MINUTES OF A MEETING OF THE
SUBDIVISION COMMITTEE
A regular meeting of the Fayetteville Subdivision Committee was held on May 31, 2012 at 9:00 a.m.
in Room 326 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas.

PPL 12-4126: Preliminary Plat (NORTH OF COBBLESTONE SUBDIVISION PH. II/COBBLESTONE
PH. I11, 207): Submitted by JORGENSEN AND ASSOCIATES for property located north of
COBBLESTONE SUBDIVISION PH. 11. The property is zoned RSF-4, RESIDENTIAL SINGLE-FAMILY, 4
UNITS PER ACRE and contains approximately 24.60 acres. The request is for a residential subdivision with 59
single family lots.
Andrew Garner, Senior Planner, gave the staff report.
Blake Jorgensen, applicant, was present for any questions.
Megan Dale, Urban Forester, discussed some tree preservation comments.
No public comment was presented.
Commissioner Cook asked about the width of the greenspace.
Dale discussed that they are proposing 4 -foot clearance between the storm drain and the back of
curb.
Commissioner Hoskins asked about the standard greenspace for street trees.
Glenn Newman, Staff Engineer, discussed that standard greenspace requirement and the conflict
for street trees in between the sidewalk and curb.
Motion:
Commissioner Chesser made a motion to forward the request to the full Planning Commission with
all conditions of approval as recommended by staff.
Commissioner Hoskins seconded the motion. Upon roll call the motion passed by a vote of 3-0-0.

LSD 12-4117: Large Scale Development (2395 N. COLLEGE AVEJARVEST BANK, 444): Submitted
by GRAY ROCK CONSULTING for property located at 2395 NORTH COLLEGE AVENUE. The property
is zoned C-2, THOROUGHFARE COMMERCIAL and contains approximately 1.92 acres. The request is the
development of a 6,000 square foot Arvest Bank with associated parking.
Jesse Fulcher, Current Planner, gave the staff report.
Megan Dale, Urban Forester, discussed the tree preservation plan.
Dirk Thibodaux, applicant, stated that the recommended access changes will need to be reviewed
by Burger King and Arvest before he can commit to them.
Steve Denoon, applicant, stated that the changes will need Burger King's approval.
Commissioner Hoskins asked how far the proposed curb -cut was from the intersection.
Glenn Newman stated that the distance was increased from the existing curb -cut.
Commissioner Hoskins asked about the driveway median and requested that it have a raised curb
with greenspace.
Dale stated that the median was likely too small for vegetation to survive.
Commissioner Cook stated that he would prefer a mountable curb.
Commissioner Chesser asked about the dimensions of the median.
Fulcher stated that is was approximately 30-40'.
Commissioner Chesser asked about the process for these changes.
Fulcher stated that the project should move forward and for the applicant to get feedback from
Arvest and Burger King in the mean time. The commission can table the project at the Planning
Commission level if the final details haven't been worked out.
Motion:
Commissioner Hoskins made a motion to forward the request to the full commission with all
conditions of approval as recommended by staff.
Commissioner Chesser seconded the motion. Upon roll call the motion passed by a vote of
3-0-0.
There being no further business, the meeting adjourned at 9:50 AM.
