Call to Order: The Committee was called to order by Chair Diane Warren at 3:05 p.m. 2. In Attendance: Steve Clark, David Dayringer, Tommy Deweese, Yolanda Fields, Terry Gulley, Melissa Harwood -Rom, Richard Hudson, Mike Johnson, Casey Jones, Tim Nyander as Proxy for David Jurgens, Mark Kinion, Bev Lewis, Lindsley Smith as Proxy for Don Marr, Ryan Miller, Jeremy Pate, Danny Pugh, Bo Renner, Gary Smith, Diane Warren Absent: Scott Shackelford and Phil Jones Staff: Dede Peters 3. Approval of Minutes: A motion was made by Mike Johnson to accept the Minutes of the November 18, 2013, meeting, which was seconded by Tommy Deweese and unanimously approved by the Committee. 4. Old Business: a. Report of Subcommittee C. Vice Chair Ryan Miller presented a report of Subcommittee C on the University Perspectives class at the University of Arkansas. Miller began by providing the Committee with correspondence from Sylvia Scott, Director of Off -Campus Connections at the University of Arkansas, regarding the University Perspectives class—a class focused on academic success and academic preparation of students. It was reported that Off Campus Connections and Fayetteville Community Services staff met last spring and discussed the incorporation of off -campus living education into the University Perspectives class. Vice Chancellor for Academic Affairs, Dr. Ro DiBrezzo, was approached on the issue, and it was discovered that it was not possible to incorporate off -campus housing educational information into the Mailing Address: 113 W. Scott noted that Off Campus Connections spoke with both University Housing and Greek Life about better preparation of students who will be moving off campus, and due to expansions in both Housing and Greek Life, it is no longer imperative that this be addressed during a students' first semester or year. Also noted was the Committee's recommendation for off campus living information disbursed through social media is occurring. The University's Off Campus Connections continues to share information through social media and a weekly electronic newsletter that goes to undergraduate students living off campus. Off -Campus Living Fairs currently take place twice a year. Ryan noted that the focus of the course is on academic success. Danny Pugh made similar comment and also noted that adding the component of off - campus living is not something the University of Arkansas is looking to do in the University Perspectives class due to its necessary focus on academic success and financial elements. However, noted Pugh, Off Campus Connections and City of Fayetteville Community Services already engage in several off -campus focused programs and there has been discussion on a social media component and there are plans for some of the things being discussed by the Town and Gown Advisory Committee to take place this year. Pugh also noted the increase of students moving into student -oriented housing communities instead of into neighborhood communities. Mike Johnson provided information on student housing vacancy rates. Diane Warren referred the Committee to a Good Neighbor information sheet located on the City of Fayetteville website. Johnson recommended getting the flyer out again to active neighborhood associations that have contacts and email addresses. Warren asked if the Committee wished to take additional action on this item. Yolanda Fields reported that Subcommittee C is working on a first year report for the Committee and will be working on getting additional information to the off -campus fair at the University of Arkansas. Johnson made a motion to accept the report of Subcommittee C on Committee recommendations passed at the last meeting and for this item to be resolved as complete. The motion was accepted by Committee acclamation. b. Work Session Regarding Information Hub. Yolanda Fields provided information that she recommended for an information hub, primarily ordinances affecting people moving into a community and available assistance programs. Mike Johnson recommended hotlinks with topics. Diane Warren mentioned how a hotlink could benefit entities, such as government entities, that are limited in providing certain information on their websites. Johnson stated the importance of ensuring the City's website information is easily accessible to the public. Jeremy Pate provided mobile application information for information access and Wiki. Johnson recommended a site that could be populated, with people from different entities to have the ability to edit and submit and post to that site, with up-to-date information guaranteed. Lindsley Smith noted that the City of Fayetteville will be seeking a new Content Management System (CMS) in z 2014, and the Committee's information could be helpful as the City drafts its Request for Proposals from bidding companies. Smith provided information regarding the City's Community Link and current CMS limitations, but staff worked within the limitations last year by reworking the Community Link as an information hub that provides information via information, documents, and hotlinks. Smith also discussed an upcoming My Government Services offering on the City's website that will provide helpful information for each city residence. Johnson recommended a Town and Gown section of the information hub with both City and University information. Kinion stated that we are looking for a one-stop shopping forum. Tommy Deweese questioned the audience or audiences of an information hub. Discussion of the Committee led to a conclusion that an information hub would engage multiple audiences. Warren summarized that the Committee recommendation for information on an information hub as services, events, news; and David Dayringer recommended the adding of alerts. Mark Kinion moved that the Committee continue pursuing the potential development of an information hub as a matter for committee exploration. The Committee discussed the Davis Wiki as a model. Johnson recommended a sub -committee of this Committee to determine specifics of such a website or wiki. The Committee discussed information hubs. Kinion recommended a sub -committee to explore information hubs. Tommy Deweese moved for the creation of a sub -committee made up of volunteers from the Town and Gown Advisory Board to develop a goals statement for an information hub. The motion passed unanimously. Warren called for volunteers. Jeremy Pate, Mark Kinion, Bo Renner, Melissa Harwood - Rom, and Steve Clark volunteered, with Pate agreeing to be Chair of the sub- committee, with a report of the sub -committee to be made at the next meeting of the Town and Gown Advisory Committee on March 17. 5. New Business: a. First Year Committee Report. Mark Kinion made a motion to accept the First Year Committee Report as drafted, and upon second and unanimous approval, the item passed for transmittal to the City of Fayetteville through the Fayetteville City Council and to the University of Arkansas through Chancellor G. David Gearhart. b. Informational Session on Transportation Projects. Jeremy Pate and Mike Johnson presented this item to the Committee. Pate provided an introduction to the item for review and provided details of the highway 112 project by the University of Arkansas (Garland and Maple), related sidewalks, median, access management, and the Maple and Lafayette Bridges, communication management. Pate noted the issues of design and function, as well as funding and logistics, particularly sequencing and communicating to the public about these transportation projects in high -traffic locations. Johnson updated the Committee on paperwork and approvals in the project process and federal 3 money updates. Johnson noted the large amount of retaining wall required and difficulty related to them, timing of the projects, and the issues involved with the timing of the projects. Tommy Deweese inquired about the possibility of a pedestrian overpass on Martin Luther King, Jr., Boulevard, and if that has been discussed. Johnson remarked that he was not aware of such a discussion and spoke of the addition of a signal by Fayetteville High School and discussed the University of Arkansas's work on an upcoming transportation master plan. Pate added information regarding signalized crossings and pedestrian safety. Johnson updated the Committee on "the oval" area by Fayetteville High School and construction plans in that area. Diane Warren asked the Committee for its desire for future review of this item on the Committee's next agenda. After Committee discussion, there was no motion or vote on adding a related item to the agenda. Warren asked the Committee to set the agenda of the next meeting. Johnson requested that a 2014, 2015, 2016 Capital Improvement Projects (CIP) discussion be placed on the agenda. Without discussion or opposition, the item was added to the agenda of the next meeting. Warren reminded the Committee that the next item on the Committee's priority list is campus vicinity safety. After a discussion on trail pole numbering, the Committee determined not to add a campus vicinity safety item to the next meeting agenda. Warren stated the Committees two agenda items for its next meeting, which was the report of the Information Hub Sub -Committee regarding a goals statement for a possible information hub and a discussion of 2014, 2015, 2016 Capital Improvement Projects. After no further discussion, the meeting was adjourned by Chair Warren. 6. Adjournment Time: 4:51 p.m. 7.
