HISTORIC DISTRICT COMMISSION
A rescheduled meeting of the Fayetteville Historic District Commission was held on
February 17, 2011 at 5:30 p.m. in Room 326 in the City Administration Building at 113
W. Mountain Street, Fayetteville, Arkansas.

CALL TO ORDER: The meeting was called to order by Commissioner Lolley at 5:35
p.m.
L Minutes
Commissioner Goodstein-Murphree made a motion to approve the minutes of the
December 10th meeting with one revision. Commissioner Alt seconded the motion.
Upon role call the motion passed with a vote of 5-0-0.

III. Old Business
National Preservation and Arkansas Heritage Month 2011
Dara Sanders, Current Planner, presented the staff report and recommended that the
Commission vote on the award categories and the organization of the selection
committee based on the information outlined in the staff report. She also
recommended scheduling a special meeting in March to further plan the awards
program.
Commissioner Goodstein-Murphree discussed the award categories included in the
staff report and recommended keeping the number of awards low as follows:
A neighborhood heritage award for a larger community effort to stabilize an historic
neighborhood or larger area for projects that promote economic development through
best preservation practices;
A spirit of place award, for sustained preservation endeavor by an individual or
institution operating in historic setting or recognition of exemplary preservation
endeavor that has retained its integrity for a time of 25 or more;
Best preservation practices award, to include restoration, renovation, stabilization or
adaptive reuse in the spirit of the Secretary of Interiors Standards;
Respectful new construction award, an addition to an existing structure or an infill
construction, new project influenced by an established local or regional style;
Best historic preservation award for an individual or group, dedicated this one to
Cyrus Sutherland, similarly to an award from the Chattanooga group, for
distinguished and exemplary service toward promoting efforts of historic preservation
to include education, fundraising, economic impact on the part of a person or
organization.

Commissioners discussed Commissioner Goodstein-Murphree's recommendations
and the age of each project that would be eligible. Commissioners were more
comfortable with project completion within the last three years.
Commissioner Lolley asked for suggestions on the category titles.
Commissioner Goodstein-Murphree recommended keeping the titles official in a
manner that is self -descriptive.
Commissioner Dowling agreed and discussed the way in which nominations would
occur.
Commissioner Alt recommended naming the awards for local community members,
such as John Lewis heritage award.
Commissioner Goodstein-Murphree agreed and mentioned Cyrus Sutherland
Award (for an individual), a John Lewis Award for neighborhood heritage and
economic development, a Fay Jones Award for respectful new construction/addition,
and the Washington County Historical Society Spirit in Place Award.
Commissioners expressed support and discussed the name to award association.
Commissioner Lolley agreed with Commissioner Goodstein-Murphree's
recommendations and asked for these named awards to be repeated for the record
prior to a motion.
Commissioners Dowling and Goodstein-Murphree repeated the awards as
discussed.
Commissioner Dowling made a motion to approve the five named categories as
outlined for the 2011 program. Commissioner Alt seconded the motion. Upon role
call the motion passed with a vote of 5-0-0.
Sanders stated that the next item to be discussed would be identifying the different
members of the public that would make up the Selection Committee.
Commissioners discussed the balance of public inclusion and participant roles, as
well as the potential for a landscape category for the next year.
Commissioner Goodstein-Murphree recommended HDC member and City Council
member with staff support.
Commissioners discussed in addition to City representation an architect/planner and
two community members at -large, one community member with a background in
history/architectural history and one community member not related to a design
profession.

Commissioner Goodstein-Murphree asked staff to request the City Attorney's legal
opinion on the advertising the Selection Committee seats and requesting professional
participation.
Commissioner Kalke made a motion to form a Selection Committee that would be
composed of one Historic District Commissioner, one City Council person, one
architect/planner, and two community members at -large.
