MINUTES OF A MEETING OF THE
SUBDIVISION COMMITTEE
A regular meeting of the Fayetteville Subdivision Committee was held on July 11, 2013 at 9:00 a.m.
in Room 326 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas.

LSD 13-4425: Large Scale Development (TWIN CREEK VILLAGE LOT 19B-4,173): Submitted by
MCCLELLAND ENGINEERING for property located at TWIN CREEK VILLAGE LOT 19B-4. The property
is zoned C-1, NEIGHBORHOOD COMMERCIAL and contains approximately 1. 16 acres. The request is to
build a 5,602 square foot medical office building with associated parking.
Quin Thompson, current planner, read the staff report.
Lee Stewart, Applicant, discussed proposed LID stormwater features. He said that drains were
specified that would pre -filter stormwater. He stated that he understood and accepted stub -out and
easement requirements.
Winston Porter, Commissioner, asked staff whether we recognized the LID features that Stewart
discussed.
Thompson stated that the Engineering review indicated that the City did not accept the details as
provided.
Motion:
Commissioner Winston made a motion to approve LSD13-4425 with all conditions as
recommended by staff. Commissioner Autry seconded the motion. Upon roll call the
motion passed by a vote of 3-0-0.

LSD 13-4427: Large Scale Development (2402 N. COLLEGE AVE./CVS PHARMACY, 290): Submitted
by BOOS DEVELOPMENT for property located at 2402 NORTH COLLEGE AVENUE. The property is
zoned C-2, THOROUGHFARE COMMERCIAL and contains approximately 1.77 acres. The request is to build
a 13,225 square foot pharmacy with associated parking.
Andrew Garner, Senior Planner, gave the staff report.
Alison Jumper, Interim Urban Forester, discussed tree preservation, and the landscape variance.
Josh Knott, applicant, presented the project and discussed the right-of-way dedication and greenspace variance
request.
Commissioner Autry discussed the variance.
Commissioner Winston asked about the turning movements into the site. He could see the trade-offs for
greenspace with the Low Impact Development techniques.
Alison Jumper discussed redesigning the site and other options.
Josh Knott, applicant, stated that we can look at pulling the pavement back along the east side of the property.
Alison Jumper discussed there is an 8 -foot minimum for tree lawns.
Commissioner Winston discussed dumpster relocation.
Wes Eustice, applicant's engineer, described truck traffic.
Commissioners Winston and Autry requested AutoTurn showing truck traffic.
Motion:
Commissioner Winston made a motion to forward LSD13-4427 to the full Planning
Commission, finding no recommendation on greenspace; in favor of the south, west, and
north elevations, slight revision needed to east elevation to provide more articulation; in

favor of street improvements. Commissioner Autry seconded the motion. Upon roll call the
motion passed by a vote of 3-0-0.
There being no further business, the meeting adjourned at 9:45 AM.
