FAYETTEVILLE PARKS AND RECREATION
ADVISORY BOARD
Minutes for September 10, 2012
Opening:
The regular meeting of the Parks and Recreation Advisory Board was called to order by
Steve Meldrum at 5:33 p.m. in Room 111 at the City Administration Building at 113
West Mountain Street in Fayetteville, Arkansas.
Present:
Parks and Recreation Advisory Board members McKnight, Leonard, Meldrum, Lawson,
and Proffitt were present. Waite, Paul, and Watson were absent. City Staff members
present were Edmonston, Jumper, and Humphry.
AGENDA:
1. Approval of August 6, 2012 PRAB Meeting Minutes:
PRAB Motion: McKnight motioned to approve the minutes, and Leonard
seconded it. Motion passed 5-0-0 by voice vote.
2. Botanical Garden Society of the Ozarks Report: Phillip Watson, PRAB
Ron Cox from the Botanical Gardens gave the report. He said the month of
October is the fifth year of "Garden as you see it". This year there have been 44
weddings to date. Thursday is "Chef in the Garden". There will be 2,000 3`d
graders visiting for the annual Butterfly Days, and over 10,000 children visiting
this year. This outdoor science classroom meets the science field day requirement.
3. FNHA Request to name Lake Fayetteville's Prairie Restoration Area as
Callie's Prairie: Bob Caulk, FNHA
See attached Park Naming Policy and proposal.
Staff Recommendation: To name Lake Fayetteville's Prairie Restoration Area
as Callie's Prairie. This item was tabled for one month at the August 6`h meeting
in order to allow for public input until the September l0d' meeting.
Meldrum asked if anyone had received any public input on the name.
No one had.
PRAB Motion: A motion to accept the request to name Lake Fayetteville's
Prairie Restoration area as Callie's Prairie was made. The motion passed 5-0-0 by
voice vote.
4. Ozark Volleyball Club Proposal: Fred Meek and Don Cox
Ozark Volleyball Club is requesting to construct a fourth volleyball court west of
the existing courts to expand their program.
Staff Recommendation: Approval to construct additional volleyball court subject
to coordination with Park Staff.
Fred Meek, who is with the Ozark Volley ball Club, spoke. The club was started
in 1978 with Clem Johnson. In 1994 the first sand volleyball club was established.
In 1984 2 more courts were provided by the City. Approximately 350 people
currently participate in the league. The club takes care of general maintenance up
to 1,000 hours using volunteers. Everyone says Fayetteville has the best facilities
because of the shade, water, and restroom access. The club is out of room now
and needs to expand. The league runs 3 days a week, and the courts are full five
days a week. The Ozark Volleyball Club is requesting permission to build a fourth
court. With four courts, they can add four more leagues. At least 75 teams use the
courts. The club will build the court. They are not asking the City for money.
McKnight asked if four courts were enough.
Meek said they would love five courts, but four would add four more teams.
Don Cox, also with the Ozark Volleyball Club, said that the women's side has
grown so much.
Meldrum asked how many participants they had.
Meeks replied that there are 350 in the summer leagues.
Edmonston said that the adjoining area and the area to the north is an open field.
Lawson asked if this is just open space.
Meeks said yes.
PRAB Motion: McKnight motioned to accept the Ozark Volleyball proposal, and
Meldrum seconded it. Motion passed 5-0-0 by voice vote.

5. Botanical Garden Society of the Ozarks and Farmers' Market request to
amend Ordinance 97.086 Vending and Peddling of Chapter 97 Parks and
Recreation:
Lori Boatright, Farmers' Market and Ron Cox, Executive Director of BGSO
Botanical Garden Society of the Ozarks and Farmers' Market are requesting to
allow the Farmers' Market to sell produce, flowers, and items on Saturday,
Sunday, and one additional day within the area leased to the Botanical Garden
Society of the Ozarks located in Lake Fayetteville Park.
Edmonston presented the current ordinance requirements
Meldrum wanted to know if they were asking to expand from one day to three
days.
Boatright said it would be open Saturday and Sunday and one evening during the
week. It would still be the same members limited as to what they can do on the
square. They would like an alternate shopping location available for a different
demographic.
Meldrum said that the Saturday market has grown. He said this is a great idea. It
would open it up to Springdale.
Edmonston said the City supports growth. The only concern is the impact on
Saturday's market on the square.
Boatright said entirely different cliental will be served.
McKnight asked if the records would be kept separately.
Boatright said yes, and there would be no impact on Saturday's numbers.
Leonard asked if there would be staffing adjustments for the Botanical Gardens.
Cox said no. He added that the market would be from 7 a.m. until noon, and
cleared by 1 p.m.
Lawson asked if the Botanical Gardens would make money from the market.
Cox said no.
Lawson wanted to know if they charged for weddings.
Cox said yes.
Edmonston said the ordinance needs to be amended to allow vending and
peddling to sell on Saturdays and weekdays and also make it year round.
Boatright added that the vendors need a winter market, since there isn't one
available now.
McKnight said he had no objection.
PRAB Motion: Proffitt motioned to accept amended Ordinance §97.086 to
include Sundays and weekdays. Meldrum seconded it. Motion passed 5-0-0 by
voice vote.
6. Other Business:
There was no other business.
Meeting will be reconvened at the Hughmount Village located on Hughmount
Road north of Mount Comfort Road. A City van will be provided to transport
PRAB to the site. The Park Land Dedication will be voted on site as well as
adjourning the meeting. Please wear appropriate clothing.

Justification: 132 single family homes will be built on this
site. Pedestrian connections to existing parks
are very limited and cross major streets.
Additionally there would be potential to
expand the park land to the south if the
adjacent property ever develops.

Meldrum called the meeting back to order at 6:40 pm.
Hesse said they are hoping to do a low impact development (LID) to
accommodate storm water.
Meldrum suggested taking land along the west side of the property to the
preservation area, and plan for a connection to the south from Willow Bend.
There would be additional land adjacent to it for greenspace.
Edmonston said that would give 132 people access to Clabber Creek.
PRAB Motion: McKnight motioned to accept the land depending on the
Planning offices requirement for storm water, and Proffitt seconded it. Motion
passed 5-0-0 by voice vote.

The meeting was adjourned at 6:49 p.m.
