FAYETTEVILLE PARKS AND RECREATION
ADVISORY BOARD
Minutes for July 12, 2010
Opening:
The regular meeting of the Parks and Recreation Advisory Board was
called to order by Craig Mauritson at 5:36 p.m. in Room 111 at the City
Administration Building at 113 West Mountain Street in Fayetteville,
Arkansas.
Present:
Parks and Recreation Advisory Board members Mauritson, Biendara,
Lindsey, Meinecke, Bailey, and Meldrum were present. Watson, Waite,
and Hazelrigs were absent. Staff members Edmonston, Jumper, Jones,
and Thomas were in attendance.
Mauritson introduced the newest member of PRAB - Brian Bailey.
1. Approval of June 7, 2010 PRAB Meeting Minutes
PRAB Motion: Bailey motioned to accept the minutes as written,
and Biendara seconded it. Motion passed 6-0-0 by voice vote.
2. Botanical Garden Monthly Report: Walt Eilers, BGSO Board
President
Lindsey gave the report. The gardens are staying busy with a lot of
visitors. The new design report probably won't be until August. One of
the events coming up is the Firefly Fling.
3. 2011 Arkansas Department of Parks and Tourism Outdoor
Recreation Grant: Carole Jones, Park Planner
Staff Recommendation: To apply for $150,000 from AR Parks
and Tourism Outdoor Recreation matching grant program for
playground improvements at Lake Fayetteville North Shore, ADA
accessibility improvements at the Yvonne Richardson Community
Center and ADA accessibility improvements at Walker Park. Staff

recommends approval of the conceptual plans of Lake Fayetteville
North Shore, YRCC and Walker Park.
Jones said grant preparation is ongoing. A public meeting was held on
June 17. There have been several public outreaches for this grant
through the newspaper, radio stations, Yvonne Richardson Community
Center, and the Walker Park Senior Center. One person came to the
public hearing. Three projects are proposed: playground improvements at
Lake Fayetteville Northshore, ADA accessibility improvements at the
Yvonne Richardson Community Center, and ADA accessibility
improvements at Walker Park.
Edmonston said that last year was the first time in many years that we
were not awarded the grant.
Mauritson said that he was glad to see ADA improvements. Those are
important.
PRAB Motion: Lindsey motioned to approve the conceptual plans of
Lake Fayetteville Northshore, Yvonne Richardson Community Center,
and Walker Park. Meinecke seconded the motion. Motion passed 6-0-0
by voice vote.
4. Ordinance Amendment Chapter 97 - Signs Prohibited in Parks:
Alison Jumper, Planning Superintendent
Jumper said at the last council meeting there was a third reading, and
then it was tabled until the next meeting. They want public input.
Edmonston said that some of the publicity hasn't been good. The signs
that are approved will be tasteful.
Meinecke said that just because someone wants to sponsor a sign
doesn't mean that it will get approved. PRAB has to approve it. He
doesn't foresee the park signs being a problem.
Mauritson added that it was a non -issue.
5. Other Business:
Trail Trekker Report and Update
Memo from Don Marr about the Fayetteville Government Channel
Jones said that the Trail Trekker information was included in the PRAB
packet.

Edmonston said that the Trekkers make their reports online, and have
helped report downed trees, graffiti, flooding, ice, and citizen feedback. It
has been good publicity. Another Trekker training is planned for fall.
Edmonston asked everyone to make sure they read the memo from Don
Marr. It has some good tips for meetings that are televised. Make sure
you speak clearly.
Mauritson said that Room 111 is a good room for meetings.
Edmonston mentioned that the recreational programs are going well. She
would like to publicly thank the Town Center for taking in the almost
rained out concert on July 8th. She reminded everyone that the Dive In
movie "Star Trek" would be shown at the Wilson Pool on Friday. The
camps are filling up.
Lindsey asked about the Asbell soccer fields.
Edmonston said that those fields will probably become tennis courts.
Next June Parks will be down three soccer field next June, and that's a
critical problem.
