Commissioner Winston made a motion to forward RZN 14-4731 to City Council with a recommendation for approval. Commissioner Chesser seconded the motion.
