MINUTES OF A MEETING OF THE
SUBDIVISION COMMITTEE
A regular meeting of the Fayetteville Subdivision Committee was held on December 1, 2011 at 9:00
a.m. in Room 326 of the City Administration Building, 113 W. Mountain, Fayetteville, Arkansas.

LSD 11-3984: Large Scale Development (N.W. CORNER OF JOYCE BLVD. AND
VANTAGE DR./LIBERTY BANK, 175): Submitted by CRAFTON TULL AND ASSOCIATES
for property located at the NORTHWEST CORNER OF JOYCE BOULEVARD AND VANTAGE
DRIVE. The property is zoned C-2, THOROUGHFARE COMMERCIAL and contains
approximately 2.60 acres. The request is for the construction of a 21,613 sq. ft. bank and associated
parking.
Andrew Garner, Senior Planner, gave the staff report.
Glenn Newman, Staff Engineer, discussed the proposed drainage features of the project.
Daniel Ellis, applicant, discussed the previous City Council decision. There will be no substantial
impacts to Joyce Boulevard from the curb cut. He discussed the fire marshal's comments and that they
will be addressing the comments.
Public Comment:
Tom Brown, 339 North Greg, spoke about traffic on Joyce and the City's standards, and that the curb
cut could be a real problem.
No more public comment was presented.
Ernie Peters, traffic consultant for the applicant, discussed the lack of traffic growth on Joyce.
Commissioner Hoskins asked about Kitty Creek being mowed down years ago and about detention
next to the creek.
Daniel Ellis discussed the drainage strategy and the applicant's intent to clean up the front yard area.
Commissioner Hoskins discussed that traffic is not as bad now on Joyce. There are a lot of options in
and out. He has no problems with the curb cut.
Commissioner Earnest read the ordinance and stated that he supports access management.
Commissioner Hoskins stated that the entrance does not bother him.
Commissioner Hoskins asked about the bridge assessment amount.
Garner stated that he was not sure how much assessment the City is holding.
Motion:
Commissioner Earnest made a motion to forward the request to the full commission with no
recommendation on the curb cut, and recommending in favor of all other conditions of approval

recommended by staff.
Commissioner Hoskins seconded the motion. Upon roll call the motion passed by a vote of 2-0-
0.

LSD 11-3977: Large Scale Development (NW OF THE INTERSECTION OF WEST ST. &
LAFAYETTE AVEJ555 MAPLE, 484): Submitted by MCCLELLAND CONSULTING
ENGINEERS, INC. for property located northwest of the intersection of WEST STREET AND
LAFAYETTE AVENUE. The property is zoned DG, DOWNTOWN GENERAL and contains
approximately 2.96 acres. The request is for a mixed-use development with 183 multi -family
dwellings and approximately 6,500 square feet of commercial space.
Dara Sanders, Planner, gave the staff report.
Glenn Newman, Staff Engineer, discussed the recommended street improvements.
Ryan Gill and Leslie Tabor, representatives, discussed the street improvements further with staff.
Public Comment:
Irene Prichard, neighbor, discussed her concern about parking.
Bill (inaudible), neighbor, discussed traffic on Lafayette and Maple Streets and his concern with the
proposed height of the development.
Mr. Brown, neighbor, discussed with the applicant the reasons for the height variance and the
proposed density. He expressed support for downtown development.
Johnny Walker, neighbor, discussed the trail and the sight lines.
No more public comment was presented.
Commissioner Hoskins discussed City Plan 2030 and its support for infill. He discussed zoning and
the reason(s) for the variance process.
Motion:
Commissioner Hoskins made a motion to forward LSD 11-3977 finding in favor of all conditions
as recommended by staff. Commissioner Earnest seconded the motion. Upon roll call the motion
passed by a vote of 2-0-0.

LSD 11-3992: Large Scale Development (ECO DOWNTOWN, 484): Submitted by
MCCLELLAND CONSULTING ENGINEERING for property located southwest of intersection of
WEST LAFAYETTE STREET AND NORTH CAMPBELL AVENUE (ECO DOWNTOWN). The
property is zoned DG, DOWNTOWN GENERAL and contains approximately 2.47 acres. The
request is for one large multi -story, 200 units, multi -family apartment building with enclosed
parking garage.
City Staff recommended this item be tabled until the December 29, 2011 Subdivision Committee
meeting.
No public comment was presented.
Motion:
Commissioner Hoskins made a motion to table LSD 11-3992 until the December 29, 2011
Subdivision Committee meeting. Commissioner Earnest seconded the motion. Upon roll call the
motion passed by a vote of 2-0-0.
There being no further business, the meeting adjourned at 10:10 AM.
