SANG AVEMAYETTEVILLE TRACK AND FIELD, 520): LSD 12-4072: Large Scale Development (CMN BUSINESS PARK, LOT 9A/ACADEMY SPORTS, 173): MEMBERS PRESENT Porter Winston (chair) Matthew Cabe STAFF PRESENT Andrew Garner Jesse Fulcher Glenn Newman Megan Dale Subdivision Committee Chair Porter Winston called the meeting to order at 9:00 AM. Subdivision Committee March 29, 2012 Page 2 of 4 LSD 11-4009: Large Scale Development (1201 S. MORNINGSIDE DR.INANTUCKET PH 4, 563): Submitted by CIVIL DESIGN ENGINEERS, INC. for property located at 1201 SOUTH MORNINGSIDE DRIVE. The property is zoned DG, DOWNTOWN GENERAL and contains approximately 2.36 acres. The request is for development of 47 multi -family dwellings. Andrew Garner, Senior Planner, gave the staff report. Megan Dale, Urban Forester, discussed tree preservation requirements and that this project does not currently have enough information to be approved. Glen Newman, Staff Engineer engineering requirements. Harley Hunt, Fire Marshall, discussed the location for an additional fire hydrant that is required. Ferdinand Fouri, applicant, discussed that he was informed yesterday about the tree preservation requirements and that they will be able to address the comments. Tom Embach, owner/developer, discussed that delays to this project are critical. Based on the loan they have for this project they have a set time limit to complete the project. He requests that it be approved with the condition that the tree preservation be completed later. No public comment was presented. Commissioner Cabe discussed that he agreed with staff that this needed additional information in order to be approved. Motion: Commissioner Cabe made a motion to table the request until the next Subdivision Committee meeting. Commissioner Winston seconded the motion. Upon roll call the motion passed by a vote of 2-0- 0. Subdivision Committee March 29, 2012 Page 3 of 4 LSD 12-4071: Large Scale Development (401 S. SANG AVEMAYETTEVILLE TRACK AND FIELD, 520): Submitted by CRAFTON TULL & ASSOCIATES, INC. for property located at 401 SOUTH SANG AVENUE. The property is zoned P-1, INSTITUTIONAL and contains approximately 19.94 acres. The request is for a development of a track and field facility. Andrew Garner, Senior Planner, gave the staff report. Megan Dale, Urban Forester, discussed the tree preservation and landscape requirements including that plantings will not occur in the detention basin as it is close to the track and would not be safe. Jonathan Ely, applicant, discussed the shared parking arrangement with the school and the track facility. The only issue they have is the sidewalk requirement along Sang Avenue. If this is required it would reduce the project that the school can provide. Glen Newman, Staff Engineer, discussed that the bike lane striping may not be the best option and we would like to look at potentially allowing on -street parking. Commissioner Winston asked about parking after school. Jonathan Ely, applicant, discussed the parking situation. No public comment was presented. Commissioner Cabe discussed that he agreed with staff that the sidewalk on Sang Avenue is a good idea. He is also okay with different striping options on Sang Avenue as mentioned by staff. Motion: Commissioner Cabe made a motion to forward the request to the full commission with a recommendation for approval, agreeing with staff's recommendations Commissioner Winston seconded the motion. Subdivision Committee March 29, 2012 Page 4 of 4 LSD 12-4072: Large Scale Development (CMN BUSINESS PARK, LOT 9A/ACADEMY SPORTS, 173): Submitted by MCCLELLAND CONSULTING ENGINEERS for property located at LOT 9A, CMN BUSINESS PARK. The property is zoned C-2, THOROUGHFARE COMMERCIAL and contains approximately 14.53 acres. The request is for a development of 71,640 square foot building. Jesse Fulcher, Current Planner, gave the staff report. Megan Dale, Urban Forester, explained that the south side of the property was in a tree preservation easement and should not be included in the tree preservation calculation, and requested that the parking be reduced to increase the preservation percentage. Fulcher stated that the applicant was requesting more parking spaces than required by code, but within the allowable increases. Ryan Gill, applicant, stated that the south side of the property was deed restricted, but was not a dedicated tree preservation easement. Academy Sports has requested the additional parking, wider parking spaces and drive aisles. They are committed to contributing the remaining funds for installation of a traffic signal. Additional information regarding the wider drive aisles will be provided to staff prior to Planning Commisssion. No public comment was presented. Commissioner Cabe stated that he tended to agree with staff recommendations. Motion: Commissioner Cabe made a motion to forward the request to the full commission with a recommendation for approval, agreeing with staff s recommendations Commissioner Winston seconded the motion. Upon roll call the motion passed by a vote of 2-0- 0. There being no further business, the meeting adjourned at 9:48 AM.
