Subdivision Committee December 29, 2011 Page 2 of 4 LSD 11-3992: Large Scale Development (ECO DOWNTOWN, 484): Submitted by MCCLELLAND CONSULTING ENGINEERING for property located southwest of intersection of WEST LAFAYETTE STREET AND NORTH CAMPBELL AVENUE (ECO DOWNTOWN). The property is zoned DG, DOWNTOWN GENERAL and contains approximately 2.47 acres. The request is for one large multi -story, 250 units, multi -family apartment building with enclosed parking garage. Dara Sanders, Current Planner, gave the staff report. Glenn Newman, Staff Engineer, discussed the proposed drainage features of the project. Daniel Ellis, applicant, discussed the previous City Council decision. There will be no substantial impacts to Joyce Boulevard from the curb cut. He discussed the fire marshal's comments and that they will be addressing the comments. Public Comment: Tom Brown, 339 North Greg, spoke about traffic on Joyce and the City's standards, and that the curb cut could be a real problem. No more public comment was presented. Ernie Peters, traffic consultant for the applicant, discussed the lack of traffic growth on Joyce. Commissioner Hoskins asked about Kitty Creek being mowed down years ago and about detention next to the creek. Daniel Ellis discussed the drainage strategy and the applicant's intent to clean up the front yard area. Commissioner Hoskins discussed that traffic is not as bad now on Joyce. There are a lot of options in and out. He has no problems with the curb cut. Garner stated that he was not sure how much assessment the City is holding. Motion: Commissioner Earnest made a motion to forward the request to the full commission with no recommendation on the curb cut, and recommending in favor of all other conditions of approval recommended by staff. Commissioner Hoskins seconded the motion. Upon roll call the motion passed by a vote of 2-0- 0. Subdivision Committee December 29, 2011 Page 3 of 4 LSD 11-4007: Large Scale Development (415 N. BROYLES AVE./RECYCLING DROP- OFF —EDUCATIONAL FACILITY, 476): Submitted by THE CITY OF FAYETTEVILLE for property located at 415 NORTH BROYLES AVENUE. The property is zoned R -A, RESIDENTIAL AGRICULTURAL and contains approximately 3.00 acres. The request is for a community recycling drop-off (Use Unit 2) and educational facility. Jesse Fulcher, Current Planner, gave the staff report. Megan Dale, Urban Forester, requested minor revisions to the landscape plan. Glenn Newman, Staff Engineer, stated that the final detention design was still being finalized, and that staff would continue to work with the project engineer. Zane Lewis, McGoodwin, Williams, and Yates, described the purpose of the project. Commission Cabe asked the architect about the roof mounted exhaust and if it could be located elsewhere on the building. David Powers, architect, stated that they looked at locating the exhaust on the side of the building, but there was a concern with noise generation in the vicinity of the group meeting area. Mounting it on the roof was the best choice for function. Motion: Commissioner Cabes made a motion to forward LSD 11-4007 finding in favor of all conditions as recommended by staff. Commissioner Griffin seconded the motion. Upon roll call the motion passed by a vote of 3-0-0. Subdivision Committee December 29, 2011 Page 4 of 4 LSD 11-3992: Large Scale Development (ECO DOWNTOWN, 484): Submitted by MCCLELLAND CONSULTING ENGINEERING for property located southwest of intersection of WEST LAFAYETTE STREET AND NORTH CAMPBELL AVENUE (ECO DOWNTOWN). The property is zoned DG, DOWNTOWN GENERAL and contains approximately 2.47 acres. The request is for one large multi -story, 200 units, multi -family apartment building with enclosed parking garage. City Staff recommended this item be tabled until the December 29, 2011 Subdivision Committee meeting. No public comment was presented. Motion: Commissioner Hoskins made a motion to table LSD 11-3992 until the December 29, 2011 Subdivision Committee meeting. Commissioner Earnest seconded the motion. Upon roll call the motion passed by a vote of 2-0-0. There being no further business, the meeting adjourned at 10:10 AM. F11
