Mountain, Fayetteville, Arkansas. ITEMS DISCUSSED ACTION TAKEN LSD 12-4194: Large Scale Development (1967 W. Subdivision Committee September 27, 2012 Page 2 of 5 LSD 12-4194: Large Scale Development (1967W. TRUCKERS DR./CLARITY POINTE, 247): Submitted by GBS ENGINEERING for property located at 1967 WEST TRUCKERS DRIVE. The property is zoned C- PZD, COMMERCIAL PLANNED ZONING DISTRICT, and contains a total of 4.96 acres. The request is for an assisted living facility. Quin Thompson read the staff report. Megan Dale read the Urban Forester report. Mark Bialik, applicant, discussed site and architectural constraints leading to the decision to remove the trees that are proposed for removal. Mr. Bialik stated that the building is pre -designed, and that the building layout is not flexible. He described the proposed water quality improvements, and added that the project is proposing 100% more tree plantings than required for mitigation and landscape design. Commissioner Hoskins stated that the site is largely treeless, and noted that a large area of canopy would not be removed but that area could not be counted as tree preservation due to its location inside existing easements. Commissioner Cook stated his preference to forward the request to the full Planning Commission for consideration, with a recommendation for approval, provided that the landscape design would be provided as submitted to the Subdivision Committee. Motion: Commissioner Cook made a motion to forward the request to the full Planning Commission in favor of approval. Commissioner Hoskins seconded the motion. Upon roll call the motion passed by a vote of 2-0-0. Subdivision Committee September 27, 2012 Page 3 of 5 LSD 124202: Large Scale Development(FRISCO AVENUE/NARROW ESCAPES COTTAGES, 444): Submitted by BATES AND ASSOCIATES for property located at FRISCO AVENUE. The property is zoned RMF -24, RESIDENTIAL MULTI -FAMILY, 24 UNITS/ACRE, and contains a total of 2.15 acres. The request is for a cottage development with 12 single-family homes with associated parking. Andrew Garner, Senior Planner, gave the staff report. Glenn Newman, Staff Engineer, discussed detention for the project. Megan Dale, Urban Forester, discussed tree preservation. Commissioner Cook asked about stormwater detention and future development to the south. Newman and Dale discussed stormwater detention and tree preservation in relation to future development. No public comment was presented. Commissioner Hoskins asked about trash service. Newman discussed the trash cart location in the roadway. Motion: Commissioner Hoskins made a motion to approve the request with all conditions as Subdivision Committee September 27, 2012 Page 4 of 5 recommended by staff. Commissioner Cook seconded the motion. Upon roll call the motion passed by a vote of 2-0-0. PPL 12-4225: Preliminary Plat (3018 & 2980 N. ALTUS LN./ALTUS SUBDIVISION, 258): Submitted by NATHAN HARRIS for properties located at 3018 AND 2980 NORTH ALTUS DRIVE. The property is in the PLANNING AREA and contains approximately 3.29 acres. The request is for a residential subdivision with three single family lots. Andrew Garner, Senior Planner, gave the staff report. Glenn Newman, Staff Engineer, discussed the water tap relocation along with the requested fire hydrant location. Nathan Harris, applicant, discussed that they are willing to participate in the fire hydrant but did not realize it was going to cost so much. Public Comment: Brian Shaw, lives on Rustic Lane, is in support of the development. Commissioner Cook discussed that he is okay with the development. Commissioner Hoskins discussed the potential cost share of the City with the applicant for fire hydrant. Motion: Commissioner Cook made a motion to forward the request to the full Planning Commission in favor of all conditions with no recommendation on the fire hydrant at this time. Commissioner Hoskins seconded the motion. Upon roll call the motion passed by a vote of 2-0-0.
