MINUTES OF A MEETING OF THE
SUBDIVISION COMMITTEE
A regular meeting of the Fayetteville Subdivision Committee was held on January 3, 2013 at 9:00
a.m. in Room 326 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas.

R-PZD 12-4284: Planned Zoning District (PARK HILL AT MOUNTAIN RANCH, 478):
Submitted by JORGENSEN AND ASSOCIATES for property located at the SW CORNER OF
PERSIMMON STREET AND MOUNTAIN RANCH BOULEVARD. The property is zoned R-PZD,
RESIDENTIAL PLANNED ZONING DISTRICT (R-PZD 09-3253) and contains approximately 2.23
acres. The request is for Zoning, Land Use and Development approval of a Residential Planned
Zoning District with 13 single family dwellings.
Andrew Garner, Senior Planner, gave the staff report.
Alison Jumper, Parks Department, discussed tree preservation and landscaping.
Public Comment:
Sandi Parkerson, neighbor, asked about access into the homes.
Garner, discussed the two-way alley that will provide shared rear access to the homes.
Victor Parkerson, lives next door, asked about the distance between structures.
No more public comment was presented.
Garner discussed that 10' is the standard for the RSF-4 zoning which requires a minimum 5' side
building setback.
Commissioner Honchell asked if this was the same number of lots as under the previous approval.
Justin Jorgensen, applicant, indicated that it was the same number of lots.
Commissioner Honchell asked about parking in the alley.
Justin Jorgensen, applicant, indicated that there could be some parking built to the west side of the
alley.
Motion:
Commissioner Honchell made a motion to forward R-PZD 12-4284 to the full Planning
Commission in agreement with all staff recommendations. Commissioner Noble seconded the
motion. Upon roll call the motion passed by a vote of 2-0-0.

LSD 12-4275: Large Scale Development (W. CENTER ST. AND S.W. CORNER OF DUNCAN
AVE.1WEST CENTER, 483 & 522): Submitted by JORGENSEN AND ASSOCIATES for
properties located on WEST CENTER STREET AND THE SOUTHWEST CORNER OF DUNCAN
AVENUE. The properties are zoned RMF -40, RESIDENTIAL MULTI -FAMILY, 40 UNITS PER
ACRE AND DG, DOWNTOWN GENERAL and contain approximately 2.75 acres. The request is for
175 multi -family units with a parking deck.
Jesse Fulcher, Current Planner, read the staff report.
Alison Jumper, Parks Planner, discussed parks fees and the tree preservation report.
Glenn Newman, Staff Engineer, discussed revisions to the utility plan and required curb radius.
Justin Jorgensen, applicant, presented the project and addressed some of staff s comments.
Commission Honchell asked if tree #40 was being preserved.
Seth Mims, applicant, stated that it was a Burr Oak that they were preserving, but that couldn't be
calculated as preserved to due grading near the trunk.
Commission Honchell asked if bus stops were being added.
Mims stated that there are two existing stops nearby.
Commissioner Honchell stated that the sight distance at the intersections was very limited. Will there
be pedestrian crossing signs?
Newman stated that the existing single -head traffic signal will be removed and a new modern traffic
control system will be installed, including pedestrian crossing signs.
Commissioner Honchell asked why the project didn't go before the Board of Adjustment first.
Fulcher stated that would normally be the desired step, but a tight time schedule required the
applicant to proceed with both requests simultaneously, which is fine, but could result in changes to
the project if the variance were denied.
Jorgensen discussed the reasoning for requesting the variance to leave one set of lines overhead.
Mims stated that they would prefer to relocate the lines underground, but AEP doesn't want to, and
have forced us to request the variance.

Commissioner Honchell made a motion to forward LSD 12-4275 to the full Planning
Commission in agreement with all staff recommendations. Commissioner Noble seconded the
motion. Upon roll call the motion passed by a vote of 2-0-0.
There being no further business, the meeting adjourned at 10:00 AM.
