FAYETTEVILLE PARKS AND RECREATION
ADVISORY BOARD
Minutes for June 3, 2013
Opening:
The regular meeting of the Parks and Recreation Advisory Board was
called to order by Phillip Watson at 5:36 p.m. in Room 111 at the City
Administration Building at 113 West Mountain Street in Fayetteville,
Arkansas.
Present:
Parks and Recreation Advisory Board members McKnight, Leonard,
Maxwell, Paul, Watson and Profitt were present. Meldrum and Lawson
were absent. Staff members Edmonston, Humphry, and Jumper were in
attendance.
AGENDA:
1. Approval of May 6, 2013 PRAB Meeting Minutes
Maxwell had several changes. The corrections will be made.
PRAB Motion: McKnight motioned to accept the amended
minutes, and Paul seconded it. Motion passed 6-0-0 by voice vote.
2. Eagle Scout Project: Austin Bittinger
In coordination with Park staff, a proposal to improve and realign a
section of nature trail at Lake Fayetteville.
Bittinger is with Troop 116. His project will realign a section of the
natural trail at Lake Fayetteville. Bittinger says this project will
help control the erosion and make the trail more enjoyable. The
current trail runs north and south and water runs straight down
it. His project is located on the west side of the lake by the
environmental center. He plans to add serpentines so the runoff
water has more to go through rather than straight down the trail.
He said he and Maxwell will meet two weeks ahead of the project to
flag areas of brush. The City will brushhog it. He said adults from

his troop, some of his friends, and the friends' dads will help level
the trail. Parts of the old trail will be destroyed, and some of the
brush that was removed will be used to cover the old trail.
Humphry said that Parks will be helping them with some of the
project. He said from the Parks standpoint, it will be pretty quick
and straight forward.
Maxwell said he thought that trees could be planted in the old
section, because it would be ideal.
McKnight added that maybe some grass could be planted in that
area to help control the erosion.
Bittinger said that he would start on the project by next month.
Edmonston asked him what his deadline date was.
Bittinger replied that he had no deadline date.
Someone asked when his 18t1i birthday was.
Bittinger said it was in a couple of years.
Maxwell said he could wait and plant the trees in the fall.
Staff Recommendation: To approve the Eagle Scout project at
Lake Fayetteville.
PRAB Motion: McKnight motioned to approve the Eagle Scout
project. Paul seconded it. Motion passed 6-0-0 by voice vote.
3. BGSO Proposed Master Plan Update:
Answers to the questions from BGSO are in the PRAB Attachments
as BGSO Question Request 4-26-13.
Walt Eilers, President of BGSO Board of Directors, informed us
that they will have individual meetings with the different
stakeholders listed as follows: Fayetteville Natural Heritage, Bob
Caulk; Ozark Off Road Cyclists, Steve Schnieder; Environmental
Study Center, Lawanna Banning; Fayetteville Watershed
Partnership, John Pennington; Northwest Arkansas Audubon
Society, Joe Neal; and Washington County Master Gardeners,
Gloria McIntosh.

BGSO is anticipating the Proposed Master Plan to be on the
August 5tII PRAB Meeting Agenda.
Watson asked if he needed to read all the questions and answers.
Edmonston replied that she just wanted everyone updated.
Paul asked if any revisions had been received for their master plan.
Edmonston said that they decided to meet with the shareholders
individually rather than have a group meeting. She said they also
moved their meeting with PRAB from July to August.
Humphry added that they're working on the streamside protection
to get clarification and trying to get it drawn on a map or staked
out. They are working with Sarah Wrede, who is a City storm water
engineer.
Edmonston said Sarah will stake out the area that has to be
protected.
Paul asked if there was any way to just take back that portion
since it can't be used.
Edmonston suggested waiting and seeing what they come up with.
Humphry added that they are still working through the process.
Edmonston then read through the next steps for the master plan
for the BGSO.
Paul asked what mountain bikers did before the bridge was there.
Edmonston said there was a previous wood structure bridge they
used.
Maxwell commented that at the BGSO meeting, he noticed that
several people thought the City was given the Lake Fayetteville
property by the state.
Edmonston said the City purchased it as a water source.
Maxwell asked if anyone had read the 1997 minutes. He then
recapped them.

Paul wanted to know why the BGSO leased land where they had no
room to grow.
Edmonston replied that they had a master plan, and it fit into the
100 acres. She then gave some history. In 1994, BGSO came to the
Parks Board. The board had many questions, and BGSO got tired
of waiting, so they went to City Council. The Council granted them
their request.
4. Tour of Regional Park: We will have a City van ready to take you
on a tour of the Regional Park. Please wear appropriate clothing
and shoes. There may be some ticks out too so come prepared.
We will view the park as well as walk in certain areas.
