FAYETTEVILLE PARKS AND RECREATION
ADVISORY BOARD
Minutes for October 3, 2011
Opening:
The regular meeting of the Parks and Recreation Advisory Board was
called to order by Jim Meinecke at 5:35 p.m. in Room 326 at the City
Administration Building at 113 West Mountain Street in Fayetteville,
Arkansas.
Present:
Parks and Recreation Advisory Board members Lindsey, Meinecke,
Hazelrigs, Waite and Watson were present. Absent were Mason,
Thompson, Bailey and Meldrum. Staff members Edmonston, Humphry,
Jumper, and Thomas were in attendance. Gipson arrived later.
AGENDA:
1. Approval of September 12, 2011 PRAB Meeting Minutes:
PRAB Motion: Watson motioned to accept the minutes as written,
and Lindsey seconded it. Motion passed 5-0-0 by voice vote.
2. Sales Tax Renewal Information presented by Mayor Lioneld
Mayor Jordan explained the 1% sales tax. It's not a tax increase, but a
renewal of a tax. This sales tax funds the General Fund 60% and the
CIP 40%. If it's not passed, there will be 148 City positions lost.
Fifteen Park positions will have to be cut. There would be 93 police
and fire positions lost, and 55 positions elsewhere.
Hazelrigs asked how long the commitment would be.
Jordan said it would be ten years. He asked that people please go and
vote.
3. Botanical Garden Monthly Report: Michael Lindsey
Lindsey said the annual meeting was held. This past year was tough
for the Gardens weather-wise, but they had a lot of visitors. October
6, 2011 at 6 p.m., there will be a Jack Mitchell Big Band concert. Ken

Finch will be speaking on October 12 about "Kids, Nature Play, and
Conservation" and how to get kids outside to play. The Gardens have
their 2012 calendars for sale now.
4. Budget: Connie Edmonston, Parks & Recreation Director
Edmonston, Gipson, Jumper, and Humphry talked about their
different aspects of the 2012 budget. Some of the CIP's are: Wilson
Park swimming pool improvements, the Regional Park development, a
grant for the Mt. Sequoyah Gardens, Brooks Hummel, the Niokaska
Creek Sweetbriar restoration, Forestry, Safety and ADA compliance,
Lights of the Ozarks, Tree Escrow, and Prairie Restoration. The
finances for different programs discussed were the Swimming Pool
program, the Parks Administration/ Recreation Programs program, the
Lake Maintenance program, the Parks Maintenance program, and the
Yvonne Richardson Community Center program. The total amount
budgeted for those programs are $1,753,197, which is less than last
year.
Edmonston said there's not a lot of wiggle room. She said according to
the park ordinance, PRAB has to recommend an annual budget.
PRAB Motion: Watson motioned to approve the annual budget, and
Waite seconded it. Motion passed 5-0-0 by voice vote.
5. Regional Park Update: Connie Edmonston, Parks & Recreation
Director
Don Marr, the Chief of Staff, is visiting with ADEQ about the landfill,
and the process and closure of the remediation. This could be a two
year process, with a two year cap. It's in ADEQ's hands right now.
6. Other Business:
Hazelrigs asked when the HMR data from the Bikes, Blues, and BBQ
money will be received.
Edmonston said it's always received a month later. She said it takes
awhile.
Meinecke asked why the contractors at Campus Crest constructed the
small section of trail there.
Jumper said that since the contractor was there, they went ahead and
did it. When it's that type of development, sometimes contractors can
do it.

Edmonston said decisions like that are a joint effort between Parks,
Transportation, and Engineering, and are made on a case by case
basis. Campus Crest wasn't a huge development.
Meinecke read through the upcoming events.
7. Adjournment:
