HomeMy WebLinkAbout2012-04-02 - Minutes�Itn�H'•M1' FAYETTEVILLE PARKS AND RECREATION ADVISORY BOARD Minutes for April 2, 2012 Opening: The regular meeting of the Parks and Recreation Advisory Board was called to order by Steve Meldrum at 5:40 p.m. in Room 111 at the City Administration Building at 113 West Mountain Street in Fayetteville, Arkansas. Present: Parks and Recreation Advisory Board members McKnight, Hodges, Meldrum, Thompson, Watson, and Profitt were present. Paul arrived later. Mason and Waite were absent. Staff members Edmonston, Humphry, Jumper, and Thomas were in attendance. AGENDA: 1. Approval of March 5, 2012 PRAB Meeting Minutes: PRAB Motion: Hodges motioned to accept the minutes as written, and Proftt seconded it. Motion passed 6-0-0 by voice vote. 2. Arkansas Recreation and Parks Association Awards: The City of Fayetteville was honored to receive three awards at the Annual Conference of the Arkansas Recreation and Parks Association on March 15, 2012. • Therapeutic Program of the Year: Fayetteville Senior Activity and Wellness Center at Walker Park • Group Volunteer of the Year: Ozark Off -Road Cyclist for building and re -building over 2 miles of nature trails at Lake Fayetteville Park logging over 800 volunteer hours • Individual Volunteer of the Year: Rollie Friess for working over 375 hours on the habitat restoration project along Clabber Creek Trail. The award recipients were unable to attend the meeting. 1 3. Fayetteville Youth Baseball Update John Long John Long was unable to attend the meeting. 4. Friendship Park is within one mile of the proposed development. The size of the required park land dedication is less than two acres. None Jumper reviewed the information about the development. She introduced Tim Brisiel, the representative for the development. Brisiel said he was the owner and developer of the property. He said the property is very small in scale with only five properties. The development is located between Deane Street and the Lewis soccer fields. Four of the cottages are facing the common ground in the development. The cottages are 1100 square feet or less and are mostly two bedroom. He said this was the first cottage development in Fayetteville. It will have a gravel paved private drive. There will be bioswales throughout the development. Thompson said he was glad to see that someone was doing a development of this type in Fayetteville. 2 Edmonston commented that the Lewis soccer fields would only be available to Fayetteville Parks and Recreation until June 2018. It will then go back to the University of Arkansas. Brisiel said there would only be common parking -no individual parking. Meldrum asked what other projects were planned for the NW quadrant. Jumper said that the Bryce Davis development was just wrapped up. Brisiel said that the houses are treated as single family dwellings. Paul said the ordinance requires less than 1100 square feet, which is smaller than a lot of apartments. He wanted to know if the houses would still be classified as single family. Edmonston said yes. That is determined by how the walls are connected. Thompson asked if the development would be phased. Brisiel said that it needs to be done all at once. It's very small. He said it needs PRAB's approval. PRAB Motion: McKnight motioned to accept money in lieu, and Paul seconded it. Motion passed 7-0-0 by voice vote. S. Recreation Program Report: Chase Gipson, Recreation Superintendent Gipson said the Adult Softball League began games tonight. Saturday is the Yvonne Richardson Easter Egg Hunt. The Summer Camp registrations are now open. There are eight separate camps- Outdoor Adventure 1, 2 and 3, Soccer, Tennis, Drama, Camp Wilson, and Outdoor Advanced. Outdoor Adventure 1, 2, and 3 are for children 8 to 12 years old. The Soccer, Tennis, Drama, and Camp Wilson camps are for youth 5 to 12 years old. The Outdoor Advance camp is for youth ages 12-15. Meldrum asked how the registration is done. Gipson said people can register online, mail in the registration, or walk into the office and pay. McKnight wanted to know if the camps were held all day. c Gipson said no. They are from 9 am to noon. He added that the summer pool, camp and YRCC positions, will be posted soon, and the concert lineup will be released on May 1, 2012. For the Dive -In movies, a committee composed mainly of parents will be formed, and they will choose the movies to be shown. Edmonston said that people are encouraged to enroll online. McKnight asked if people could enroll online by coming into the Parks office. Gipson said no, but that idea has been discussed. A kiosk isn't a bad idea, but it is a budget issue right now, and there is no room for one. He added that Belford did the online signup software for Parks. The user fee that is charged goes to Belford. McKnight said that maybe at some point a kiosk can be put in. 6. Botanical Garden Society of the Ozarks Report: Phillip Watson, PRAB Representative Watson said that since the board meets every other month, he hasn't been to a meeting yet. He said the planting season began earlier this year. He added they were really excited about the trail coming through. 7. Other Business: Meldrum read the upcoming events. Aubrey Shepherd, a guest, passed out an eco -passport. He said the event will have a lot of activities. S. Adjournment: Meeting adjourned at 6:05 pm. Minutes taken by Melanie Thomas 11
