MINUTES OF A MEETING OF THE
SUBDIVISION COMMITTEE
A regular meeting of the Fayetteville Subdivision Committee was held on May 3, 2012 at 9:00 a.m.
in Room 326 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas.

R-PZD 124079: Residential Planned Zoning District (N.W. CORNER OF W. CLEVELAND ST.
& HALL AVE./PROJECT CLEVELAND, 443): Submitted by MCCLELLAND CONSULTING
ENGINEERS, INC. for property located at the NORTHWEST CORNER OF WEST CLEVELAND
STREET AND HALL AVENUE. The property is zoned RSF-4, RESIDENTIAL SINGLE FAMILY,
4 UNITS PER ACRE and RMF -40, RESIDENTIAL MULTI FAMILY, 40 UNITS PER ACRE, and
contains approximately 2.71 acres. The request is for zoning, land use and large scale development
approval for a Residential Planned Zoning District with 122 multi -family dwellings.
Jesse Fulcher, current planner, gave the staff report.
Glenn Newman, Staff Engineering, discussed the requirements for off-site utility work and
underground detention design.
Megan Dale, Urban Forester, discussed tree preservation plan.
Leslie Tabor, applicant, no additional comments.
Susan Gardner, neighbor, stated that the zoning extends too far and that the building was still too
large. Questioned the dates of the traffic study.
Tabor stated that the traffic counts were taken on Tuesday -Thursday, not Friday.
Fulcher stated that staff will confirm the dates of the traffic study.
Archie Schaffer, neighbor, stated that he was concerned with the size of the building, traffic and
speeding on Cleveland.
Commissioner Honchell said that he was concerned with the scale, and that there have always
been traffic concerns on Cleveland.
Newman stated that the applicant was looking at various traffic calming measures to improve
existing conditions.
Seth Mims, applicant, stated that traffic on Cleveland is a concern. They hired two separate traffic
consultant firms to study local traffic impacts. They have met with principal at elementary school
and their head of facilities and incorporated their recommendations. They requested a three-way
stop sign at Cleveland and Hall and want raised, lighted cross -walks.
Commissioner Honchell asked about construction time frame and traffic.
Mims stated that the expected completion date is August 2014, with the garage being constructed
first to allow for construction parking and material storage.
Commissioner Honchell asked if construction traffic routes could be controlled.

Andrew Garner, Senior Planner, stated that the city could control routes.
Commissioner Honchell asked about locating greenspace on the north side of the property.
Mims stated that the two neighbors directly to the north don't object to the project. There will be a
pocket park at the northeast corner and southwest corner, available for public use.
Commissioner Honchell asked about the screening being shown on the north property line.
Tabor stated that it was an existing tree line that would be preserved.
Motion:
Commissioner Honchell made a motion to forward the request to the full Planning Commission
with all conditions of approval as recommended by staff.
Commissioner Noble seconded the motion. Upon roll call the motion passed by a vote of 2-0-0.

LSD 12-4104: Large Scale Development (800 W. MAPLE ST./KAPPA HOUSE, 444):
Submitted by THOMAS WALKER for property located at 800 WEST MAPLE STREET. The
property is zoned RMF -40, RESIDENTIAL MULTI -FAMILY, 40 UNITS PER ACRE and contains
approximately 1. 16 acres. The request is for expansion of the existing sorority house and parking lot.
Andrew Garner, Senior Planner, gave the staff report.
Glenn Newman, Staff Engineer, discussed the sidewalk slope requirement.
Todd Butler, applicant discussed detention and drainage over the site.
Megan Dale, Urban Forester, discussed offsite trees.
Tom Walker, asked about combining a property line adjustment and easement plat.
Garner discussed that they may be combined in one plat.
Public Comment:
Greg Starling, neighbor, discussed that all of the alley is accessed by this block. He discussed the
condition of the alley and that something needs to be done about the alley. He discussed delivery
trucks using the alley to access these properties.
Commissioner Honchell asked about the alley.
Garner discussed that most of the comments from the public were related to existing conditions that
would not be affected by this proposal. He did indicate that staff could evaluate the radius of the alley
intersection with Douglas.
Janice Harris, neighbor, discussed that it is difficult to turn out of her drive to get out onto the alley.
Motion:
Commissioner Noble made a motion to forward the request to the full commission with all
conditions of approval as recommended by staff.
Commissioner Honchell seconded the motion. Upon roll call the motion passed by a vote of
2-0-0.

PPL 12-4099: Preliminary Plat (S.W. CORNER OF SALEM & WEIR RD./HOLCOMB HEIGHTS SD,
245): Submitted by JORGENSEN AND ASSOCIATES for property located at the SOUTH WEST CORNER
OF SALEM AND WEIR ROAD (HOLCOMB HEIGHTS SUBDIVISION). The property is zoned RSF-8,
RESIDENTIAL SINGLE FAMILY, 8 UNITS PER ACRE and contains approximately 19.24 acres. The
request is for a residential subdivision with 78 single family lots.
Jesse Fulcher, Current Planner, gave the staff report.
Glenn Newman, Staff Engineer, stated that he was looking forward to several drainage solutions for
the existing development to the south that would come about from development of this property.
Megan Dale, Urban Forester, stated that the survey doesn't show the health of the trees, so they are
considered high priority, require numerous mitigation trees.
Jared Inman, applicant, stated that they added a stub -out to meet code, and asked for clarification on
the on -street bike lanes.
Newman stated that staff will discuss this configuration with the Trails Coordinator.
Fulcher asked the applicant to clarify the street width for Weir and Salem Roads.
Commissioner Honchell asked for clarification on the block length requirement.
Fulcher stated that the blocks can be off set.
Motion:
Commissioner Honchell made a motion to forward the request to the full commission with all
conditions of approval as recommended by staff.
Commissioner Noble seconded the motion. Upon roll call the motion passed by a vote of 2-0-0.
There being no further business, the meeting adjourned at 11:00 AM.
