Mountain, Fayetteville, Arkansas. ITEMS DISCUSSED MINUTES: August 6, 2012 Page 2 New Business: ACTION TAKEN Approved BOA 12-4209: (6575 Wedington Dr./Perea, 435): Approved Page 3 BOA 12-4210: (11 N. Board of Adjustment Meeting September 10, 2012 Page 2 of 5 Approval of the minutes from the August 6, 2012 Board of Adjustment meeting. Motion• Board Member Hoffman made a motion to approve the August 6, 2012 Meeting Minutes. Board Member Stein seconded the motion. Upon roll call the motion passed with a vote of 3-0-0. Board Members Hagers, Neihues, and Knight arrived after the minutes were approved. Board of Adjustment Meeting September 10, 2012 Page 3 of 5 BOA 12-4209: (6575 Wedington Dr./Perea, 435): Submitted by ALVARO PEREA for property located at 6575 WEDINGTON DR. The property is zoned R -A, RESIDENTIAL AGRICULTURE and contains approximately 0.27 acres. The request is for a variance from setback requirements to bring the existing home into compliance and allow for the construction of a new carport. Andrew Garner, Senior Planner, gave the staff report. Board Member Kohler asked about the fixture road widening of Wedington Drive and how it might be affected by this variance. Garner discussed the road widening in accordance with the Master Street Plan, the distance of the proposed carport to the road, and the greenspace separation of the sidewalk from the road. Board Member Hoffman asked about cars being able to park in front of the carport and not hang out over the sidewalk along Wedington Drive. Garner discussed that he thought the carport would be side loaded and hanging over the sidewalk would not be an issue. Alvara Perea Jr., applicant, discussed that yes the carport would be side -loaded. No public comment was presented. Motion: Board Member Knight made a motion to approve BOA 12-4209. Board Member Stein seconded the motion. Upon roll call, the motion passed with a vote of 6-0-0. Board of Adjustment Meeting September 10, 2012 Page 4 of 5 BOA 12-4210: (11 N. College Ave./First Security Bank, 484): Submitted by FIRST SECURITY BANK for property located at 11 N. COLLEGE AVE. The property is zoned DC, Downtown Core and contains approximately 0.55 acres. The request is for a variance of the minimum buildable street frontage. Jesse Fulcher, Current Planner, gave the staff report. Board Member Kohler asked if there was any building frontage on Meadow Street. Fulcher stated that the building was outside of the build -to zone on Meadow. Board Member Kohler asked if the wall counted in the minimum buildable street frontage. Fulcher stated that the wall did not, but the canopy did. Board Member Kohler asked the applicant if the building design was the standard bank template. David Russell, applicant, stated that this was the standard bank design. Elongating the bank building would create some functional problems inside, such as locating the tellers adjacent to the drive-through lanes. Security for the customers and banks was also a major concern when designing this site. Board Member Kohler asked if this is the best possible design for the site. Russell stated that it is for the bank. Board Member Neihues stated that he agrees the 80% requirement is a challenge for this use, but 17% is really low. Russell stated that it would be helpful if there was parking available off-site. Board Member Neihues asked the applicant if he'd seen staff s recommended design. Russell stated that he had, but there are security issues with customers parking in rear and walking to the front of the building. Board Member Hagers asked if the security concerns were laws or just bank concerns. Russell stated that they were a part of bank design. This branch has been robbed in the past. Board Member Hoffman stated that he believes there is a design solution for downtown branch. Board member Hoffman asked if there was another bank design. Russell stated their branch in Little Rock is in a high-rise. Board Member Kohler asked if they had looked at moving the entrance to the side of the building. This building doesn't provide the downtown design aspect that is expected. Board of Adjustment Meeting September 10, 2012 Page 5 of 5 Board Member Knight stated that this design could be on Wedington or Joyce. It doesn't celebrate the corner location or the entrance to downtown. Board Member Hoffman stated that all downtown banks in Fayetteville are unique to their site. Motion• Board Member Hoffman made a motion to deny BOA 12-4210. Board Member Knight seconded the motion. Upon roll call, the motion passed with a vote of 6-0-0. There being no further business, the meeting was adjourned at 4:20 PM.
