Mountain, Fayetteville, Arkansas. ACTION TAKEN PPL 13-4382: Preliminary Plat (1249-1203 W. CATO SPRINGS RD./CATO SPRINGS INDUSTRIAL PARK, 638): Page 2 Forwarded LSD 13-4396: Large Scale Development (ECO DOWNTOWN, 484): Page 3 Approved MEMBERS PRESENT Hoskins (chair) Kyle Cook William Chesser STAFF PRESENT Andrew Garner Quin Thompson Glenn Newman Jesse Fulcher Subdivision Committee Chair Tracy Hoskins called the meeting to order at 9:00 AM. Subdivision Committee June 13, 2013 Page 2 of 3 PPL 13-4382: Preliminary Plat (1249-1203 W. CATO SPRINGS RD./CATO SPRINGS INDUSTRIAL PARK, 638): Submitted by CRAFTON TULL for property located at 1249-1203 WEST CATO SPRINGS ROAD. The property is zoned I-1, HEAVY COMMERCIAL AND LIGHT INDUSTRIAL AND RMF -24, RESIDENTIAL MULTI -FAMILY 24 UNITS PER ACRE and contains approximately 17.04 acres. The request is for three industrial lots. Andrew Garner, Senior Planner, gave the staff report. Jonathan Ely, applicant, asked if street trees could be delayed for each lot. Megan Dale, Urban Forester, discussed she was not sure. No public comment was presented. Commissioner Chesser stated that he had no problems with this. Commissioner Cook agreed with Commissioner Chesser. Commissioner Hoskins asked how far this new street would be from the adjacent parcel to the west. Glenn Newman, staff engineer, answered that it would be approximately 11 feet from the back of curb to the property line. Commissioner Hoskins asked about the dead end street design of a hammerhead. Newman discussed the hammerhead design. Jonathan Ely, applicant, discussed their rationale for using this type of design. Commissioner Hoskins discussed his preference would be to require concrete for the hammerhead because large truck traffic associated with this industrial use could damage it faster if it were asphalt. Motion: Commissioner Chesser made a motion to forward PPL13-4382 to Planning Commission with all conditions recommended by staff. Commissioner Cook seconded the motion. Upon roll call the motion passed by a vote of 3-0-0. Subdivision Committee June 13, 2013 Page 3 of 3 LSD 13-4396: Large Scale Development (ECO DOWNTOWN, 484): Submitted by MCCLELLAND CONSULTING ENGINEERING for property located southwest of the intersection of WEST LAFAYETTE STREET AND NORTH CAMPBELL AVENUE. The property is zoned DG, DOWNTOWN GENERAL and MSC, Main Street Center, and contains approximately 2.85 acres. The request is to modify the previously approved Eco Downtown project (LSD 11-3992) to add square footage and change the exterior fagade of the building. Quin Thompson, Current Planner, read the staff report. Chris Baribeau, Project Architect, was present to answer questions. Motion: Commissioner Cook made a motion to approve LSD13-4396 to Planning Commission with all conditions recommended by staff. Commissioner Chesser seconded the motion. Upon roll call the motion passed by a vote of 3-0-0. There being no further business, the meeting adjourned at 9a5 AM.
