5:30 PM- Planning Commission Vic -Chair Porter Winston called the meeting to order.
Commissioner Winston requested all cell phones to be turned off and informed the audience that listening
devices were available.
Upon roll call all members were present with the exception of Commissioners Bunch, Cabe, and Cook.

Consent.
Approval of the minutes from the February 27, 2012 meeting.
ADM 12-4053: Administrative Item (W. JUDGE CUMMINGS RD./REGIONAL PARK, 674, 675, 713,
& 714): Submitted by THE CITY OF FAYETTEVILLE PARKS & RECREATION for properties
surrounding WEST JUDGE CUMMINGS ROAD. The properties are zoned R-PZD, RESIDENTIAL
PLANNED ZONING DISTRICT. The request is for dedication of parkland by Chambers Bank for a future
banked credit in order to obtain necessary buffers for the landfill remediation by ADEQ at the Regional Park
property, pursuant to 166.04 (B)(1)(ii)(h).
ADM 12-4063: Administrative Item (4618 NORTH COLLEGE AVEJMAE FARMS, 96): Submitted by
CYNTHIA HASELHOFF for property located west of Lake Fayetteville at 4618 N. COLLEGE AVENUE.
The property contains approximately 17 acres and is zoned R -A, Residential -Agricultural and C-2,
Thoroughfare Commercial. The request is for a modification to the approved CUP 11-3762 to have a different
style of vending trailer than previously approved.
Motion:
Commissioner Chesser made a motion to approve the Consent Agenda. Commissioner Earnest seconded
the motion. Upon roll call the motion passed with a vote of 5-0-0.

NewBusiness:
RZN 12-4042: Rezone (1700 OLD WIRE ROAD/COOPER AND WILLIAMS, 369): Submitted by TIM
COOPER AND JACKSON WILLIAMS for property located at the 1700 OLD WIRE ROAD. The property is
zoned RSF-4, RESIDENTIAL SINGLE FAMILY FOUR UNITS PER ACRE and contains approximately 4.90
acres. The request is to rezone the property to NC, NEIGHBORHOOD CONSERVATION.
Andrew Garner, Senior Planner, presented the staff report.
Tim Cooper, applicant, gave a brief presentation and offered and presented a Bill of Assurance.
No public comment was presented.
Motion:
Commissioner Earnest made a motion to forward RZN 12-4042 to the City Council with a recommendation
for approval. Commissioner Chesser seconded the motion. Upon roll call the motion passed with a vote of
5-0-0.

RZN 12-4045: Rezone (NORTH SIDE OF MARTIN LUTHER KING/FAYETTEVILLE FARMINGTON
BORDER/CAREER ACADEMY, 594): Submitted by GREG EDWARDS for property ON THE NORTH
SIDE OF MARTIN LUTHER KING BOULEVARD AT THE BORDER BETWEEN FAYETTEVILLE AND
FARMINGTON. The property is zoned R -A, RESIDENTIAL AGRICULTURAL and contain a total of 1.14
acres. The request is to rezone the property to CS, COMMUNITY SERVICES.
Andrew Garner, Senior Planner, presented the staff report for both CUP 12-4040 and LSD 12-4032
Greg Edwards, applicant, was present for questions.
No public comment was presented.
Commissioner Hoskins asked if the applicant was familiar with the development requirements of the CS,
Community Services zoning district.
Greg Edwards, applicant, responded that he was familiar with the standards and that they have been working
with staff on the design.
Jim Buetensheon, manager for the proposed career academy, discussed the background of the school they are
proposing on the site.
Motion:
Commissioner Earnest made a motion to forward RZN 12-4045 to the City Council with a recommendion for
approval. Commissioner Earnest seconded the motion. Upon roll call the motion passed with a vote of 5-0-
0.
There being no further business, the meeting was adjourned at 6:00 PM.
