Mountain, Fayetteville, Arkansas. ACTION TAKEN LSD 11-4009: Large Scale Development (1201 S. Subdivision Committee April 12, 2012 Page 2 of 4 LSD 11-4009: Large Scale Development (1201 S. MORNINGSIDE DR./NANTUCKET PH 4, 563): Submitted by CIVIL DESIGN ENGINEERS, INC. for property located at 1201 SOUTH MORNINGSIDE DRIVE. The property is zoned DG, DOWNTOWN GENERAL and contains approximately 2.36 acres. The request is for development of 47 multi -family dwellings. Andrew Garner, Senior Planner, gave the staff report. Ferdinand Fouri, applicant, discussed the project and the design process. No public comment was presented. Commissioner Cabe gave an update to the committee about the previous committee's review. Motion: Commissioner Cabe made a motion to approve the request with all conditions of approval as listed in the staff report. Commissioner Pennington seconded the motion. Upon roll call the motion passed by a vote of 3- 0-0. Subdivision Committee April 12, 2012 Page 3 of 4 LSD 12-4083: Large Scale Development (FOREST HILLS LOT 5/PLANET FITNESS, 440): Submitted by JORGENSEN AND ASSOCIATES, INC. for property located SOUTH OF WEST WEDINGTON DRIVE AND DIRECTLY EAST OF THE NEIGHBORHOOD MARKET. The property is zoned R-PZD, RESIDENTIAL PLANNED ZONING DISTRICT (FOREST HILLS) and contains approximately 9.81 acres. The request is for development of a fitness center. Andrew Garner, Senior Planner, gave the staff report. Megan Dale, Urban Forester, discussed the tree preservation and landscape requirements. Jared Inman, applicant, was present for questions. No public comment was presented. Commissioner Cabe discussed future build -out of this neighborhood. Jim Key, project architect, discussed that they can revise the elevations to meet the requirements of the PZD and break down the building to a pedestrian scale. Commissioner Hoskins discussed the approved PZD that showed human elements included in the building elevations. He discussed that this is a different business environment than when the PZD was approved. This does not match the PZD elevations. Commissioner Cabe discussed the architectural design of the buildings and the building form. Commissioner Hoskins discussed that he is looking for more horizontal and vertical articulation and more human scale. Motion: Commissioner Cabe made a motion to forward the request to the full commission agreeing with staff on all of the recommendations and conditions including the recommendation tha the building elevations do not meet the PZD requirements. Commissioner Pennington seconded the motion. Upon roll call the motion passed by a vote of 3-0-0. Subdivision Committee April 12, 2012 Page 4 of 4 R-PZD 12-4079: Residential Planned Zoning District (N.W. CORNER OF W. CLEVELAND ST. & HALL AVE./PROJECT CLEVELAND, 443): Submitted by MCCLELLAND CONSULTING ENGINEERS, INC. forproperty located at the NORTHWEST CORNER OF WEST CLEVELAND STREET AND HALL AVENUE. The property is zoned RSF-4, RESIDENTIAL SINGLE FAMILY, 4 UNITS PER ACRE and RMF -24, RESIDENTIAL MULTI FAMILY, 24 UNITS PER ACRE, and contains approximately 2.71 acres. The request is for zoning, land use and large scale development approval for a Residential Planned Zoning District with 222 multi -family dwellings. Andrew Garner, Senior Planner, discussed that this item is required to be tabled as the applicant is in the process of revising the plans. Public Comment: Susan Gardner, Hall Avenue, discussed that she is the nearest neighbor and discussed concerns with the project. Kevin Gardner, Hall Avenue, discussed concerns with the total number of units being proposed. No more public comment was presented. Motion: Commissioner Cabe made a motion to table the request until the May 3, 2012 meeting. Commissioner Pennington seconded the motion. Upon roll call the motion passed by a vote of 3-0-0. There being no further business, the meeting adjourned at 10:15 AM.
