MINUTES OF A MEETING OF THE
SUBDIVISION COMMITTEE
A regular meeting of the Fayetteville Subdivision Committee was held on February 14, 2013 at 9:00
a.m. in Room 326 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas.

LSD 13-4308: Large Scale Development (585 WILLOUGHBY/THE CULLS 11, 361): Submitted
by CLAY GROTE for property located at 585 WILLOUGHBY RD. The property is zoned 1-1, Heavy
Commercial and Light Industrial and contains a total of 2.33 acres. The request is for a 24,250 square
foot office and warehouse building.
Quin Thompson read the staff report, and added that Condition No. 1, a variance of the greenspace
requirement, should be considered to have been approved in the previous LSD Submittal process, and
that the SC committee was authorized to approve the project.
Clay Grote, applicant, stated that he was present for questions.
Motion:
Commissioner Winston made a motion to approve LSD13-4308 in favor of all conditions;
making a note to strike condition #1 as it is not needed. Commissioner Noble seconded the
motion. Upon roll call the motion passed by a vote of 3-0-0.

LSD 12-4295: Large Scale Development (2530 W. WEDINGTON RD./CASEY GENERAL
STORE, 402): Submitted by BATES AND ASSOCIATES for property located at 2530 WEST
WEDINGTON ROAD. The property is zoned C-2, THOROUGHFARE COMMERCIAL and contains
approximately 1.54 acres. The request is for 4,223 square foot convenience store with associated
parking.
Jesse Fulcher, Current Planner, read the staff report.
Glenn Newman, Staff Engineer, discussed the proposed utility connections.
Megan Dale, Urban Forester, stated that she was not supporting the tree preservation plan as
proposed.
Geoff Bates, applicant, stated that they spoke with the Arkansas State Highway and Transportation
Department (AHTD), but they haven't provided final feedback on the access design. Casey's is okay
with the right -out only. They don't want to move the building, because it will limit visibility to the
pump islands.
Evan Niehues, applicant, stated that they can work out the landscape comments.
Bates stated they may be able to save the trees along Futrall if they sidewalk is relocated.
Newman stated that grading may still pose a problem.
Dale stated that there are also power lines in this area.
Commissioner Winston asked if there was a access design that works with AHTD.
Newman stated that a physical barrier on Wedington will work, but that AHTD hasn't supported it.
Commissioner Winston stated that he doesn't support right-in/right-out design without a firm design
from AHTD.
Bates stated that a right -out design could be designed with a longer transition to discourage left turns.
Commissioner Winston asked about the west building elevation.
Bates stated he would ask Casey's to change.
Commissioner Winston asked about the throat length.

Bates stated that the site is maxed out.
Fulcher stated that the applicant needs to provide supporting documentation for a reduced throat
length.
Commissioner Winston asked about variances.
Fulcher stated they are for the internal aisles and driveway entrance, to allow the fuel truck to
maneuver through the site.
Commissioner Honchell asked if the building could be moved north.
Bates stated there are trees preserved in this area.
Motion:
Commissioner Winston made a motion to forward LSD 12-4295 to the full Planning
Commission with the recommendation to deny the curb cut on #1; in favor of #2 and #3; deny
#4; deny west side on #5; deny #6 tree preservation and in favor of #7. Commissioner
Honchell seconded the motion. Upon roll call the motion passed by a vote of 3-0-0.

PPL 13-4304: Preliminary Plat (INTERSECTION OF N. HUGHMOUNT RD. & W. MT.
COMFORT RD./HUGHMOUNT VILLAGE, 282): Submitted by ENGINEERING DESIGN
ASSOCIATES for property located on NORTH HUGHMOUNT ROAD, NORTH OF
WHEELER ROAD (FORMERLY CHERRY HILLS SUBDIVISION). The property is in the
PLANNING AREA and contains approximately 54.13 acres. The request is for a residential
subdivision with 129 single family lots and 9 common property lots.
Jesse Fulcher, Current Planner, read the staff report.
Glenn Newman, Staff Engineer, discussed bringing the subdivision up to current requirements,
including the proposed sewer connection.
Megan Dale, discussed the tree preservation plan.
Kim Hesse, applicant, discussed the reviews by the City and County, and some remaining issues
to work out with the intersection improvements.
Newman discussed the intersection improvements.
Betty Ezell, neighbor, asked if the median proposed for the intersection could be landscaped.
Hesse stated that this will become a County maintenance item once installed.
Commissioner Honchell asked if the median would be painted and about lighting the
intersection. Cars might hit the curb coming around the corner.
Newman stated that they are trying to improve the safety of the intersection and create safer
turning movements.
Juliet Ritchey, Washington County Planning Director, stated that she will speak with the
County Road Department about the concerns mentioned, but that the landscape median likely
won't be possible, because there isn't anyone dedicated to this type of maintenance.
Commissioner Honchell asked if county staff would be present at the Planning Commission
meeting.
Fulcher stated that he would ask them to be.
Commissioner Honchell asked about street lights between the intersection and the south
boundary.
Fulcher stated he would check and report back to the Commissioners.

Commissioner Winston made a motion to forward PPL13-4304 to the full Planning
Commission, in favor of #1 and #2 and all their conditions, and requesting more lighting at
offsite intersection and planting at the intersection. Commissioner Honchell seconded the
motion. Upon roll call the motion passed by a vote of 3-0-0.
There being no further business, the meeting adjourned at 10:15 AM.
